5 PERTH AMBOY PUBLIC SCHOOLS DISTRICT HANDBOOK Attendance Attendance Regulations No One Is Exempt! The Perth Amboy Board of Education considers the following to constitute reasonable cause for absence from school (K-12): Illness and/or recovery from an accident. Death or serious illness in the immediate family as verified by documentation. Religious holiday as designated by the State Department of Education. Administrative approved reason for school related activity. Attendance required in court as verified by documentation. Suspension from school. It is noted that the administration reserves the right to determine other justified causes for absences. Days missed for the purpose of vacation will be considered unexcused absences. All work must be made up at the initiative of the student with collaboration of the teacher within five (5) days (K-6) and two (2) days (7-12) of the return from absence for each day of the absence. Conferences will be called by the school administration to discuss the absences with the parent or guardian of a student whenever it appears that a child is developing a pattern of absences, which interferes with his/her educational progress. (K-12) After four (4) cumulative absences, parents may be notified and a conference with the guidance counselor, student and parent or guardian may be arranged. When a child has been absent for more than ten (10) cumulative days when school is in session without a reasonable cause, notice will be given to the parent or guardian and a conference will be held to discuss the absences and put all parties on notice that continued absences will lead to further disciplinary action such as: Truancy, Intervention Program Services, and Juvenile Aid Counseling Services. (K-12) A non-school attendance complaint will be filed in Municipal Court concerning each student who is habitually and repeatedly absent from 5

6 PERTH AMBOY PUBLIC SCHOOLS DISTRICT HANDBOOK school without a reasonable cause for absence. Notice will be furnished to the parent or guardian as provided by law. (K-12) All portions of these attendance regulations apply to Special Education students unless their I.E.P. specifically states otherwise. Lateness (PreK-12) All Students Must Be Punctual! Any student arriving late for school must report to the school office BEFORE going to class and present a note from his/her parent/guardian stating the reason for the lateness. Early Release (PreK-12) Should it become necessary for a child to be taken out of school due to an unforeseen emergency before the regular dismissal time, please adhere to school procedures they are designed to protect your child. Attention PAHS Parents Grades 11 And 12 Students A provision of the No Child Left Behind Act gives military recruiters student phone numbers and addresses, UNLESS A PARENT FILES A WRITTEN REQUEST TO OPT OUT. This form is mailed and also available in the high school main office. If you do not comply in writing, your child s name will be released. Please call PAHS Home School Liaison Coordinator, George Muñiz, ext for more information. IT S THE LAW! 18A: Attendance Required of Children Between 6 and 16 Every parent, guardian, or other person having custody and control of a child between the ages of six and 16 years shall cause such child to regularly attend the public schools of the district or a day school in which there is given instruction equivalent to that provided in the public schools for children of similar grades and attainment or to receive equivalent instruction elsewhere iin the school.. 7 PERTH AMBOY PUBLIC SCHOOLS DISTRICT HANDBOOK Back-to-School Checklist < < < previous page It is recommended that you as the parent/guardian: Establish definite times and locations for homework; Attend parent-teacher conferences; Join the school s PTA/PTO; Keep the school calendar handy; Place guidelines on your older children s work schedules; Stay informed about school events; Serve on a school committee; Get to know your children s friends; Teach your children how to say No to peer pressure; Make sure all parties have adult supervision; Volunteer-opportunities are expanding for working parents, too! By the last week before school starts: Establish a bed routine that ensures adequate rest; Have children spend time one-on-one and in small groups with other children their age; Help your children learn letters, numbers, colors, and shapes; Read to your children daily; Let your children learn by trying new activities; Practice the route they will take to and from school; Talk about making friends and doing new activities; Visit your child s school and classroom if possible; For older students, let them know you are interested; Talk to your children about friends, classes and activities; Teach your children how to set goals; Encourage them to be involved in extracurricular activities at school, church, and in the community; Give them opportunities to try new skills and earn recognition for a job well-done; Plan with them how they will budget their time. 7

8 PERTH AMBOY PUBLIC SCHOOLS DISTRICT HANDBOOK Bilingual/ESL Program PreK-12 A Model Program recognized by the State of New Jersey ( & ) The Perth Amboy Bilingual/ESL Program offers: An equal educational opportunity to students whose first language is not English, who speak another language at home, and who are not English proficient; A gradual transition (for Spanish-speaking students) from classes in the native language to all-english instruction that allows students to progress academically in all subject areas and meet challenging state standards for their grade level; A daily class in English Language Arts and in ESL for all students in the Program. Students in the Bilingual/ESL Program are grouped by grade and level of proficiency in English. The Bilingual/ESL Program encourages and supports the involvement of parents in all classroom, school and district activities. All Bilingual and ESL Teachers are certified in their grade or subject area and are trained to meet the linguistic, cultural, emotional and academic needs of students who are learning a second language. All after-school programs are cancelled. Health Service Information The role of the school nurses in the district is that of a health promoter. They practice preventive care through various screening programs during the school year. Emergency care is provided to your child should he/she become ill or injured at school. Illness and injuries which occur outside the school are your responsibility. In order to continue optimal health care during the school year, the district nursing staff would like to share some school guidelines with you, in order to clarify health concerns that may arise during the school year. Cleanliness: Make every effort to send your child to school clean and dressed appropriately! Dental Program: Contact your school nurse. Emergency Cards: Are to be filled out accurately and completely. Contact school with any changes promptly. Head Lice: Check your child s hair frequently. Do not send your child to school with lice; do call the nurse for instructions. Immunizations: Must be kept current. Please notify school nurse of any new immunizations that your child receives. Screenings: Children will be screened for vision, hearing, blood pressure, height and weight. Scoliosis screenings are for children 10 yrs. to 18 yrs. old. Sick Children: Do not send a child to school when they are ill, for the well being of all the children and the staff. Sleep/Nutrition: In order for your child to do their best in school it is important they get a good night s sleep and eat a good breakfast. 11

