Este punto hay que sumarse los casos de infertilidad y el síndrome del nido vacío. China y Rusia han firmado acuerdos de cooperación económica y energética. Esto ha asegurado a China suministro de petróleo ruso. Además ambas naciones quieres hacer una reforma al FMI antes de la Cumbre G-20 en noviembre. En medio de las tensiones entre China y Japón, el gigante asiático liberó a 3 de los 4 detenidos japoneses. Éstos estaban detenidos por traspasar una zona militar sin autorización. Paralelamente, el gobierno japonés busca una compensación económica de China por el incidente del pesquero. Japón busaca lanzar un nuevo programa de gastos para incentivar el crecimiento de su economía. Éste será de 4,6 billones de yenes (US$ millones). Incluso, Corea del Norte amenazó con ir a la guerra con todos los medios si Corea del Sur cruzara sus aguas territoriales. Las relaciones entre ambas Coreas no están en muy pie. 2 2 CUENCA ASIÁTICA: ASIA APEC Senior Officials assess progress ahead of Leaders meeting Issued by the APEC Secretariat Sendai, Japan, 26 September, 2010 Senior Officials discussed key reports and recommendations on enhancing trade and investment in the Asia-Pacific region that will be submitted to Ministers and Leaders of member economies when they meet in November. At the two-day Senior Officials Meeting (SOM) in Sendai, Japan, delegates focused on APEC s 2010 initiatives including its high-quality growth strategy, assessment on progress of the Bogor Goals and the way forward on greater regional economic integration. They made progress on the substance of APEC s growth strategy, which aims to improve the quality of economic growth in the Asia-Pacific region in the wake of the global financial crisis, and identifies five key areas to target. Although the APEC region has become the world s growth centre by promoting free and open trade and economic integration, APEC Leaders declared in 2009 the need for a strategy on growth, recognizing that challenges such as further environmental sustainability and social inclusiveness are essential to the future prosperity and wellbeing of its citizens. Is it clear that member economies cannot continue with growth as usual and the quality needs to be improved so that it is more balanced, inclusive, sustainable, innovative and secure, APEC Japan 2010 Senior Official Co-Chair Shigeru Nakamura said. Member economies recognize, for example, the need to protect our environment and natural resources and therefore develop sustainable growth. APEC could also contribute to inclusive growth by promoting policies for job creation as well as more economic opportunities for women, he said. APEC Japan 2010 Senior Official Co-Chair Hidehiko Nishiyama added: The meeting made progress towards finalizing this strategy which will be presented to Leaders on the way forward for the next five years. Senior officials also held discussions on the substance of a report that assesses APEC member economies progress on free and open trade. The assessment report on meeting the Bogor Goals will also be presented to Ministers and Leaders in November. APEC Leaders issued a declaration in Bogor, Indonesia in 1994 that called for industrialized member economies to achieve free and open trade by 2010, and developing members by APEC has conducted a thorough and objective assessment on the progress of achieving those goals, with consultation from APEC s Policy Support Unit and external bodies. The progress of five economies Australia, Canada, Japan, New Zealand and the USA has been examined. Another eight economies, Chile, Hong Kong China, Korea, Malaysia, Mexico, Peru, Singapore and Chinese Taipei, have volunteered to undergo early assessment before their own target date of Officials also focused on the way forward on APEC s strategy for structural reform. APEC is undertaking initiatives aimed at making it easier to do business by reducing behind-the-border barriers to trade, such as reducing unnecessary and costly regulations and reforming competition policy.

