3 REGIONAL PROGRAMME ON FOOD AND NUTRITION SECURITY IN CENTRAL AMERICA II (PRESANCA II) Prgramme Summary PRESANCA II strives t cntribute t reduce fd and nutritin insecurity in the mst vulnerable ppulatin grups in Central America by strengthening Central American Integratin System within the framewrk f a cncerted prcess f scial, envirnmental, and ecnmic plicies. It stresses actins t cnslidate the Reginal Fd and Nutritin Security Strategy within the existing plicy-setting prcesses, management f knwledge and territrial develpment. PRESANCA II is based n prir actins fstered by the EU in Central America via PRESANCA, using the mdel endrsed therein. FNS plicies (RE1) guide all actins aiming at fd and nutritin crisis management (RE3), which are detected by infrmatin systems in place (i.e. PRESISAN, anther EU prject fr SICA). Analysis capabilities (RE2) cntribute t draw up plicies (RE1) and t systematize actin methdlgies fr emergency respnse, rehabilitatin, and develpment (apprach URD) (RE3). Infrmatin systems (PRESISAN) will fllw up n plicies (RE1) and actins (RE3), and will prvide inputs fr analysis (RE2). Backgrund Infrmatin Cntext f the Sectr The secnd phase f the Reginal Prgramme n Fd Security and Nutritin in Central America (PRESANCA) is financed by the Fd Security Prgramme f the Eurpean Unin and cntributes t fulfill Millennium Gal Number 1, which strives t reduce by half the number f persns living in hunger, malnutritin, and pverty. PRESANCA s gal is t cntribute t the reductin f fd and nutritin insecurity in the mst vulnerable Central American ppulatin grups by strengthening the Central American Integratin System within the framewrk f a cncerted prcess f scial, envirnmental, and ecnmic plicies and, secndly, by cnslidating the Reginal Fd and Nutritin Security Strategy within the existing plicy-setting prcesses, knwledge management and territrial develpment. The malnutritin status f sme Central American cuntries cntinues t be a surce f cncern. In spite f cnsiderable natinal investments in fd and nutritin prgrams as well as develpment prgrams, malnutritin reached such extreme dimensins in 2004 that the Central American regin and the Dminican Republic registered ecnmic damages derived theref amunting t apprximately 6,700 millin dllars, equivalent t 1-7%-11.4% f the grss dmestic prduct f said cuntries 1. Chrnic child malnutritin rates range frm 50% in Guatemala t 6% in Csta Rica. On the basis f these wide spread differences, it is inferred that there are three different cuntry grups which require different interventin appraches. First f all, Guatemala and Hnduras shw high and very high chrnic child malnutritin (ver 30%), while El Salvadr and Nicaragua shw medium prevalence (belw 20%), and Csta Rica and Panama apprximately 10%. Althugh child malnutritin rates have indeed decreased thrughut the years in Central America, they have nt decreased cnsistently r equitably amng the cuntries r inside each f them. Thus, the regin is still nutritinally vulnerable and, in view f the standing and grwing crises, particularly at the glbal level, the risk f nutritinal deteriratin is prevalent. 1 CEPAL PMA, Analysis f the Scial and Ecnmic Impact f Child Malnutritin in Latin America,

4 Further current critical issues psing serius challenges t the Central American Regin and creating havc amng the mst vulnerable grups, which shuld als be cnsidered include the fllwing: the internatinal financial and ecnmic crisis; price fluctuatins in fuels, fd-stuffs, inputs fr agricultural prductin, gds and services; climate change and variability; demgraphic epidemilgical and nutritin transitin (i.e. simultaneus ccurrence f malnutritin, besity, and diet related chrnic illnesses); emerging r re-emerging diseases ccurring in the regin, especially thse related t water and basic envirnmental sanitatin, as well as thse transmitted by vectrs. Furthermre, lw scial investment, deficient gvernance cnditins, and structural factrs, such as envirnmental degradatin and pllutin, apart frm gender, ethnic, linguistic, sciecnmic and territrial inequities, cntinue t play an imprtant rle in fd and nutritin insecurity at the cuntry level. Thus, develpment is just as needed as the implementatin f interventins, plicies, and cmprehensive strategies in rder t stabilize and reduce hunger, malnutritin, and extreme pverty in the Central American Regin. In 1993, the Central American gvernments implemented the Fd and Nutritin Security Strategy, which pursues the gal f reducing pverty, hunger, and malnutritin. In 2002, the regin was ravaged by tw crises: the drp in cffee prices and the adverse climatic changes. Thus, the reginal cuntries and institutins drew up the Strategic Framewrk n Fd and Nutritin Security, which was then apprved at the Regular Meeting f SICA s Presidents and Chiefs f State held at San Jse, Csta Rica, in December As f mid 2007, technicians and pliticians have becme deeply cncerned abut the increase in fd prices, which prduced a serius blw t natinal ecnmies, especially families living in pverty and vulnerability. During the XXXII Summit Meeting f Central American Presidents and Chiefs f State held in San Salvadr City, El Salvadr, n June 27, 2008, the Central American gvernments develped and prpsed a set f actins and new strategies t cunter the great challenges f the regin, all f them, a cnsequence f the financial and ecnmic glbal crisis: price fluctuatins in fd items, prductin inputs, and fuels; climate change and vulnerability; and the increasing number f persns living