12 PERTH AMBOY PUBLIC SCHOOLS DISTRICT HANDBOOK Strep Throat: Cultures are performed free of charge on an as needed basis. TB/Mantoux: Will be contacted by the school nurses if applicable. Medical Conditions: To ensure the health and safety of your child, it is important that the nurse be aware of any physical or psychological disability that may exist, i.e., asthma, allergies, diabetes, emotional problems, heart problems, seizures. Space is provided on the back of the Emergency Card for this vital information. Medications: The administration of medication by the school nurse shall be done only in exceptional circumstances where the child s health may be jeopardized. School Breakfast Program The Perth Amboy Public Schools participate in the National School Breakfast Program. Every student is provided with a FREE breakfast that meets the following federal nutrition requirements: School breakfasts must meet the applicable recommendations of the Dietary Guidelines for Americans which recommend that no more than 30 percent of an individual s calories come from fat, and less than 10 percent from saturated fat. In addition, breakfasts must provide one-fourth of the Recommended Dietary Allowance for protein, calcium, iron, Vitamin A, Vitamin C and calories. We hope that our students will take advantage of this program. School Lunch Program The Perth Amboy Public Schools participate in the National School Lunch Program which provides nutritionally balanced, low-cost or free lunches to children each school day. Our quality program is developmentally appropriate for young children and is implemented with attention to the different needs, interests and abilities of each child. Our learning areas, which have been designed to address the creative and developmental needs of preschoolers, allow us to group children according to different interests while fostering socialization, satisfying curiosity and enhancing language development. Our program offers the balance that children need. Each day is scheduled to provide quiet and active time, indoor and outdoor play, as well as participation in individual and group learning experiences. Early childhood is a very important period when children learn an enormous amount about the everyday world. We will give your child loving, instructive care and provide a surrounding conducive to his/her physical, social, cognitive and emotional needs. Perth Amboy Preschool Program General Guidelines The following guidelines are designed to help prepare your child for his/her first year of school: Dress your child in comfortable clothing and shoes/sneakers daily. (No sandals). Children should be dressed in clothes that can be easily manipulated by him/herself. Dress your child according to the weather. No umbrellas. Have your child bring a bookbag with his/her name printed inside of it. (Please check bookbag daily for important notices.) Each child will need a small bed sheet and a blanket, labeled with the child s name. If your child would like to bring his/her own lunch/snack please send nutritious food and drink in a lunch box. No Glass Bottles. Please reinforce classroom and bus rules. Rules will be handed out by classroom teachers. Toys, candy and sharp objects should not be brought to school. Pupil Records Maintained In the interest of quality education, accurate records must be compiled and maintained for each pupil in each school district in the State of New Jersey. State law authorizes local boards of education to gather personal information, which identifies each pupil enrolled in school. Such information includes the pupil s name, address, date of birth, name of parents and/or guardians, citizenship and sex of pupil. In addition, the files will detail a record of daily attendance, grade level, progress reports and history of physical health. Only properly authorized organizations, agencies, and persons are permitted access to pupil records. They include the parents and/or legal guardians, foster parents or parent surrogate of pupils under the age of 18. Pupils 16 years old who are graduating from high school or who no longer plan to continue their education may have access to their records. Certified school personnel and organizations such as colleges, other public school districts, researchers, etc., are also included among those who may view pupil records with the written consent of the parents or adult pupils. A more detailed explanation of the rights of parents and students regarding pupil records can be found in Perth Amboy Board of Education Policy 516, which the public may view upon request. Mandatory School Uniform Policy School uniforms are mandated in grades K-8 and must be worn every day. 15

Shirts are navy blue, light blue, yellow or green. Pants, shorts, skirts or skorts are navy blue or khaki (tan). Please contact your child s school for more information (see page 23). Offense for not wearing mandatory school uniforms: 1st incident: Home School Liaison contacts parent (s) or legal guardian (s). 2nd incident: Home School Liaison contacts parent (s) or legal guardian (s) and a non-compliance letter is sent home. 3rd incident: Parent (s) or legal guardian(s) must meet with a Parent Panel. 4th incident: Parent(s) or legal guardian(s) must meet with Principal or designee. Uniforms for students in grades 5-8: Middle school uniforms (for the William C. McGinnis School & Samuel E. From the cafeteria to the classroom, students are exposed to state-of-the-art technology-based systems. Students can learn to produce digital media, conduct research in the library or take an electronic field trip to such places as the Liberty Science Center or the zoo. Every classroom is equipped with: 3-4 Computers with access to the Internet and grade appropriate software. A Digital Media Station consisting of a 27" monitor/lcd projector and a central server housing 30,000 plus educational media titles. All schools have: At least one Computer Lab with 30 plus computer stations 21