3 3 They also focused on ways to accelerate regional economic integration, including possible pathways to a Free Trade Area of the Asia-Pacific. Officials have been holding related meetings, workshops and symposiums in Sendai in the lead up to the Senior Officials Meeting, which covered a wide range of issues, including non-tariff barriers to trade, energy security, food security, disaster preparedness, sustainable tourism, anti-corruption and supply chain connectivity. The APEC Senior Officials Meeting is the third this year, and officials will gather again in November to finalize recommendations for Ministers and Leaders meeting, which takes place later that month. Last month it said that a few lucky foreign banks, including central banks, could invest some of the yuan they hold offshore in local Chinese bonds. The first to take up the offer was Malaysia s central bank, the Financial Times reported this week. With that purchase, another stone was removed in the great wall shielding China s currency from the outside world. Global currencies emerge sporadically the dollar in the first half of the 20th century, the euro over the past decade. That China could even have a plausible claim to such a thing is a remarkable turnaround. Its monetary policy and its mints were often in such wretched shape before the 1949 revolution that old Mexican silver dollars still circulated. The very word yuan is a contraction of yang yuan, or foreign round coin. After the revolution the currency situation got even worse, with ration coupons playing a role in transactions. International deals went through the creaking hands of the Bank of China or, quietly, black markets. It was only in 1994 that a unified, official exchange rate was established. After solidifying the role of its currency in its domestic market China resisted the next logical step. It kept a tight grip on the flow of capital across its borders. And even as its companies conquered world markets, they priced their goods in other people s money. The limits on conversion allow China s authorities to steer the economy and control business. But this strategy has exposed China s companies to potential foreignexchange risk, one reason why the authorities are reluctant to let the yuan move more freely against the dollar. It has also deprived China of the easy seigniorage profits that come from buying foreign goods and assets in return for non-interest-bearing pieces of paper adorned with portraits of Chairman Mao.

4 4 Related items US-China trade relations: Speak less softly, carry a sticksep 23rd 2010 Slowly, however, China seems to be changing its approach. As a result of reforms begun last year, exporters to China can now price their goods in yuan, rather than dollars, and deposit the proceeds in offshore corporate accounts, mostly in Hong Kong. At first the reforms were a flop, says one banker. Few accounts were opened and not much business done. Offshore accounts offered puny rates of interest because banks could do so little with the money. But as deposits have grown (see chart), so has the number of firms seeking to tap them. In the past two months McDonald s has issued a yuan-based bond in Hong Kong, as has Hopewell, a property firm. Both were oversubscribed. Banks and the Chinese government itself have also gone to the well. The off- and onshore markets are still separated by a cliff of controls. Companies cannot borrow yuan from the mainland; they must earn them through trade. Crudely put, yuan flow out of China only if goods or services flow the other way. And offshore yuan do not easily travel back into China either. A currency represents a claim on a country s underlying assets. The good news is that those assets in China are ever-growing, observes Ronald Schramm, a visiting professor at China Europe International Business School in Shanghai. The bad news is that with all the restrictions, there are few ways for outsiders actually to cash in on the claim. Last month s decision to let some banks spend their offshore yuan on local Chinese bonds creates another link between these otherwise parallel universes. It will allow some offshore yuan to climb back onshore in exchange for assets rather than goods. These purchases will be subject to a strict quota but still broaden the menu considerably. The onshore bond market is after all worth $2.9 trillion, 725 times bigger than its nascent offshore rival. If global trade in yuan does swell, international banks have a good chance of developing other fee-generating, predictable businesses, such as handling letters of credit or payments. And since money on