2 PUNTOS DE PARTIDA En las prioridades temáticas del área prioritaria Medio Ambiente y eficiencia de los recursos se indica que los proyectos deberán tener efectos directos y medibles sobre el medio ambiente durante la fase de desarrollo del Proyecto. Se parte de datos para la línea base (estudios, resultados de pruebas, etc.) que dan sentido y justificación al proyecto. Cuales son los cambios que se conseguirán al final del proyecto?. Indicadores de valor para la EU: además de los puramente técnicos considerar puesta al día de políticas, nueva legislación, cambios en comportamiento, un nuevo producto en el mercado, etc...

3 PUNTOS DE PARTIDA Entre las conclusiones de la evaluación intermedia del Programa LIFE se indica que, al igual que en el primer Programa Multi-anual , hay que poner más énfasis en los indicadores. Introducir requerimientos para generar resultados medibles en todas las áreas prioritarias. La Concept Note ya debe incluir resultados e impactos esperados del proyecto.

4 PUNTOS DE PARTIDA El Criterio 3 para puntuar el valor añadido para la UE es el nivel de calidad de la contribución a los objetivos específicos de las áreas prioritarias: Los beneficios medio ambientales/ de conservación serán claros y cuantificados ( es la tabla de indicadores y los cálculos entendible?). Environmental benefits will be assessed under this criterion and considered as an indicator of the extent and quality of such contribution; they must be concrete, realistic and quantified as far as possible and must be presented in a life-cycle reasoning where relevant.

5 APPLICATION GUIDES 2018 Quantification of environmental benefits The improved performances/advantages introduced by the proposed solution must be quantified in terms of the expected environmental benefits. They must be concrete, realistic and quantified as far as possible and must be presented in a life-cycle reasoning where relevant. This must be done by clearly comparing them to the state-of-play estimated or measured at the outset of the project. In this regard as far as the full proposal is concerned, consistency shall be ensured between environmental benefits described in the relevant forms and values reported in the table on LIFE Key project level indicators. Such information will have to be included under Form B.3.

6 APPLICATION GUIDES 2018 Form B3 EU added value of the project EU added value of the project and its actions (max 3000 characters): Please clarify how the project contributes to one or several of the specific objectives of the priority areas of the LIFE sub-programme for Environment. These are set out in Articles 10, 11 and 12 of the LIFE Regulation. Please also clarify how the project will contribute to the implementation, updating and development of European Union environmental policy and legislation.

This must be done by clearly indicating what the chosen baseline is. Furthermore, consistency with expected results (Form B1) and values reported in the table on LIFE Key project level indicators shall be ensured.

8 APPLICATION GUIDES 2018 Socio-economic effects of the project: Please indicate the probable impact of the project actions on the local economy and population. In particular, applicants are expected to elaborate on the assessment of the impact on jobs and growth, also taking into consideration the continuation of the project and relevant replication/transfer scenarios. In this regard, consistency shall be ensured between jobs and growth data reported in this form and values reported in the table on Performance Indicators.

9 APPLICATION GUIDES MONITORING ACTIONS All projects shall include separate impact monitoring action(s) to measure and document the effectiveness of the project actions as compared to the initial situation A specific action to monitor and measure the impact of the project (that will feed the online dynamic indicator database), should be part of the proposal with a defined budget. Where relevant, applicants may implement a full Life Cycle Analysis (LCA) and include it as a project deliverable. Where relevant the results of the assessment of ecosystem conditions and ecosystem services should be also reported in the dynamic indicators database. An assessment of the socio-economic impact of the project actions on the local economy and population shall be included as part of the LIFE Key project level indicators both at the submission stage and later as part of the monitoring in case the project is successful.

10 APPLICATION GUIDES MONITORING ACTIONS Each project will have to report on the outputs and impact of the project taking into account the LIFE Key project level indicators (see the excel table: LIFE Key project level indicators Call 2018). These indicators will contribute to evaluating the impact of the LIFE project. Please review project indicators and complete them with the impact of the solution proposed during or at the end of the project (include clear quantification in absolute and relative terms). Please do the same 3 or 5 years after the project ends (please select the timeframe most suitable for your project). The excel table of LIFE Key project level indicators has to be submitted through eproposal as an attachment.

Además de la acción de seguimiento de indicadores LIFE tenemos que hacer un seguimiento del desarrollo y éxito del proyecto. 16 ESTRATEGIA DE SEGUIMIENTO ACTION D.1: Evaluación del proyecto y sus acciones. El objetivo de monitorear la evolución de los indicadores de éxito de las acciones del proyecto es validar las estimaciones hechas sobre los resultados esperados del proyecto, para demostrar: - la factibilidad del uso de la tecnología estudiada en entornos reales, - evaluar el éxito de las tareas de divulgación, - así como la replicabilidad y transferibilidad de esta iniciativa en zonas del resto de la Unión Europea.

17 ESTRATEGIA DE SEGUIMIENTO ACTION D.2: Evaluación del impacto del proyecto. Impacto socio-económico y sobre los servicios ecosistémicos. Seguimiento económico del impacto local. Seguimiento económico del impacto sectorial. Seguimiento del impacto normativo y legal. Los servicios ecosistémicos serán evaluados por medio de la metodología TESSA adaptada a las características del proyecto. Se cuantificarán tanto los stocks como los flujos de los servicios ecosistémicos. Seguimiento del impacto social del proyecto.

19 RECOMENDACIONES FINALES FASE DE DISEÑO DEL PROYECTO. Diseñar adecuadamente desde un principio la estrategia de seguimiento y recolección de datos. Considerarlo como una parte fundamental del procedimiento de aprobación de la propuesta presentada. Incluida la fase de Concept Note. Considerar en el diseño del proyecto de forma realista el esfuerzo en horas de trabajo que se realizará. Tener en mente las metodologías concretas que se utilizarán. FASE DE DESARROLLO DEL PROYECTO. Iniciar las tareas de seguimiento desde el principio del proyecto. Sacar el máximo partido a los resultados de seguimiento en el diseño del Plan After-LIFE y en el informe final del proyecto.