in pverty r extreme pverty. The fllwing strategies, including their cmpnents, needed resurces, and the invlved reginal r internatinal institutin, were prpsed: The Agr-Envirnmental and Health Reginal Strategy (ERAS) includes five strategic lines: sustainable land management, climatic change, bidiversity, agricultural and envirnmental businesses, and healthy spaces and life styles. This cnstitutes a reginal and inter-sectral strategy f the Ministries f Health, Envirnment, and Agriculture. It underpins the ptimal use f the ecnmic space by favring the equitable and sustainable management f terrestrial and aquatic ecsystems; by transfrming sciecnmic prcesses thrugh cmpetitive and sustainable agricultural and envirnmental prductin schemes, which enhance human health and fd and nutritin security; and by cntributing t reduce pverty in rder t imprve the quality f life f the ppulatin. Other reginal effrts fstered by SICA, as an institutin, als endrse the climate change strategy dealing directly with the effects f climate change n the life f Central Americans, as well as with the need t blster ppulatin grups t adapt t and reduce the climate change impact, amng thers, n fd and nutritin security, and health. Reginal Strategy t Increase the Prductin f Staple Grains in Central America: this initiative f the Central American agricultural sectr (CAC) includes reginal gals t insure the supply f staple fds such as crn, red and black beans, rice, and srghum. It fsters infrmatin exchange n plicies, statistics, cuntry rles, as well as jint negtiatins r prcurements, the develpment and exchange f research prjects in the regin, and the crdinatin f technical and financial internatinal cperatin. This initiative is a cmplement t the Central American Agriculture and Livestck Plicy (PACA). The Fd and Nutritin Strategy is backed up by the Cuncil f Central American Ministers f Health (COMISCA), INCAP, and PRESANCA in the face f the price crisis in fd items and inputs fr fd prductin. It includes the develpment f a set f cmplementary actins t the emergency plan t increase staple grain prductin, as well as ther measures t cunter the fd price glbal crisis as prpsed by the Central American Agriculture and Livestck Cuncil (see bullet abve). This strategy intends t target fllwing actins n vulnerable and extremely pr families: a) Fd and nutritin 4

5 infrmatin, educatin, and cmmunicatin actins t the ppulatin; b) Cnsumer guiding actins; c) Search f fd alternatives (nutritinally imprved fds and native diets); d) Mnitring and surveillance f the basic fd basket and ther fd and nutritin security determining factrs, their relatinship t the purchasing pwer f minimum wage, their nutritinal value, and their adaptatin t the needs f the Central American ppulatin; t fster the use f the Reginal Infrmatin System n Fd and Nutritin Security (SIRSAN: as a tl fr decisin making purpses; e) Strengthening f scial prtectin prgrams develped fr the Central American Regin, especially mney transfers, underscring family access t fd, health services, educatin, and nutritin. The last measure is cmplemented by the prpsal made by the Scial Integratin Cuncil (CIS) within the framewrk f the Scial Strategic Agenda f the Central American Integratin System, as well as the Central American and Dminican Republic Health Agenda. All these initiatives have already been prpsed, validated, and apprved. Nw, it has been prpsed that, thrugh specific plans, they shuld be implemented by the different invlved sectrs, i.e. thrugh the Cuncil f Ministers f Health, Envirnment, Agriculture, and Scial Integratin; as well as by the Summit Meetings f Presidents and specialized institutins with specific mandates within SICA s framewrk. On the basis f the abve, the mandates derived frm the XXXII Summit Meeting f Central American Presidents and Chiefs f State represent a plitical and strategic framewrk, as well as a mandatry pint f reference fr the develpment f this Prgramme, since they ratify and guide reginal pririties regarding fd and nutritin security, and prvide instructins, amng thers, t SG-SICA, CAC, COMISCA, INCAP, OSPESCA, BCIE, SIECA, CCAD. Lessns Learned Varius external assessment and mnitring missins, as well as internal analyses f the Reginal Delegatin with a view t future interventins, gathered fllwing lessns learned while implementing the Reginal Prgramme n Fd and Nutritin Security in Central America PRESANCA- 2 : The duratin f peratins is a tpic t be cnsidered carefully because reginal prgrammes have lnger implementatin cycles as ppsed t natinal and lcal prgrammes, apart frm the fact that cnsultatin and cnsensus prcesses have their wn pace. FNS plicy implementatin at the reginal level shuld encmpass the whle f the regin and it shuld flw frm the reginal t the natinal and lcal levels. If nt dne s, infrmatin exchange and impacts are diminished. The training f human resurces invlved in decisin making prcesses in the field, via specialized study-wrk FNS prgrammes, has been cnsidered a highly psitive and innvative apprach strategy because it enhances capacity building and expedites FNS plicy implementatin at the lcal level. This mdel shuld be replicated using ther levels (natinal and reginal) in rder t strengthen actins cntemplated in the ther Expected Outcmes and in rder t encurage a higher degree f infrmatin and cmmunicatin between the reginal and the natinal levels. Tw-cuntry and three-cuntry activities shuld be launched in rder t imprve and strengthen reginal integratin at the lcal level. Natinal fd security prgrammes based n the Eurpean Unin Cuntry Strategy are usually limited t ne-cuntry brders. Thus, crss brder activities are nly pssible within reginal prgramme mdels aimed at strengthening integratin prcesses. The participatin f specialized reginal institutins in fd and nutritin security related actins is a determining factr fr develping inter-sectral appraches t public plicies, plans, prgrammes, and prjects at the reginal 2 PRESANCA was brn ut f the desire expressed by plitical technical, natinal, and reginal institutins and rganizatins, and ut f the experiences gathered by them in the struggle against fd and nutritin insecurity amng the mst scially excluded sectrs in the beneficiary cuntries f the prgram (see: 5

