1 Willow Glen High School Attendance Handbook This handbook is to help you understand and follow the attendance laws and school procedures. Please read this information carefully and keep this handbook in an easy to find place. You can avoid attendance problems by knowing this information. The Willow Glen High School policies and procedures are based on the California Education Code, San Jose Unified School District board policy and the Santa Clara County policies. The Santa Clara County District Attorney s Office and Willow Glen High School are dedicated to enforcing the policy and laws that ensure that every student attends school regularly and has the opportunity to achieve academic and social success in school. 2 Why is good attendance so important to student success? We want all Willow Glen students to achieve success, obtain a high school diploma and have every possible opportunity in their future life. We want all students to be successful despite family, health, work and transportation problems. Regular, punctual attendance is critical to school success. Absences and tardies are harmful to students. They fall behind in their studies. They miss concepts that are important to understanding curriculum. Poor attendance leads to poor or failing grades and low morale. It becomes increasingly difficult to catch up and turn in work. Absence can become a bad habit and, therefore, a difficult behavior to change. Teachers become very frustrated with students who are frequently absent, as they require more attention from the teacher and deprive other students of the teacher s attention. State financial support for schools is directly linked to student attendance. The more absences, the less revenue to the district. With less revenue, the district has less ability to offer educational programs for all students. Parent / Guardian Responsibilities: Parents should carefully check school policies. These are outlined here and also in the student's planner and the district handbook. This is the best way to avoid misunderstandings. PREVENTION IS BETTER THAN CURE SO AVOID ATTENDANCE PROBLEMS. Talk to your student about the importance of arriving on time to every class, every day. Attendance is taken in every class including the tutorial, every day and entered into the Infinite Campus computer system by 3:30 p.m. each day. If your child has been absent from a class, an automated phone call is generated at the end of the school day. Make sure you have a copy of the school s bell schedule and your student s schedule. Monitor attendance online by using the Parent Portal and getting your parent login number. An absence is labeled A and a tardy arrival to class is labeled T. Keep track of how many classes your student has missed as these quickly add up. Ensure that your student goes to bed and gets up at a reasonable time. Ensure that your student has a safe and reliable way to get to school on time. Underage siblings should not be held responsible for another student's timely arrival at school. Check that you excuse every absence with a note, fax or message via web-site within 5 days of absence. If you send a note, please check that your child has turned it in to us. Check that you have valid ID when you go to pick up your student. We will not release a child to any one who is not listed on the child s emergency form. Check that your student is wearing school-appropriate clothing* or you may have to bring in a different set of clothes while they miss class time. Students should not be kept away from school for baby-sitting, other work or non-school related activities. * School appropriate clothing guidelines are in the district handbook and student planner. 3 School Absence Policies All absences must be explained or verified by the parent / guardian or a medical or professional person, via a letter, note, fax or an Absence Report Form via the website within 5 days of the first day of absence. We do not excuse an absence after the 5 day period. PLEASE NOTE: We do not accept phone calls to excuse an absence. Absences for 3 or more consecutive days require a doctor or health care provider s note. When a student needs to leave school, during the school day, for any reason, he or she MUST BE CHECKED OUT BY A PARENT OR GUARDIAN at the attendance office window. 18-year-old students still need to be checked out by a parent or guardian and cannot write their own absence notes. Parent / Guardian MUST SHOW VALID PROOF OF IDENTITY to check out student. (Person must be named on the student s Emergency Form.) If there is a disagreement about an absence, the burden of proof is on the student and not on the school. The student needs to prove that he or she was present. (Show evidence in the form of class notes or a quiz done in that class). If student drives himself / herself to and from school an adult must still pick up this student during the school day for an appointment. Excusing children when they arrive late to school or miss classes must be based on a verifiable illness, a medical or professional visit. Bring the documentation for this. A student who leaves the campus, without a valid medical reason or prior permission is not excused. A parent / guardian cannot excuse them after the event. A student who checks out for a medical/dental appointment must show proof of the appointment within 5 days to validate the absence. Out of Town and Family Emergency are unexcused absences (except in very extreme circumstances which must be verified by documentation). Absence due to bereavement of a close family member (parent, sibling, grandparent) is excused. Waking up late, car not starting, stuck in traffic are not excused absences. DMV visit for a driving test, a visit for a college campus tour may be excused provided the student brings written proof. For medical issues, please check the medical information on page 4 of this handbook. 