its way from one place to another inevitably pauses, there should be more rises in deposits, which become the stuff of loans. And yet, for all the financial logic, there is a huge argument going on within the Chinese government about whether to proceed. If foreigners sell their dollars to hold yuan instead they will put upward pressure on the currency, making it harder to manage (to use the word China prefers) or manipulate (to use the word preferred by its critics; see article). Despite China s capital controls, the offshore market also affords its firms an alternative source of borrowing. Hong Kong, unlike China, allows almost anyone to issue a bond and repatriating the proceeds is unlikely to be too challenging, notes a report by

5 5 Standard Chartered. This may erode the architecture of China s credit system, which allows policymakers to channel funds to favoured firms and projects. Many foreign bankers, and even some government officials, will say these kinds of changes are necessary and inevitable. Some sort of opening up of capital flows certainly seems to be under consideration. But given the potential consequences, there may be far more talk than action. (La Tercera, 25 de septiembre, pp. 47) China se asegura el suministro de petróleo ruso El presidente chino, Hu Jintao, y su homólogo ruso, Dimitri Medvedev, han inaugurado la última fase del oleoducto que va a llevar a China el petróleo ruso desde Siberia, una obra que garantiza al gigante emergente el suministro de energía para su dinámico crecimiento. A la vez, significa la diversificación del negocio energético ruso, que mira desde hace tiempo al gran mercado potencial de Extremo Oriente. Información en China Daily, Financial Times 28 de septiembre China y Rusia firman acuerdos de cooperación económica y energética EFE El presidente chino, Hu Jintao, y su homólogo ruso, Dmitri Medvédev, firmaron en Pekín una decena de documentos de cooperación económica, entre los que destacan varios acuerdos en los sectores energético y nuclear. Según informó la agencia oficial Xinhua, las estatales Gazprom y Corporación Nacional del Petróleo de China (CNPC) suscribieron un acuerdo para extender el suministro de gas ruso al gigante asiático, aunque fuentes rusas aseguraron que el precio de adquisición del combustible se sigue negociando. "Rusia está preparada para asegurar completamente la demanda creciente de gas de China (...) Esperamos contratos comerciales para mediados de 2011", expuso el viceprimer ministro ruso, Igor Sechin, en declaraciones recogidas por la agencia rusa Itar-Tass. Otros acuerdos abarcaron las energías renovables, la pesca, la lucha antiterrorista y la cooperación financiera, con un convenio de crédito para la exportación entre el Banco Comercial e Industrial de China (ICBC), el mayor banco del mundo por capitalización de mercado, y el ruso VTB Bank. Hu recibió hoy a Medvédev en el Gran Palacio del Pueblo de Pekín y aseguró que la visita del presidente ruso, la segunda a China desde que llegó al poder, es "un gran

Según datos del Kremlin, el comercio bilateral con China se recuperó en la primera mitad de este año y alcanzó un volumen de US$ millones, un 56,3% más que en la primera mitad del pasado. En el plano político, los dos mandatarios acordaron continuar cooperando conjuntamente dentro de los marcos de trabajo que los dos países comparten, como el G-20, la Organización de Cooperación de Shanghái (OCS) y las potencias emergentes BRIC. REUTERS 28/09/2010 China y Rusia quieren que se llegue a un acuerdo para reformar el Fondo Monetario Internacional antes de que los líderes del G-20 se reúnan en noviembre en Corea del Sur, según un comunicado conjunto emitido el martes. La declaración, firmada por el presidente chino Hu Jintao y por su par ruso Dmitry Medvedev, fue publicada por la agencia oficial de noticias Xinhua. El Grupo de las 20 mayores economías del mundo (G-20) se comprometió en Pittsburgh hace un año a definir un mecanismo para ceder algo de poder de voto en el FMI a favor de las economías emergentes de rápido crecimiento. Cerrar el acuerdo, que se ha topado con una feroz resistencia de los países europeos más pequeños cuyo poder se vería reducido, será uno de los principales temas de la agenda de la cumbre del 11 y 12 de noviembre en Seúl. Beijing marks Confucius's happy return, aged 2,561 When a man has reached 2,561 years, it is hard to distinguish each birthday from the last. But anniversary celebrations for China's best-known philosopher included one notable change today: the first service at Beijing's Confucian temple since the Communists took power in 1949.