6 and lcal levels. The mdel f the Reginal Cnsultative Cuncil n Fd and Nutritin Security (CCR-SAN) has nt nly been effective: it is an imprtant factr explaining PRESANCA s success in its first phase. Cmplementary Actins The Prgramme cmplements a set f actins and prgrammes n fd and nutritin security, as well as n ther related issues, presently financed by the Eurpean Unin, EU member cuntries, and ther cuntry dnrs. Several initiatives brach the FNS tpic in sme Central American cuntries. They strive t imprve the FNS status thrugh different perspectives and by targeting infrmatin system cmpnents. The fllwing reginal initiatives have sme relatinship t PRESANCA s actins: i. Management and Educatin fr Fd and Nutritin Security Prject at the Huista Assciatin; the Budget Endrsing Prgramme Underpinning Fd Security in Hnduras (PASAH); the Lcal Develpment and Fd Security Prgramme f Nicaragua (PRODELSA). The Eurpean Unin has already apprved and will shrtly apprve ther FNS natinal prjects fr Guatemala, Nicaragua, Hnduras, as well as ther reginal prgrammes they brach, amng thers, synergistic tpics t the FNS prblems in the regin ii. Infrmatin system related prgrammes and prjects: Mesamerican Early Warning System n Fd Security (MFEWS, USAID) iii. Emergency Fd Aid Prgrammes (WFP, USDA, ONG) iv. Humanitarian Aid Prgrammes managed by ECHO and DIPECHO v. Reginal Integratin Supprt Prgramme (PAIRCA) vi. Reginal Prgramme fr the Preventin f Envirnmental Vulnerability and Degradatin (PREVDA) vii. Special Prgramme n Fd Security (PESA/FAO) viii. Mesamerican Prgramme n Public Health Cperatin (Mesamerican Public Health System); it deals with public health issues related t nutritin, training f human resurces, and infrmatin systems. ix. Jint Prgramme f the United Natins System within the framewrk f the Fund fr the Achievement f the Millennium Gals (UNDP-Spain) n children, and fd and nutritin security issues: El Salvadr (Prtecting Children: Twards a Crdinated Fd and Nutritin Security Prgramme fr El Salvadr); Nicaragua (Tuktan Yamni, Muhui bin yamni: Integrated Mdel); and Guatemala (Alliances t Imprve Fd and Nutritin Security and the Health Status f Children). x. UNDP prjects and prgrammes in Central American cuntries n fd security and related issues, including lcal sustainable develpment, water, and sanitatin. Sme examples: Guatemala, El Salvadr, and Hnduras (PRODERT), Hnduras (PRONADEL, PROMORCO), Panama (Sustainable Rural Develpment Prgramme Darien II) and ther medium and small prjects and initiatives. xi. AECID earmarked cmplementary funds fr PRESANCA II activities via Subsidy 2768/08 signed with the UNDP. Reginal Cperatin f the EU and ther Dnrs The current EU Cperatin with the Central American Regin has an verlap between RSP and and encmpasses varius tpics allwing a cntinuus cmmunicatin with the integratin bdies making up SICA. This fluent cmmunicatin expedites and makes mre efficient the linkage and handling f diverse thematic axes. 6

7 Alng the same lines, the EU prpsed t set up by the end f 2007 a dnrs reginal discussin table, headed by SG-SICA, t apprach and search fr slutins t different sectr prblems requiring cnsensus psitins in rder t achieve greater impacts, as well as t seek cherence in the harmnizatin and alignment f dnrs and their apprach strategies. A rute sheet t delve deeper int the harmnizatin and alignment f reginal cperatin in Central America is being drafted. Under the crdinatin f SG-SICA, a jint taskfrce (SICA, dnrs) was created t wrk n it. Final Beneficiaries The end target grup f the prgramme is rural ppulatin living in the mst critical fd and nutritin insecurity and especially children and wmen in highly vulnerable znes f the Regin, specifically Guatemala, El Salvadr, Hnduras, and Nicaragua. The prgramme benefits directly Central American integratin rganizatins whse scial, plitical, ecnmic, and envirnmental rles will be strengthen. Fr this purpse, SG-SICA will activate all technical integratin agencies (SISCA, COMISCA, INCAP, CAC, OSPESCA) and ther civil sciety rganizatins, such as FEMICA, with the gal f perfecting reginal plicies, imprving its analysis capabilities n fd and nutritin insecurity, and accmpany field implementatin activities. Cperatin with reginal agencies will als strengthen natinal institutins wrking n FNS in the cuntries f the regin. They include public agencies (ministries f agriculture, health, municipalities, risk preventin and mitigatin rganizatins, etc.) as well as civil sciety assciatins (research centers, NGOs, prducer rganizatins, etc.). Ratinale f the Interventin and Implemetatin Methdlgy The prgramme abides by the jint management mdality cntemplated in the EU Financial Regulatins. Key tpics are the fllwing: Signature f a Cntributin Agreement between the United Natins Develpment Prgramme