4 Medical Issues The Health Department has stated that if a child misses more than 7 to 10 days of school per year for illness reasons, that child is missing too much school. (Santa Clara County Dept. of Ed) The Health Office should be provided documentation about pre-existing medical conditions, medications that student is taking. Students who are really sick, who have an infectious or contagious disease or condition should stay home. If the health problem lasts for more than three days, a doctor/health provider's note is required. If a student is injured or feels unwell at school, s/he should go immediately to the Health Office for evaluation. The school nurse or health clerk makes the decision regarding whether to send a student home. This is based on district medical protocols, medical expertise and the staff s years of experience working with children and teenagers. A student should not call or text someone and request to be picked up before being evaluated by the medical staff. The student & parent must report to the Attendance Office, with the health form before leaving the campus. If a student leaves the campus without checking in to the Health Office or the Attendance Office first, this will be marked as an unexcused absence. If student who drives himself/herself to school falls ill, for reasons of safety, we do not allow him/her to drive home alone. Students are strongly discouraged from missing school for minor or easy to manage health conditions. Late Arrival to Class Tardy Policy In the first few minutes of a lesson, the teacher may take attendance, collect homework, explain the objective of the day s lesson or give other important messages. When students arrive late they miss this vital information. They may also give the impression of being disorganized or disrespectful and the class is disrupted so it is very important to arrive on time for class. Punctuality is an important When a student arrives at a class, after the bell has rung, the student is tardy. There is a warning bell two minutes before the class begins. Teachers lock their door when the start of class bell rings. A student who arrives late will not be allowed into class. This is called an unexcused tardy and shows as TU in the I.C. attendance program. Using the restroom or going to a locker, are not valid excuses for arriving late. 5 A student who arrives more than 30 minutes late to class is given an unexcused absence. A student with a valid excuse (ex. medical note) should go to the attendance office and will be given a pass to class. Tardy students must report to the cafeteria or Ram Center and study quietly for the duration of the period. They will sign in there and be marked tardy. It is the student s responsibility to find out what work was missed and how to make it up. A student may complete the missed work and take a quiz (etc.) at the teacher s discretion. The tutorial is a good time to talk to a teacher. If a student is tardy 5 times to any classes, he/she will be assigned to 4 hours of Saturday School. The student will not be allowed to participate in ANY SCHOOL ACTIVITIES until Saturday School has been completed. (This means no sports practice and games, dances or trips.) The student will have two opportunities to attend Saturday School. After this, he/she will be subject to other disciplinary action. Unexcused Absences - Truancy and the Consequences Attendance Law: Compulsory attendance is the law in California from age 6 to 18. (Education Code Section ) A student who has three unexcused absences or three tardies or absences of more than 30 minutes, or any combination thereof, without valid excuse is considered legally truant. A student who has six unexcused absences or six tardies or absences of more than 30 minutes, or any combination thereof, is considered habitually truant and may be referred to the district attorney s office for legal action. (Education Code Section 48262) The parent is obligated to compel the attendance of the student at school. Parents who fail to meet this obligation may be subject to prosecution. (Education Code Section ) DECLARATIONS OF TRUANCY: When a student does not attend a single class without a valid excuse, he/she is marked absent. If the absence is not excused within 5 days, it is treated as an incident of truancy. After 3 incidents (unexcused absences) a student is declared a truant. Warning letters are sent out after the 3rd incident of unexcused absences, then after the 7 th incident of truancy. A student is declared a habitual truant at the 6 th unexcused absence. CONSEQUENCES OF CUT CLASSES AND TRUANCY: School Level Consequences: After three incidents of unexcused absence, the student will be assigned to Saturday School. In some circumstances, this may be changed to an on-campus detention or school-based community service work. There may be an intervention meeting with the district attendance liaison and/or school administrator. Failure to attend Saturday School or the alternative, will result in loss of eligibility for school events, sports or performance participation. Liz Roselman Assistant Principal of Guidance June