7 Once reviled as backwards and feudalist, Confucius has made a comeback since the 1990s, his work again openly a source of moral instruction and social debate although it is also used to legitimise a party that once denounced him, to bolster tourism, and to soothe the souls of stressed workers. Today hundreds of schoolchildren gathered to pay their respects. Dancers in red robes and students in flowing black drifted through the courtyards of the 14th century temple complex in central Beijing. For Confucian teacher Yang Ruqin, the event was a welcome sign of renewed interest in the philosopher's thought. "Confucianism has always been in Chinese people's blood. Although negated for many years, it is still there and when the environment is right, it will come back. I think it is a very good thing, especially in today's materialistic society," he said. "Most people now are just curious about it instead of really understanding the theory, but that's okay: as time goes on, they will know better. Plus Confucianism is something really suited to the Chinese people." Although celebrations of Confucius have become a valuable money-spinner in Qufu, his birthplace, Yang said it was the first officially-approved service at the Beijing temple for six decades. Disapproval of Confucianism, and destruction of temples during the cultural revolution, had made people cautious, he said. "But people started to understand the core values, the true concepts, and started to find that those values are not completely irrelevant to their lives," he said. Virtue, filial duty, obedience to rulers and benevolence from them are all key themes. But like most influential schools of thought, Confucianism can be interpreted in apparently limitless ways. A Taiwanese speaker described Confucianism's relevance to cross-straits ties. Yu Dan China's best known populariser of the philosopher's work made him sound more like a self-help guru. "Now that everyone is busy, it seems that the things that actually make people happy are drifting further away from us. A child should have a dream. This is all related to what Confucius says in ethics." The country's leaders too have co-opted the thinker. He has reappeared in school textbooks, and President Hu Jintao drew on Confucius in establishing his vision of the "harmonious society". Dr Daniel Bell, a scholar at Tsinghua University and author of China's New Confucianism, said: "[Historically] it was part of political legitimation and maybe that helps to explain the revival now to the extent [China's leaders] appeal to Confucianism for legitimacy. Obviously they don't want to become liberal democrats, but Marxism does not really grab people any more." But he added: "The revival is happening at different levels of society, with some [Confucian theorists] having a much more critical way of thinking. In Imperial China it was a conservative tradition, but always had a critical edge; Confucius and Mencius were social critics." Li Gengwu, a retired newspaper employee attending the service, studied Confucius as a child before the revolution. "All the good traditional values were abandoned. Now it seems more people are interested. Confucius advocates loyalty and trust and caring for others. In today's society, all people care about is money, so it's good to promote these values." Younger people were less enthusiastic. "Confucius is an important part of Chinese culture, related to everyone," said Han Bing, 30, a musician at the event. But she was "not really sure" how he was relevant. Xue Wenjuan, 23, was swift to quote "Learning is our belief," but added: "That's a commercial for a language training centre." 7

8 8 Additional research by Lin Yi China warns Nobel committee not to honour dissident Liu By Shirong Chen BBC News China has warned the Nobel Peace Prize committee not to award the prize to wellknown dissident Liu Xiaobo. The Chinese foreign ministry said giving him the prize would be against Nobel principles. Mr Liu is serving a long prison sentence for calling for democracy and human rights in China. A foreign ministry spokeswoman told reporters in Beijing that Liu Xiaobo was serving a jail term because he had violated Chinese law. Awarding him the Nobel Peace Prize would send the wrong message to the world, the spokeswoman said. It would run contrary to the aims of its founder to promote peace between peoples, and to promote international friendship and disarmament, she added. Mr Liu is serving an 11-year prison sentence for drafting Charter 08, which called for multiparty democracy and respect for human rights in China. The ruling Communist Party perceived this to be a threat against it. More than 100 Chinese scholars, lawyers and campaigners have urged the Nobel Peace Prize committee to honour him this year. The former Czech president, Vaclav Havel, has also voiced his support for the campaign. Trade talks The head of the Norwegian Nobel Institute, Geir Lundestad, said on Monday that a senior Chinese official had warned him that awarding the peace prize to Liu Xiaobo would affect relations between Oslo and Beijing. China and Norway are now engaged in talks over a bilateral trade deal, which some say could serve as a blueprint for an agreement between China and the European Union. Energy-rich Norway is also keen to export its offshore exploration know-how to China. The Norwegian oil firm Statoil said last month that it was hoping to look for shale gas in China. China was furious when the exiled Tibetan spiritual leader, the Dalai Lama, won the Nobel Peace Prize in 1989, the year of the Tiananmen Square crackdown by Chinese authorities on protesters. The government tried to exert pressure on the committee last year when another dissident, Hu Jia, was nominated for the prize. The committee will announce this year's winner in 10 days. China frees 3 of 4 detained Japanese: Xinhua BEIJING (Kyodo) Three of four Japanese nationals who were detained by Chinese authorities last week for allegedly entering a military zone without permission were released Thursday, the official Xinhua News Agency reported. The three were released in the morning "after admitting to have violated Chinese law and showed regret for their mistake," the Xinhua report said. The fourth Japanese, Sadamu Takahashi, is still being held for investigation, according to Xinhua.