UNDP and the Eurpean Unin (EU), as well as with ther dnrs, such as AECID, and further resurces btain by UNDP and the Finnish cntributin. The Finnish cperatin apart frm the UNDP Cntributin agreement will als sign ne with the EU. Fr each cntributin, the UNDP will sign a prject dcument (PRODOC) with SICA s General Secretariat (SG-SICA) as a permanent rgan and representing the Central American Integratin System. The SG-SICA will sign all agreements related t reginal and ther specialized institutins with technical FNS expertise, s that they may prvide technical specialized supprt t PRESANCA II. The SG-SICA will set up a crdinatin unit (technical crdinatin cell), which, thrugh specific SG-SICA delegatin, will take care f implementing PRESANCA II n the basis f annual prgrammes submitted t the Eurpean Unin Delegatin in Managua fr their apprval. SG-SICA will set up a Technical Crdinatin Unit (prgramme leading team) which, under its crdinatin and supervisin, will be in charge f develping the technical activities f the Prgramme. The Technical Crdinatin Unit TCU will be the Prgramme s technical liaisn with the EU, the UNDP, and ther institutins linked t the Prgramme, in rder t insure the Prgramme s technical management and cherence. The TCU will get technical assistance via shrt and lng term missins, accrding t the decisins set frth in the annual prgrams. All technical Central American integratin institutins integrating the CCR-SAN, as well as all public and civil sciety cunterparts f the participating reginal cuntries, will participate in the implementatin f the Prgramme. Accrding t the guidelines set frth in the Jint Actin Plan n Visibility and the Jint Visibility Guidelines fr EC-UN Actins in the Field, agreed between the United Natins and the Eurpean Unin and which 7

8 harmnize the plicies f SICA and ther dnrs, the Prgramme will ensure due visibility f the cntributin f the cmmunity and ther partners t the implementatin f the Prgramme. PRESANCA II is based n prir actins fstered by the EU in Central America thrugh PRESANCA during its first phase, and using the mdel endrsed therein. Fd and nutritin security (RE1) plicies guide all actins aiming at fd and nutritin crisis management (RE3), which are subsequently detected by infrmatin systems (PRESISAN). Analysis capabilities (RE2) cntribute t set up plicies (RE1) and t systematize actin methdlgies fr emergency respnse, rehabilitatin, and develpment URD apprach (RE3). The infrmatin systems (PRESISAN) fllw up n plicies (RE1) and actins (RE3) and supply inputs fr analysis (RE2). Once the Prgramme implementatin is begun, links with PRESISAN will be established and the prcesses endrsed by PRESANCA I will be fllwed up. Gals, Expected Outcmes, Activities, Indicatrs, Risk and Assumptins General Gal: T cntribute t the reductin f fd and nutritin insecurity in the mst vulnerable ppulatins f Central America by strengthening the Central American integratin system within the framewrk f cncerted scial and ecnmic plicies. Specific Gal: T cnslidate the Reginal Fd and Security Strategy within plicy-setting prcesses, management f knwledge, and territrial develpment. Expected Outcme 1: Strengthened reginal, natinal, and lcal FNS plicies and strategies. Thrugh this utcme, and using the infrmatin generated by PRESISAN, RE2 and RE3, the Prgramme seeks t strengthen and institutinalize mechanisms and prcesses cnslidating reginal FNS strategies and t harmnize said strategies with the natinal and lcal strategies. In the same way, the Prgramme seeks t harmnize external FNS cperatin in the regin via the apprpriatin f cncepts and methdlgies by the reginal, natinal and lcal stakehlders. The Prgramme als seeks t integrate different FNS aspects and t cnslidate alliances with ther reginal develpment strategies. Finnish cntributin t this expected result is 150,000 EUROS Main Activities: a) Strengthening f mechanisms and prcesses at the reginal, natinal, and lcal spheres t incrprate r cnslidate FNS in the existing plicies and strategies. b) Cherence enhancement f fd and nutritin related plicies at the reginal, natinal, and lcal levels. c) Helping reginal, natinal, and municipal rganizatins t include FNS int their develpment plicies. d) Develpment f cmmunicatin mechanisms and strategies t have a plitical impact at the three levels. 8

9 Indicatrs: 1. By the end f 2014, reginal strategies apprved by Presidents y Cuncil f Ministers: Agrenvirnment and Health ERAS- and t face fd and nutritin crisis have been adapted and incrprated int natinal and lcal strategies in at least fur cuntries. 2. In the secnd year f the Prgramme at least three reginal and/ r natinal rganizatins wrking n municipal develpment have r are in the prcess f drafting ne strategy, which includes fd and nutritin security in it plans fr the municipal level. 3. By 2014 prcesses and mechanisms have been strengthened t draw up plicy r strategy prpsals f FNS linked reginal rganizatins t be submitted t the Summits f Central American Presidents. 