6 When a student has missed the equivalent of 10% of school classes, s/he may be placed on the school s 10% list. When this occurs, student must provide a doctor / health provider s note for every subsequent absence. (The school checks this 9 weeks in to the semester. To be removed from the 10% list, s/he must attend school for 90% of the time for the next 9 weeks.) District Level Consequences: District Attorney Mediation meeting held at the San Jose Unified District office. Site Attendance Review Board (SARB) meeting. Please note: Student s school attendance record and school consequences are NOT wiped clean by attending mediation. If truancy persists, legal consequences restart and student may still face prosecution. Court System Level Consequences: Misdemeanor charges for parents for children under 13. Juvenile prosecution for students years of age, which include: $365 court fine Court imposed community service (minimum of 48 hours) Suspension/denial of driver s license and work permit (minimum of one year, even if not driving at the time. The DMV will hold the license until the application process is initiated) Court review hearing follow-up, at the court s discretion. PROLONGUED NON-ATTENDANCE If a student is absent from school for 10 consecutive days, without contacting the school, every effort will be made to contact the student s parents or guardian. A phone call and home visit will be made. However, if the student does not return to school during the next 5 days, reaching a total of 15 school days of absence, s/he will be dropped from the school. STUDENT NEEDS TO BE ABSENT FOR 5 TO 15 DAYS If a student needs to be away from school for 5 to 15 days, he/she should request an Independent Study Packet from the attendance office. The office will need at least 5 days notice prior to the student s departure to prepare this. Students should receive work from their teachers to complete during the absence. Completed school work must be checked by the teachers when the student returns. The whole packet should then be returned to the attendance office for evaluation. Any other questions about attendance should be referred to Ms. Claudia Saavedra the attendance liaison or Ms. Roselman, the Assistant Principal responsible for attendance. Si el/los estudiantes manejan por sí mismo a la escuela todavía un adulto tiene que recoger a este estudiante durante el día escolar para una cita. Disculpar a los niños cuando llegan tarde a la escuela o clases debe basarse en una enfermedad comprobable, una visita médica o profesional. Los estudiantes que optan por salir de la escuela, sin una razón médica o permiso verificable no están justificadas. Un padre / tutor no puede excusarle o disculparle después del evento. 10 Problemas médicos El Departamento de Salud ha declarado que si un niño pierde más de 7 a 10 días de clase por año por razones de enfermedad, el niño esta perdiendo demasiadas clases. (Condado de Santa Clara Departamento de Educación) La Oficina de Salud debe proporcionar documentación sobre pre-existentes condiciones médicas o medicamentos que el estudiante esté tomando. 11 Ausencias injustificadas (absentismo escolar) y las consecuencias (por la Ley del Estado) (Preguntas sobre absentismo escolar debe ser dirigida al Oficial de Asistencia) La asistencia obligatoria es la ley en California desde los 6 años a 18 años. (Sección del Código de Educación) Un estudiante que tiene tres ausencias injustificadas o tardanzas o ausencias de tres dias o más de 30 minutos, o cualquier combinación de los mismos, sin una excusa válida es considerado legalmente ausente. Un estudiante que tiene seis ausencias injustificadas o tardanzas o ausencias de seis a más de 30 minutos, o cualquier combinación de los mismos, se considera habitualmente ausente y puede ser referido a la oficina del fiscal de distrito para una acción legal. (Código de Educación Sección 48262) El padre/tutor tiene la obligación de exigir la presencia del estudiante en la escuela. Los padres que no cumplan con esta obligación puede ser objeto de enjuiciamiento. (Código de Educación Sección ) El estudiante que pierde una o más clases en un día, sin excusa válida, que se considera un "corte" o la ausencia injustificada a que se refiere como un "incidente" del absentismo escolar. Cuando un estudiante se ha perdido el equivalente de clases de la escuela 10% en los últimos 9 semanas de un semestre, s / él puede ser colocado en la lista del 10%. Cuando esto ocurre, el estudiante debe proporcionar médico / profesional de la salud de nota por cada ausencia posterior.
