Is it possible to generate incentives in this complex institutional environment? Sector financing rules would be based on objective criteria (e.g. poverty levels, type of project, population), but not on characteristics of the service provider The Federal Govt. could condition the provision of investment resources to achievement of efficiency and/or service delivery targets This would imply dimensioning the magnitude and type of federal transfers to the pace of progress in realizing genuine service improvements Clear incentives: Public operators: move towards a compliance mode equivalent to that of the private operators (regulation or performance contract ) Private operators: municipality or province should enforce contract