4. By the end f the third year f implementatin, in at least fur cuntries, sectr technical liaisn grups receive help; furthermre, cmmunicatin and crdinatin mechanisms are in place t facilitate the implementatin f FNS-related reginal strategies. Expected Outcme 2: Strengthened prfessinal and institutinal capacities t generate and manage FNS knwledge. This utcme intends t strengthen knwledge generatin and management capabilities f FNS invlved institutins at their different levels. This will be achieved by training human resurces f the invlved levels, taking inputs frm studies, research wrk, and analytical prcesses generated by PRESANCA I and PRESISAN, and which will be cnslidated during PRESANCA II. A cmmunicatin and disseminatin strategy will be designed fr knwledge generated by the Prgramme. The human resurces prgramme especially the Master s Degree is clsely linked t research and bservatinal prcesses. On the basis f the academic prgramme prpsal develped by PRESANCA s first phase (FNS and Lcal Develpment), the training prgramme will develp a study-wrk mde in rder t strengthen FNS management prcesses at the reginal, natinal, and municipal levels. The prgramme structure will include a cre curriculum and different FNS specialized areas, which at least will cver fllwing tpics: lcal develpment prcesses (at the municipal level), public prgramme management (at the natinal level), reginal integratin (at the reginal level), fd and nutritin infrmatin and surveillance systems which will be develped by PRESISAN. Thrughut the prcess, alliances t develp capacities in reginal universities and academic centers will be defined and established by develping mdules within the reginal and lcal cntexts, which will then allw the participants t adapt the training t their natinal cnditins. Similar mdalities will be develped fr the technical municipal prgrammes, which hpefully will participate in the Prgramme, thus becming capacity building prcesses. Activities: a) T develp and cmpile studies and research prjects in priritized tpics. b) T strengthen the Reginal OBSAN generated by PRESANCA I and PRESISAN. c) T train human resurces at the different levels. Finnish cntributin t this activity is 349,334 EUROS 9

10 d) T develp knwledge disseminatin mechanisms and prcesses. Indicatrs: 1. By the end f the third year at least 50% f the FNS related studies planned by the General Plan f Operatins have been implemented and the ther 50% has been defined, including initiatives requested by FNS specialized reginal institutins and secretariats. 2. By the end f the third year, at least ne upper level academic center f at least fur cuntries will have incrprated the FNS tpic int their regular curricula. 3. By the end f 2014 the Prgramme has prvided technical assistance in at least fur cuntries t institutins in charge f generating FNS infrmatin, thrugh the applicatin, amng thers, f standardized methdlgies fr fd and nutritin assessment, such as height surveys in schl children, ther anthrpmetric studies, as well as fd cnsumptin and availability studies. 4. By the end f the Prgramme at least 45 prfessinals have finished the Master s Degree with a specialty n FNS and develpment issues. 5. By the end f the Prgramme at least 400 reginal technicians, decisin makers and leaders have participated in training activities. 6. By the end f the Prgramme at least five events t exchange experiences n FNS related tpics have been rganized. 7. By the end f the first year a knwledge cmmunicatin and disseminatin strategy has been designed and is being implemented. Expected utcme 3: Territrial develpment strengthening with emphasis n FNS (Fd and Nutritin Security). This utcme seeks t strengthen the FNS plicy, plan and prgramme management capacity f brder municipalities and their municipal assciatins. In rder t address and implement the third result, PRESANCA II established the Fd and Nutritin Security Fund (FONSAN) as a financial mechanism t prmte fd and nutritin security interventins at the lcal level in the mst fd and nutritin-vulnerable CA4 brder areas. T this end, it plans the applicatin f the Urgency, Rehabilitatin and Develpment (URD) apprach in prject implementatin, ensuring that mitigatin actins include a lng-term develpment visin and, in turn, that develpment initiatives include fd and nutritin crises preventin by training lcal gvernments thrugh municipal assciatins t respnd t needs and t include the mst vulnerable ppulatins in the varius prcesses t respnd t climate, plitical, sciecnmic and structural threats that they are subject t. FONSAN will fund Institutinal Strengthening prjects and ther such actins linked t human, scial, envirnmental, prductive and physical develpment effrts that define the accmplishments f FNS and that arise frm the institutinal strengthening prcess being prmted at the assciatin level as well as at the municipal-cmmunity level. Additinally, supprt will be prvided thrugh technical assistance, mnitring, evaluatin and systematizatin during the varius stages. This prcess may be shared and made available t ther dnrs in synergyprducing executin mdalities r with the participatin f the areas supprted by PRESANCA II and seeking t expand URD interventin cverage. Prcesses t be cnducted thrugh institutinal alliances with gvernment and nn-gvernmental rganizatins and ther dnrs with initiatives that fall within the framewrk 10