9 9 The Chinese authorities have taken measures against the four people according to law after receiving a report about their illegal activities, according to a statement of the authorities, the Xinhua report said. The Japanese Embassy in Beijing said that the Chinese Foreign Ministry has informed Japanese Ambassador Uichiro Niwa of the release of the three. In Tokyo, a senior Japanese Foreign Ministry official said the ministry has confirmed the release of the three. The four, employees of Japanese construction company Fujita Corp., were detained on Sept. 20 for allegedly entering a military zone in Hebei Province without permission and videotaping facilities there. Commenting on the reported release of the three, the head office of Fujita said it is working to ''investigate the facts.'' The three released employees are Yoshiro Sasaki, 44, of Fujita's international business department, Hiroki Hashimoto, 39, from its sales division and Junichi Iguchi, 59, from a local subsidiary. Takahashi, 57, also works for the local subsidiary. China strictly controls visitors in military-related areas. While it is not uncommon for visitors who inadvertently take photos or video to be detained, they are usually fined and freed the same day. Los artículos han sido desarrollados con tecnología de última generación utilizada por la Agencia Japonesa de Exploración Aeroespacial - JAXA. El envío consta de lo siguiente: - Sets de ropa interior. Camisetas de manga corta y ropa interior masculina desarrollada para brindar comodidad en condiciones especiales (como la vida de los astronautas en una estación espacial). Sus principales características son: secado rápido, alta higroscopicidad, tela antibacterial y desodorizante. Cabe destacar que las camisetas de manga corta corresponden al mismo modelo utilizado por la segunda mujer astronauta japonesa, Sra. Naoko Yamazaki, en su vuelo espacial realizado en abril del presente año. - Sets de comida espacial. Consistente en pastillas similares a los caramelos, que han sido desarrollados para astronautas y tienen el doble efecto de disminuir el estrés y brindar un alto abastecimiento de energía. Este primer envío, anunciado el día martes 28 de septiembre por la Cancillería Japonesa, será entregado en coordinación con las autoridades del Ministerio de Minería, como una primera entrega por parte de Japón. The apples are plump and the grape clusters heavy. Farmers smile as they toil in the fields, and people wave flags on their way to work. Tractors are bringing in another good harvest. The footage unfolding across North Korean television screens offers images of the good life, apparently unaltered for years. But change is coming to this isolated and bizarre dictatorship, as the world's first communist dynasty prepares to transfer power to its third generation. Like everything in this country, the move is shrouded in mystery. But the people are already being groomed for a phased transition, supporting the widespread belief that the leader, Kim Jong-il, will use Tuesday's Workers' party assembly to signal he has chosen his youngest son to succeed him. One Pyongyang student says there is already a song dedicated to the heir apparent. "We were told at university that Kim Jong-un is very intelligent, that he has a military background, and that he is very young," added the young woman, who asked to remain anonymous. Many others seem to know his name, even though there is a reluctance to discuss the matter at least with foreigners. His father's gradual rise was equally well-veiled for many years, sealed only at the party's 1980 gathering: its last until this year. This meeting could last anywhere between three days and almost three weeks, to judge from previous events. Seoul-based Yonhap news agency has also reported that the North may be preparing a record military parade, citing South Korean government sources. As many as 10,000 soldiers may march alongside missiles and armoured vehicles to mark the party's assembly or its 65th anniversary next month. Kim Jong-un's rise is unlike that of his 68-year-old father's in one crucial regard: time is not on his side. The elder Kim had years of experience dealing with the party and the powerful military before his father's death in Yet he appears to have neglected his own succession plans until reportedly suffering a stroke two years ago. His apparent frailty is, of course, a strictly taboo topic in Pyongyang. "Our leader is in good shape and is energetic," said a guide. The family's personality cult is apparent everywhere. The viewing conditions at the mausoleum of the country's founder, Kim Il-sung, are so strict that shoes are cleaned with mechanised brushes and blowers remove dust from visitors' clothes before they can step into the room to view his embalmed body. Everybody over 13 wears a Kim Il-sung lapel pin and secondary school pupils spend a sixth of their lessons studying the thoughts of their leaders. They are taught to believe that their country stands out among nations, and that life is better there than anywhere else. "We envy nothing in the world," children sing in a propaganda film.

