Reconociendo la necesidad de elevar al más alto nivel político la discusión relativa al trabajo a largo plazo en el Protocolo de Montreal, se plantea el compromiso de los funcionarios de ozono de los países de la región para garantizar la presencia de los Ministros correspondientes en la próxima Reunión de las Partes en Montreal, de forma tal que las fortalezas y objetivos comunes de la región en el marco del Protocolo continúen vigentes más allá del año Recognizing the need to raise at the highest political level the discussion relative to the long term work in the Montreal Protocol, it has been considered necessary the commitment of the ozone officers of the countries of the region to guarantee the presence of the corresponding Ministers in the next Meeting of the Parties in Montreal, in order that the strengths and common objectives of the region within the framework of the Protocol continue effective beyond year 2010.

Los países de la región juzgan conveniente el fortalecimiento de los mecanismos de cooperación e intercambio de información entre los mismos con el fin de estudiar y analizar problemas comunes a la región. A tal efecto, reconocieron que la reunión de las tres redes puede ayudar a los países a alcanzar un consenso regional respecto a temas a ser discutidos en las Reuniones de las Partes para lo cual se estableció que se realizará anualmente posterior al Grupo de Trabajo de Composición Abierta y antes de la Reunión de las Partes. Por otra parte, se sugirió la creación de un nuevo foro electrónico de discusión para las tres redes que se hará en idioma inglés y que ayudará a un mayor intercambio de información y cooperación intra-regional. 2. The countries of the region considered the strengthening of the cooperation and information exchange mechanisms among them with the aim of resolving problems common to the region. They acknowledged that the joint meeting of the three networks may help countries to reach a regional consensus regarding issues to be discussed at the Meeting of the Parties. The meeting will be held yearly on dates after the Open-Ended Working Group and before the Meeting of the Parties. Further, the creation of a new electronic discussion forum for the three networks was suggested, which will be in English language and that will aid for a greater information exchange and intra-regional cooperation.

4 3. Los países de la región expresaron su preocupación respecto al manejo de las SAO recolectadas y almacenadas y a su destrucción final. Las delegaciones de Colombia y Surinam aceptaron preparar una propuesta regional con el fin de que este tema sea considerado por las Partes. 3. The countries of the region expressed their concern about management of collected and stored ODS and on their final destruction. The delegations of Colombia and Suriname accepted to prepare a proposal which would be tabled at a meeting of the OEWG of the Parties to the Montreal Protocol.

Los países reconocieron que existen desafíos que enfrenta el futuro del Protocolo de Montreal que se deben analizar y resolver, por ejemplo, las SAO en bancos instalados, el control del comercio lícito e ilícito de SAO, el manejo del bromuro de metilo y la institucionalidad del Protocolo de Montreal para su sinergia con otros convenios multilaterales medioambientales a nivel nacional. 4. The countries acknowledged the existence of future challenges to be faced by the Montreal Protocol that must be resolved, for example, ODS in installed banks, illegal trade of ODS, methyl bromide management and the synergy of the Montreal Protocol with other multilateral environmental agreements at national level.

6 5. Hubo consenso en la importancia ambiental de la eliminación anticipada de los HCFC. Los países deben contar con la asistencia financiera y técnica para la transición de HCFC, así como la asistencia para realizar los ajustes necesarios en legislación de los diferentes países de la región, además de los aspectos políticos. Los países estudiarán las propuestas de eliminación anticipada de HCFC a la luz de sus situaciones nacionales particulares y de las discusiones mantenidas durante esta reunión. 5. There was consensus on the environmental importance of the accelerated phase out of HCFC. The countries should have financial and technical assistance for HCFC transition, as well as the support for performing the necessary adjustments on legislation, in addition to political issues. Countries will study the proposals for an accelerated phase out schedule for HCFC in light of their particular national situations and of the discussions held in this meeting.

Los países de la región tomaron nota de la valiosa información sobre equipos y sistemas de refrigeración presentada por diversos expertos, la cual será analizada en sus países con el fin de desarrollar un mejor posicionamiento con miras a su participación en las reuniones multilaterales del Protocolo de Montreal. 6. The countries of the region took note of the valuable information on refrigeration equipment and systems presented by various experts, which will be analyzed in their countries with the purpose of developing a better positioning with a view to their participation in the multilateral meetings of the Montreal Protocol.