Areas where PRESANCA has wrked befre and that cntinue t shw high levels f pverty and malnutritin and share cmmn prblems and needs will be favred. Prgressively and t the degree that additinal resurces are btained fr the prgramme, it may cnsider the inclusin f ther assciatins and municipalities in the regin. The basic idea f PRESANCA II cperatin cnsists f regulating and ptimizing FONSAN s investment as well as ther investments in municipalities. T that end, we seek t prmte: Awareness abut the Fd and Nutritin Insecurity cnditins that cmmunities and families live in and the develpment f participatry activities t streamline its respnse capacity in rder t effectively serve the ppulatin by addressing their needs and by ensuring sustainability. The alignment f varius stakehlders regarding the strategy t be used t address prblems, in rder t minimize effrt duplicatin and in rder t ensure efficiency in the use f the resurces invested in the municipalities. Because this is a URD apprach, the three segments cmplement and feedback n each ther with the purpse f imprving the quality f life f the mst vulnerable ppulatins in selected municipalities. Capacity-building then becmes the basis t implement FNS prjects by prviding municipalities FNS management capabilities thrugh assciatins, bth with develpment as well as mitigatin purpses. The capacity-building cmpnent f FONSAN will seek t strengthen municipalities in tw areas: a) Municipal Management with a FNS perspective, and b) FNS management in Emergency, Vulnerability Reductin and Disaster preventin cnditins. Direct supprt will be prvided by PRESANCA II t the assciatins thrugh strengthening effrts R1 and R2 with the participatin f citizens and technicians (study-wrk mdality), direct technical assistance, training and mnitring prcesses, evaluatin and systematizatin. 4 Capacity-building funds will be used: a) T hire implementatin agencies and specialized technical assistance (TA), the assignment f direct human resurces, training and ther, b) by PRESANCA II t buy furniture and equipment, materials and supplies, amng thers, and c) t make direct fund transfer t assciatins r municipalities fr educatin, buying materials, training prcesses and exchanges and awareness raising n FNS. FONSAN s URD cmpnent will be managed and implemented by implementatin agencies as prviders f services t beneficiaries, namely municipalities r assciatins. The type f prject t be implemented is linked t human, physical, envirnmental, prductive and scial capital. In the specific case f the cntributin that Finland will make t the prgramme, basic sanitatin and water prjects will be supprted in the assciatins where we will wrk. A ttal f 10 assciatin prjects will be funded that will have an impact in at least 40 municipalities where, in additin, PRESANCA II will have cnducted capacity-building activities as indicated befre. The bjective is t carry ut interventins in drinking water, basic sanitatin and healthy lifestyles in the hme and in the cmmunity. These interventins will be carried ut thrugh the fllwing three cmpnents: ne cmpnent will be n envirnmental health educatin fr behaviral change that seeks t raise awareness and train persns, rganized grups and institutins, thus linking them t their envirnment with an aim at building a healthy future. Actins will be aimed at different cntexts in the hme, schls, the cmmunity and municipalities, by prmting rganized ppulatin grups (sanitatin cmmittees, water administratin bards and ther utility prviders). In additin, this cmpnent will raise awareness and will prmte hygiene educatin t create adequate healthy habits. The secnd cmpnent addresses the prmtin and imprvement f cmmunity and huse envirnments with sanitatin and envirnmental infrastructure. It includes the prmtin f strategies t enhance these envirnments and make them cmmunity and family-friendly in terms f water fr human cnsumptin and use (strage, cllectin, treatment and distributin netwrks), slid residues, liquid 4 Effective prcess experience and activity recvery/recnstructin. The third cmpnent will be aimed at supprting the peratin and management capacity f rganized grups and institutins at the lcal level with water bards, municipalities, rganized wmen and adlescents (ec-clubs fr example). The prject will prmte the frmal establishment f this type f grups as well as their initial rganizatin activities in rder t ensure sustainability f activities undertaken thrugh the cmpnents. PRESANCA II will develp technical assistance and technlgy transfer, mnitring, evaluatin and systematizatin prcesses t supprt municipalities and assciatins in the varius activities and phases f FONSAN implementatin. T this end, PRESANCA will make fur types f technical supprt available t municipalities: a) Resident crdinatr (PRESANCA crdinatr at the assciatin level) wh will be prviding technical assistance permanently (in perids f at least eighteen mnths). The rle f this resident crdinatr is t facilitate the peratinal perfrmance f capacity-building in participating municipalities and t crdinate its wrk with that f ther stakehlders at the lcal level. With the funds cntributed by Finland, 22 yung prfessinals will receive schlarships t participate in this academic activity. b) Facilitatrs wh will temprarily help assciatins and municipalities t develp Prject prfiles in a participatry manner and will facilitate institutinal reinfrcement prcesses; c) Technical assistance by thematic experts wh, as it may be needed, will prvide technlgical transfer supprt during the implementatin phase f municipal strengthening and the develpment f FNS prjects, and d) Technical assistance in fllw-up and mnitring, which will peridically and systematically carry ut participatry mnitring prcesses, will analyze and prvide feedback n prject advances. e) Municipal technicians: these are fficials r persns in assciatins r municipalities wh have been selected t participate in a curse (study-wrk mdality) t be ffered, and wh will supprt implementatin f the capacity-building Prject in assciatin with varius initiatives supprted by PRESANCA II r by ther partners in the prcess. Finland funds will be used t train at least 19 technicians in Fd and Nutritin