12 12 Yet the country is an international pariah that spends vast sums on its military, even though the people have suffered from hunger and poverty. Despite the sunshine and blue skies of a warm autumn, the crowds in Pyongyang are drab and mostly unsmiling, and the place retains a chilly Soviet ambience. While city dwellers appear largely healthy, it is hard to tell the age of the country children visiting the mausoleum: their faces look too old for such short bodies. Later we visit a rural area on the outskirts of the capital, where officials extol their progress in mechanised agriculture. But the farmers are working with their hands and the only tractors we see in North Korea are on television. Until the 1970s, North Korea was a fast-developing industrial economy; the envy of the region. It was easier to proclaim its progress. Now, for all its careful efforts, the signs of external prosperity are creeping in. Our guides have mobile phones, though their use remains extremely restricted. One, a young woman, wears a white T-shirt with Gucci picked out in diamanté letters across its left sleeve. She looks blank when asked what it means. Experts say the country has become more porous, with residents in border areas using smuggled handsets to make calls via Chinese mobile phone networks. They question whether an inexperienced leader can hold together the elite's different interest groups, shore up the economy and satisfy a population becoming more aware of the outside world. But North Korea permits no doubt about its future. "North Korea is much stronger now than it was in the 1950s. We are economically and militarily much more powerful," states a tourist guide at one patriotic monument. An expert at the war museum is also very confident. "Since our country has become a nuclear power, we no longer need help from other countries. We can now defend ourselves against the American imperialists." North Korea's defences include a Stalinist espionage apparatus that monitors both its own people and visitors. On entry, mobile phones are confiscated for the duration of the trip and officials leaf through a passenger's copy of the Economist to see if it contains anything sensitive. In Pyongyang, only the elite have access to the internet. To send an from the hotel you must complete an application form. "I do not believe that the internet will gain widespread use in North Korea," said one official. "The reason for this is American and South Korean imperialism." Photography from inside a car is not allowed. People must not be photographed. Soldiers must not be photographed. There are three officials keeping an eye on seven tourists and foreigners are not allowed to leave the hotel unescorted. A British and an Irish visitor taking a morning stroll are quickly stopped by a crowd when they take pictures of street vendors selling vegetables and underwear. The men are driven back to their hotel by security officials. The North Koreans consider this a serious incident. A report is written, the memory cards of the cameras confiscated and the pictures deleted from their computers. The men are also required to write a humble letter of apology. "This is a serious setback to the positive development of relations between Britain and North Korea," the director of the travel agency said. He should weigh around 16kg (35lb). But scooping him up from the floor costs his nursery teacher, a frail woman in a faded sari, little effort. She slips Vishal s scrawny legs through two holes cut in the corners of a cloth sack, which she hooks to a weighing scale. The needle stops at just over 10kg what a healthily plump one-year-old should weigh. The teacher nods and puts Vishal back on the floor, where he sits listlessly before a jigsaw puzzle. That his teacher does not look perturbed is unsurprising. Nearly half of

17 17 India s small children are malnourished: one of the highest rates of underweight children in the world, higher than most countries in sub-saharan Africa. More than onethird of the world s 150m malnourished under-fives live in India. That makes the sight of small, skinny children depressingly routine. Vishal s rural village is not especially impoverished; 120km (75 miles) from Mumbai, India s financial centre, it offers factory-work as well as the farm labour most country people do. But the battered register in Vishal s nursery, a government-run centre known as an anganwadi (literally, courtyard), shows that close to half the children are malnourished, a handful chronically so. It s always been this way, says Sunanda, the anganwadi teacher, who has weighed the children in her care every month for 25 years. Nothing has changed. Almost as shocking as the prevalence of malnutrition in India is the country s failure to reduce it much, despite rapid growth. Since 1991 GDP has more than doubled, while malnutrition has decreased by only a few percentage points. Meanwhile, the chasm between lucky and unlucky Indian children is growing: under fives in rural areas are more likely to