1 SAN ANTONIO INDEPENDENT SCHOOL DISTRICT BILINGUAL SUMMER SEMINAR 2009 PK 4 / KINDER NEWCOMER & ELEMENTARY SECOND LANGUAGE TRANSITION March 30, 2009 Dear Principal, The Bilingual Summer Seminar, for currently enrolled Pre-Kinder 4 and Kindergarten students identified as Limited English Proficient (LEP), will be held according to state requirements. The District provides a summer program for LEP students to prepare them to be successful in Kindergarten and First grade. The curriculum will focus on language development and essential knowledge and skills that address the affective, linguistic, and cognitive needs of students. As in previous years, we are also including an ESL Seminar for recent immigrants in 3rd, 4th and 5th grade who have been here less than 3 years and have not shown one level of progress on TELPAS Reading. In addition we will be offering a second language transition program for students currently in 3 rd and 4 th grade who met the Advanced or Advanced High standard on 2009 TELPAS Reading and have been enrolled in U.S. schools in Pre-K, Kindergarten, or First grade. Who: Where: When: Notification: Transportation: Clustered Schools: Class Size: 18:1 Teachers: Curriculum: Progress Reports: March 30, 2009: April 23, 2009: April 30, 2009: May 13, 2009: June 2, 2009: PROGRAM INFORMATION Currently enrolled Pre-kinder 4 and Kinder identified LEP students Recent immigrants (in U.S. less than 3 years) in 3rd, 4th and 5 th grades Students currently in 3 rd and 4 th grade who have met the Advanced or Advanced High standard on 2009 TELPAS Reading and have been enrolled in U.S. schools in Pre-K, Kindergarten or First grade Bilingual Sites: Ball ES, Barkley-Ruiz Academy, Highland Park ES, ML. King Academy, ML King Academy, and Madison ES June 9 - July 3, 2009 from 8:00 AM - 2:30 PM The campus principal will send a Parent Notification Letter and a Student Enrollment Form to the parents. Students will be transported by bus from their home school and taken to the designated summer school site. The bus will return the students to the home school at the end of the day for their parents to pick them up. Students will attend the summer school site with the bilingual school in which they are enrolled. Certification required: Bilingual and Early Childhood The Bilingual Summer Seminar will provide literacy development in child's native language, ESL and Math components. Parents and teachers will receive information regarding the progress of students at the end of summer school. DEADLINES Distribute Parent Notification Letters and Student Enrollment Forms to parents at this time. Parents return Student Enrollment Forms to the school. Student Enrollment Forms are forwarded to Cindy Sebald, Summer Seminar Coordinator, at Curriculum & Instruction, Burnet Center. C & I sends out Student Acceptance Letters to campuses for distribution. C & I sends out Reminder Flyer to be distributed to individual students. Thank you for your efforts to assist the District in providing a Bilingual Summer Seminar for our students.
2 QUESTIONS Summer school programs that are provided under the Texas Education Code, , for children of limited English proficiency who will be eligible for admission to Kindergarten or First grade at the beginning of the next school year, shall be implemented in accordance with this section. 1. What is the purpose of summer school programs? (A) Limited English proficient students shall have an opportunity to receive special instruction designed to prepare them to be successful in Kindergarten and First grade. (B) Instruction shall focus on language development and essential knowledge and skills appropriate to the level of the student. (C) The program shall address the affective, linguistic, and cognitive needs of the limited English proficient students in accordance with (c) and (e) of this title (relating to Program Content and Design). 2. Will the students from the clustered bilingual sites receive transportation? The Transportation Department is aware that the students who are transported to a clustered site during the year will also attend summer school. 3. Who may attend in 3rd, 4th and 5th grades? Recent immigrants (Newcomers) who have been in the United States three years or less. Those recent immigrants (Newcomers) in 4th and 5th who have not shown an increase in 2009 TELPAS Reading from the previous year. 4. Who may attend the Second Language Transition Program? Bilingual students currently enrolled in 3 rd and 4 th grade who have met the Advanced or Advanced High standard on 2009 TELPAS Reading and have been enrolled in U. S. schools in Pre-K, Kindergarten or First grade.
3 Prekindergarten - 4 and Kindergarten SAN ANTONIO INDEPENDENT SCHOOL DISTRICT BILINGUAL SUMMER SEMINAR 2009 PARENT NOTIFICATION Newcomers (Recent Immigrants in 3 rd, 4 th, & 5 th Grade) Students in 3 rd and 4 th grade who have met the Advanced or Advanced High Standard on 2009 TELPAS Reading and enrolled in attended U.S. schools in Pre-K, Kindergarten or First grade March 30, 2009 To the parents of: Student s Name Home School Grade Referring Teacher Your child has been recommended to participate in the Bilingual Summer Seminar She/He will attend the Bilingual Summer Seminar at, June 9 July 3 from 8:00 a.m. - 2:30 p.m. Daily attendance is necessary so that your child gains the full benefit of the program. The PK4 and Kindergarten summer program will expose students to Reading and Math as well as English as Second Language learning experiences in order to continue building a strong foundation in English oral language development. In addition, a program for 3 rd, 4 th, and 5 th grade recent immigrants (newcomers), who are in their first, second or third year of enrollment in U. S. schools, will also be offered as part of the Bilingual Summer Seminar. Students will be exposed to the reading process and vocabulary development through English as a Second Language (ESL) by means of high interest materials and activities in all subject areas. Students in 3 rd and 4 th grade who have met the Advanced or Advanced High Standard on 2009 TELPAS Reading and who enrolled in U.S. schools in Pre-K4, Kindergarten or First grade will be offered a Second Language Transition Program. This Seminar is designed to strengthen and increase the quality of academic English in the content areas through the use of sheltered strategies and facilitate transition into the English language curriculum. Transportation will be provided from the home school to the designated summer school site. Students will be picked up at their home campus each morning. Buses will return students to their home campus each afternoon. Parents have the responsibility of ensuring that their child arrives at school on time each morning and is picked up on time each afternoon. Breakfast and lunch will be served daily at summer school. Students are expected to wear their school uniform. Please complete the attached Student Enrollment Form and return it to the school by April 23, If accepted, your child will receive an acceptance letter before the end of the school year.