Security wh wrk in municipal assciatins, municipalities r in cmmunity-level rganized grups. The emphasis will be n issues f water and basic sanitatin, institutinal strengthening, amng thers. Activities: a) T manage FONSAN t implement the capacity-building cmpnent as well as URD prjects. b) Technical cperatin fr territrial initiatives develped by ther partners that are cnsistent with the PRESANCA interventin mdel. c) T prmte the transfer f methdlgies and experiences previusly develped in ther territries. The three utcmes must be carried ut in a cmprehensive manner and linkages and crdinatin must be maintained t allw addressing the prgramme with a single visin in terms f interventin cnceptualizatin. Strengthening plicies and strategies in the varius levels f interventin (R1) is thught f in assciatin with prfessinal and institutinal capacity-building thrugh the educatin and training f the decisin-maker member f the human resurce team (R2), linked t studies, research, analysis f infrmatin cming frm different theme watches, ther available mnitring instruments. This prcess facilitates the cnslidatin f PRESISAN prducts thrugh cnstant technical feedback. Human resurces that have been trained in the different levels will be respnsible fr prviding analysis inputs t imprve n the develpment and implementatin f FNS plicies and strategies at the lcal, natinal and reginal levels. Their institutinal study-wrk relatinship is expected t ffer nvel tls t facilitate the management f FNS frm a cmprehensive and crss-cutting cncept. Thrugh wrk in the territry we expect t make FNS plicies and strategies and the cntributins that are the prduct f knwledge management peratinal in rder t make interventins in territries richer in terms f cncepts. Actins that fcus n the territry will have a multi dimensinal and multi sectral visin that allw slutins with a cmprehensive apprach and a visin and pprtunity in the natinal and reginal envirnment. Risks and Assumptins The existence f risks related t the plitical stability f the regin that may affect the cperatin and cmmitment f reginal, natinal and municipal institutins. The risk will be mitigated by building participatry cnsensus prcesses at the varius levels f wrk. The presence f different FNS appraches in the regin and the visin n the use f infrmatin systems t make decisins. The harmnized management and rescue f each visin t supprt imprved decisinmaking at varius levels using technlgical instruments t make these tasks easier will be sugh thrugh this prgramme. The lack f r deficient availability f natin-wide infrmatin n FNS in each cuntry t facilitate the cnslidatin f reginal FNS indicatrs. Specific cperatin will intensify thrugh this prgramme t strengthen natinal agencies respnsible fr the infrmatin. The lack f standardized FNS infrmatin in each ne f the cuntries that makes cmparisn difficult. Fr a perid f fur years, Finland will prvide a financial cntribuitin fr a Junir Prject Officer (JPO) specialist n water and sanitatin t strenghtened the TCU f PRESANCA. Institutinal Structure Administrative and Financial Respnsibility UNDP assumes the bligatins and respnsibilities resulting frm this Cntributin Agreement and becmes respnsible fr the prper implementatin f the Prgramme in every relevant sense, including, amng thers, effectiveness, efficiency, transparency, sustainability, visibility, participatin and gd resurce use. The specific terms f these bligatins and respnsibilities are utlined in the General Cnditins applicable t financing agreements signed by the Eurpean Cmmunity with internatinal rganizatins, and in particular in the Financial and Administrative Framewrk Agreement (FAFA). The rle f the Eurpean Unin in the executin f the prgramme (mentined in the previus heading) des nt free UNDP frm its bligatins and respnsibilities. Likewise, the EU may carry ut its wn cntrl activities such as mnitring, evaluatin and verificatin. The UNDP cuntry ffice in Nicaragua will be respnsible fr the Prgramme, althugh its ffices in the regin will supprt it in its implementatin. Likewise, UNDP will fulfill the rle as fund administratr and will be respnsible t ensure t the EU that resurces are used in accrdance with activities listed fr utlined bjectives and by respecting prcedures that have been established, as well as UNDP gverning principles: transparency, cmpetitiveness, efficiency and savings, in additin t gd financial management gverning principles f the EU (Article 27 f the Financial Regulatins). Direct expenses incurred by UNDP fr executin will be charged t the apprpriate activity as set frth in FAFA. The Prgramme activity budget will be listed in POG and apprved pursuant t the apprpriate prcedure (see Annex B, item 4). In accrdance with FAFA, the value f the cntributin will be determined by applying the peratinal rate f exchange applicable t the UN n the date f payment. Ttal prject cst variatins caused by exchange fluctuatins during its life will be assumed by the prject and activity scpe will be adjusted if necessary. Operatinal budget executin mdalities will be agreed t by SG-SICA and UNDP and will be included in the POA. The prgramme will nly fund activities cntained in these plans. Amng ther things, UNDP will handle: a) DIRECT PAYMENT: t the suppliers f gds and services prvided t the prgramme at the request f the technical crdinatin unit. b) IMPLEMENTATION SUPPORT SERVICES: At the request f and as delegated t it by SG-SICA, UNDP will prvide implementatin supprt services in areas such as the acquisitin f gds and services, pursuant t rganizatinal regulatins and prcedures. This is understd t cver the cmplete cycle f acquisitins, including bidding prcesses and publicatins. The definitin f specific actins in the varius gds and services prcurement prcesses will be dne accrding t UNDP prcedures and as apprved in the POA. 17