be underweight than urban children, low-caste children than higher-caste children, girls rather than boys. And the disparities are growing. India seems certain to miss one of its key Millennium Development Goals: halving malnutrition by Malnutrition places a heavy burden on India. It is linked to half of all child deaths and nearly a quarter of cases of disease. Malnourished children tend not to reach their potential, physically or mentally, and they do worse at school than they otherwise would. This has a direct impact on productivity: the World Bank reckons that in lowincome Asian countries physical impairments caused by malnutrition knock 3% off GDP. Why, then, has India done so little to reduce it? There are many reasons. Most fundamentally, poor parents find it hard to buy enough food; but that is by no means the only factor. Impoverished and rural families are also less likely to go to a doctor when their children fall sick, which they do a lot, thanks to dirty water and poor hygiene. Inadequate nutrition lowers the immune system, increasing the risk of infectious disease; illness, in turn, depletes a child s nutritional stocks. Tara, a two-year-old in Chandan, a village in the northern state of Rajasthan, has yet to bounce back from a bout of gastroenteritis that put her in hospital a year ago. Since then, any weight gain has been offset by frequent bouts of diarrhoea, says her mother, Maya Devi, as she holds her limp child on her lap. Tara weighs a pitiful seven kilos. Cow s milk and water Even the children of wealthier families suffer surprisingly high rates of malnutrition. Government data show that a third of children from the wealthiest fifth of India s population are malnourished. This is because poor feeding practices foremost among

18 them a failure exclusively to breastfeed in the first six months play as big a role in India s malnutrition rates as food shortages. Here lies an opportunity: educating parents about how to feed their children should be more quickly achieved than ensuring that the 410m Indians who live below the UN s estimated poverty line of $1.25 a day have enough to eat. The government, however, has largely failed in both areas. Two big, expensive schemes designed to reduce malnutrition a public distribution system (PDS) that provides subsidised food to the poor and a vast midday-meal scheme, to which 120m schoolchildren are signed up are hampered by inefficiency and corruption. But the government s main effort to tackle child malnutrition, the Integrated Childhood Development Service (ICDS), has failed for rather different reasons. The ICDS, launched in 1975, is the world s biggest early-childhood scheme. It provides, in theory, an anganwadi centre with one teacher and an assistant for every 1,000 people. Each centre is responsible for providing nutritional care to pregnant women and all children up to six, the age at which Indian children start school. Anganwadi centres also provide daily pre-school child care and education, as well as keeping a dozen-odd registers recording everything from children s weights to financial accounts. Overburdened by this long list of responsibilities, anganwadi workers have tended to focus on the group they see every day: children over the age of two whose mothers take advantage of free child care and daily meals offered by the centres. While these meals supposedly providing each child with an extra 500 calories a day are certainly beneficial, they do not replace the nutritional guidance the parents of young children need. More seriously, this emphasis on older children means that the undertwos and pregnant women barely get a turn. Unfortunately, this is precisely the group the government should be targeting. Most growth retardation occurs by the age of two and is irreversible. Often, it starts during pregnancy. More than half the women of childbearing age in India are anaemic a condition that can be much improved by fortifying food and 30% of Indian children are born underweight. In healthy infants, this could be corrected with six months of exclusive breastfeeding. But especially in rural India, where women often go back to the fields mere days after giving birth, babies diets are often supplemented with cow s milk and water, which exposes them to infection. That risk increases after six months, with the introduction of solid food. The quality and reach of ICDS centres varies from state to state: the most impoverished states, with the highest rates of malnutrition, also have the lowest numbers of centres. But countrywide the scheme suffers from the usual ailments of public services in India. Recently the production of daily meals served at anganwadi centres was taken out of the hands of pilfering contractors and given to groups of local women. A complicated system of payments, however, means that even in a state like Maharashtra, which has done more than most to improve ICDS services, centres must wait four months for cash to buy pay food bills. The two meals served at Vishal s anganwadi a plate of puffed rice dotted with a few nuts and a serving of sprouted moong dal seem unlikely to give him 500 calories. Vandana Krishna, the state s secretary of Women and Child Development, says the funding gap could be solved by giving village panchayats, or local governments, a special fund to make loans to anganwadis. But this would need a lot of money. So too would any significant improvement in the government s efforts to fight child malnutrition with one exception. Fortifying the food handed out by the PDS would be an economical and effective way to lower rates of anaemia and increase nutrition. So far, India has resisted that idea. But most experts agree that the country will make a 18

