2 Legal framework The Constitution of Mexico states that all water is property of the nation: rivers, lakes, springs, groundwater. The National Water Commission is the authority of national waters and their inherent public goods. The National Waters Law, which sets down principles and instruments for using and preserving water, is the framework of the water policies.