18 c) CURRENT EXPENSES: in rder t speedily cver prgramme expenses, the technical crdinatin unit may pen a current accunt in the name f the prgramme fr exclusive use by prgramme resurces in accrdance with UNDP and SICA prcedures. d) TRAINING: UNDP assumes the respnsibility t prvide the training required by the TCU f the Prgramme, in rder t guarantee cmpliance with applicable standards and prcedures, like timely planning f gds and service prcurement. e) MONITORING: In rder t guarantee adequate cmpliance in the implementatin f the Prgramme, the EU and UNDP will cnduct technical and administrative mnitring activities t make it pssible t guarantee that utcmes are prduced as planned and in rder t help slve prblems arising during implementatin. f) TECHNICAL ASSISTANCE: If required by SG-SICA, that may delegate this respnsibility n the TCU, UNDP may prvide specialized technical assistance and training t be charged t prject resurces. g) FINANCIAL RESOURCE MOBILIZATION: UNDP will seek cmplementary resurces amunting t at least 5 millin Eurs with the purpse f expanding the scpe f the prgramme and taking it t ther gegraphic areas. Fr prgrammes already underway, the best cmplement and synergy pssible with PRESANCA II activities will be sugh, in the understanding that these need t seek similar and/r cmplementary utcmes, act at least at the level at which PRESANCA II wrks (reginal, natinal r lcal) and/r in the same gegraphic areas f interventin f the prgramme. Technical Crdinatin Unit SG-SICA will establish a Technical Crdinatin Unit (TCU) that will act as technical liaisn with UNDP, DCE and ther dnrs (AECID, Finland, amng thers), as well as with ther specialized reginal and internatinal rganizatins and ther EU prjects r prgrammes (i.e.: PAIRCA II, PRODELSA, PREVDA, PRESISAN, etc.) r ther. SG-SICA will delegate the technical leadership f the prgramme n the TCU, and will be required t have sufficient administrative capacity t implement plans (POG and POA) apprved by the apprpriate agencies. The TCU technical team (item 4 in the budget) t be funded thrugh EC cntributins, will include: One Prgramme Directr, One Manager, Supprt staff: at least ne administrative assistant, a driver and a secretary The TCU team will be selected thrugh public licitatins and with the participatin f the UNDP, SG-SICA and DCE as prvided fr in Annex B. 20 Set up the Prgramme TCU, insuring its technical and administrative management; Fster recruitment and selectin f TUC technicians accrding t terms f reference and in agreement with prcedures set frth in Annex B; Assign t all TCU members and lng term experts the status f SG-SICA Special Regiment Officer; Chair the Fllw-Up Technical Cmmittee FTC- and the Cnsultative Cmmittee f the Prgramme; Prvide plitical and facilitating backing t all actins endrsed by the Prgramme; Insure apprpriate links and synergies amng the different participating agents f the Prgramme, in rder t favr verall cherence in the Prgramme; Insure visibility f stakehlders and partners f the Prgramme, as well as f all reginal integratin and FNS related actins; Fllw-up n and accmpany the Prgramme thrugh ne SICA fficer as institutinal liaisn, wh will be cnsidered a member f PRESANCA II team; Mbilize cmplementary resurces t expand the scpe f the Prgramme in agreement with the presidential mandates expressed in the Summit Meetings f SICA Member Presidents held in 2008 and REGIONAL INSTITUTIONS: The Prgramme will help ther reginal institutins, mainly thse f CCR-SAN, s that they develp actins cnsidered in this descriptin, all f which are FNS reginal pririties. The Prgramme will fster alliances with ther prgrammes (e.g. AEA, citizen security, amng thers) crdinated by SG-SICA r ther specialized secretariats. It is expected that reginal institutins becme part f the Cnsultative Cmmittee and that they accmpany the technical implementatin f specialized areas f the Prgramme. It is als expected that said institutins actively participate in develping actins related t their area f expertise in rder t ptimize the technical and perative quality f the Prgramme. Furthermre, it is expected that, as cunterparts t the Prgramme, reginal institutins prvide their ecnmic, human, and material (facilities and equipment) resurces t the Prgramme. UNDP: Vis-à-vis the Eurpean Cmmissin, the UNDP assumes all bligatins and respnsibilities derived frm this Agreement, and is respnsible fr the prper implementatin f the Prgramme in all imprtant aspects, in terms f efficiency, efficacy, transparency, sustainability, visibility, participatin, and apprpriate use f resurces. UNDP will prvide technical assistance in its areas f expertise and will mbilize cmplementary resurces t fster synergies amng FNS related prgrams and prjects in Central America. EUROPEAN COMMISSION: The EC, main dnr, will participate in the strategic fllw-up f the Prgramme. Tgether with UNDP and SG- SICA, the EC will als participate in the permanent mnitring f the Prgramme. Furthermre, the EC will insure the different tranche payments t the general accunt f the Pgramme with a view t financing all apprved Annual Operatin Plans. Finally, the EC will be in charge f launching assessment and verificatin activities. 20