19 19 serious dent in child malnutrition only when it focuses on pregnant women and the very young, perhaps by providing an additional worker in each anganwadi centre to make home visits. India has missed its big window of opportunity by not giving priority to mothers and the under-threes, says Victor Aguayo, chief of Unicef s nutrition programme in India. It cannot afford to do so any longer. Según cuenta el ministro Joaquín Lavín, 20 mil niños de primero básico y otros 20 mil de segundo año, de 250 colegios del país, comenzarán a aprender el método, que a través de cubos e historias enseña, por ejemplo, las operaciones básicas. Lavín sostiene que "para nosotros es un programa muy importante, porque Singapur es un ejemplo de cómo un país, en un número de años que no son tantos, logró cambiarle la cara a la educación". Y agrega que la implementación en Chile, "es una mini revolución al interior de las salas de clase". Este vuelco también se dará en los 25 Liceos de Excelencia que comienzan a funcionar el próximo año. "Es un hecho que esos niños tienen que tenerlo", dice Lavín. Como parte del programa, los colegios recibirán los textos de matemáticas, los cuales hasta hace poco sólo estaban disponibles en inglés. Y también sostendrán un encuentro con uno de los creadores del sistema, Yeap Ban Har, quien les explicará cómo deben ser las clases y cómo funciona el método, que también es aplicado en países de Europa y Asia, además de Estados Unidos e Israel. Experiencia en el país Durante este año, 160 alumnos del colegio Dagoberto Godoy de El Bosque han aprendido matemáticas con el método, como parte de un plan piloto. Alex Castillo, gerente de gestión escolar de la Red Educacional Crecemos, encargada del establecimiento, cuenta que "partimos con el colegio más vulnerable, que tiene un índice de escolaridad de 60%, y el que menos resultados positivos ha obtenido en el Simce de la red". Agrega que gracias al sistema, "a los niños les gusta aprender matemáticas y ese es el primer síntoma que nosotros sí hemos detectado en nuestro colegio, en estos pocos meses de aplicación". Castillo añade que también "aplicamos encuestas de satisfacción interna y en los niños ha variado de manera increíble la respuesta a la típica pregunta de cuál es el ramo que más te gusta".

20 20 Chile tendrá uno de los mayores parques marinos en el planeta Gobierno prepara decreto con el cual el país elevará de 0,03% a 12% la protección de su zona económica exclusiva, cumpliendo con la Convención de Diversidad Biológica. HERNÁN CISTERNAS (El Mercurio 29/09/2010) En los próximos días el Gobierno hará pública oficialmente la creación de un parque marino de kilómetros cuadrados, destinado a proteger el ecosistema que rodea a la isla Salas y Gómez, distante a kilómetros del continente y a 415 kilómetros. Isla de Pascua. Será uno de los tres más extensos que existen en el planeta. La subsecretaría de Pesca, como organismo técnico, despachó el informe que propone la creación del parque marino y delimita su área. Para la firma del decreto respectivo por parte del Presidente de la República sólo falta un documento de la subsecretaría de las Fuerzas Armadas, sobre tráfico marítimo en el área. A diferencia de la petición formulada por el Senado y por organizaciones de conservación marina -entre ellas, Oceana-, que solicitaban protección para el total de las 200 millas de la zona económica exclusiva que rodean a la isla, la propuesta de la subsecretaría de Pesca establece el parque marino en el 50% de ésta, para no interferir con el área de Isla de Pascua. El director ejecutivo de Oceana, Álex Muñoz, valoró que el Gobierno haya acogido la idea de crear el parque marino, sin embargo nuestra recomendación es que dicho parque abarque las 200 millas. En todo el sector hay tiburones de gran movilidad y cadenas de montes submarinos que hacen recomendable la protección del área completa. En los próximos días parlamentarios harán llegar nuevos antecedentes al Ejecutivo para solicitar que se extienda el área de protección, dice el presidente de la Comisión de Pesca del Senado, Antonio Horvath. Según la Ley de Pesca, en los parques marinos sólo se pueden realizar actividades de observación, investigación científica o estudio que estén autorizadas, para cuidar la diversidad de las especies y su hábitat.
