1 ACUERDO DE COOPERACiÓN GENERAL TÉCNCA ENTRE LA REPÚBLCA ARGENTNA Y LA REPÚBLCA DEMOCRÁTCA FEDERAL DE ETOpíA La República Argentina y la República Democrática Federal de Etiopía (en adelante denominadas "las Partes" y separadamente "la Parte"); Deseosos de fortalecer las relaciones de amistad entre los dos paises; Convencidos de que la cooperación bílateral entre las Partes puede traer beneficios a los pueblos de ambos países. Han acordado lo siguiente: Artículo 1 Objetivo El objeto del presente Acuerdo es promover y desarrollar la Cooperación Técnica entre las Partes de conformidad con sus legislaciones nacionales respectivas, su capacidad y en un espíritu de colaboración amistosa sobre la base de términos y condiciones mutuamente beneficiosos. Artículo 2 Autoridades de Cooperación El Ministerio de Relaciones Exteriores y Culto (MREC) de la República Argentina y el Ministerio de Relaciones Exteriores de la República Democrática Federal de Etiopía estarán a cargo de la coordinación de la implementación de este Acuerdo. Artículo 3 Áreas de Cooperación Las Partes acuerdan cooperar a través del intercambio de personal técnico y especializado (en adelante denominados como "especialistas") recíprocamente para llevar adelante visitas, estudios y para la realización de cursos de entrenamiento.

2 El propósito de los intercambiosreciprocos de especialistas será: 1. El intercambio de técnicas y experiencias; 2. La investigación conjunta sobre temas de interés mutuo; 3. El intercambio y suministro de datos e información técnica; 4. El intercambio y suministro de productos y equipos para experimentos científicos, así como también de especies mejoradas en agricultura, forestación, ganadería y productos acuáticos y de minería a los mismos fines; 5. La creación, operación y/o utilización de centros para realizar pruebas, investigación científica y técnica o producción experimental; y 6. Cualquier otra forma de cooperación que las Partes puedan acordar. Artículo 4 Modo de mplementación Con el objeto de implementar la cooperación establecida en el presente Acuerdo, ambas Partes, a través de los canales diplomáticos, diseñarán programas, proyectos de cooperación específicos u otras formas de cooperación científica y técnica, de conformidad con las leyes vigentes en los respectivos países. Artículo 5 Participación de nstituciones Públicas y Privadas Las Partes facilitarán la participación de instituciones públicas y/o privadas de ambos países, como así también de la sociedad civil, en la ejecución de los programas, proyectos y cualquier otra actividad de cooperación prevista en este Acuerdo, de conformidad con sus respectivos ordenamientos internos y en el marco de los acuerdos específicos mencionados en el Artículo 4. Artículo 6 Establecimiento de la Comisión Mixta 1. Las Partes acuerdan establecer una Comisión Mixta, que estará integrada por representantes de ambas Partes, para promover y evaluar la implementación del presente Acuerdo. 2. La Comisión Mixta se reunirá una vez cada dos años alternativamente en las ciudades capitales de las Partes. Estará presidida por los Ministros de MJ

3 Relaciones Exteriores de las Partes u otro representante designado para llevar adelante esa función. 3. La Comisión Mixta puede establecer grupos de trabajo en diferentes áreas de cooperación. 4. La fecha, el lugar y la agenda de la reunión será acordada de común acuerdo entre las Partes. Artículo 7 Funciones de la Comisión Mixta La Comisión Mixta, entre otras cosas, podrá: 1. Definir los programas específicos para los proyectos de cooperación; 2. Acordar los acuerdos específicos en el marco de las provisiones del presente Acuerdo; 3. Estudiar, analizar, evaluar y promover la implementación y la ejecución de los programas, proyectos y el desempeño de los acuerdos de cooperación; 4. dentificar las nuevas áreas para la cooperación multisectorial entre las Partes; 5. Facilitar el intercambio de información científica, técnica, comercial, agrícola e industrial; 6. Sugerir formas de mejorar y fortalecer de Cooperación Técnica. Artículo 8 Costos de la Comisión Mixta 1. Los gastos de organización y administración de la Comisión Mixta serán pagados por la Parte anfitriona de la reunión. 2. Cada país pagará los gastos relacionados al viaje y hospedaje de su delegación en cada reunión de la Comisión Mixta. hl v Vl.:==========~~

4 Artículo 9 Otros costos Salvo que las Partes acuerden otra cosa por escrito, los costos de intercambio de especialistas, investigadores, técnicos y pasantes en el contexto de la implementación del presente Acuerdo serán cubiertos de la siguiente manera: 1. La Parte que envía cubrirá los costos de desplazamiento de los expertos, especialistas, consultores y pasantes; sin embargo, el costo de los traslados internos al destino final donde se desarrollará el proyecto será sufragados por la Parte receptora. 2. La Parte receptora, de acuerdo con su legislación interna y sus regulaciones, pagará gastos como el costo de alojamiento y viáticos diarios. Artículo 10 Facilidades Cada Parte deberá otorgar las facilidades necesarias para la entrada, estadía y partida del personal que participará oficialemente en los proyectos de cooperación que deriven de este Acuerdo así como también la entrada temporaria o definitiva de materiales y equipos para ser utilizados en los proyectos diseñados y desarrollados según el presente Acuerdo, de conformidad con las leyes, reglas y normativas vigentes en los respectivos países. Artículo 11 Enmiendas 1. El presente Acuerdo podrá ser enmendado por mutuo acuerdo, a solicitud de cualquiera de las Partes, a través de los canales diplomáticos. 2. Las citadas enmiendas entrarán en vigor de conformidad con el Artículo 13.1 de este Acuerdo y serán parte integral del presente Acuerdo. f ~ J j A

5 Artículo 12 Solución de Controversias Cualquier controversia entre las Partes que surja de la interpretación o implementación del presente Acuerdo se resolverá amigablemente a través de consultas y negociaciones entre la Partes. Artículo 13 Entrada en Vigor, Duración y Terminación 1. El presente Acuerdo entrará en vigor en la fecha de recepción de la última notificación a través de la cual las Partes comuniquen que han cumplido con sus respectivos procedimientos internos a tal efecto. 2. El presente Acuerdo permanecerá vigente por un período de 5 (cinco) años y será automáticamente renovado por períodos sucesivos de 5 (cinco) años, a menos que cualquiera de las Partes notífique por canales diplomáticos a la otra su decisión de no renovarlo con 6 (seis) meses de anticipación a la fecha de expiración de cada período. 3. Sin perjuicio del punto 2, cada Parte podrá terminar el presente Acuerdo en cualquier momento, con la condición de que notifique de manera escrita a la otra Parte con 6 (seis) meses de anticipación, a través de los canales diplomáticos. 4. La terminación de este Acuerdo no afectará la continuidad de los programas y los proyectos en curso. Los programas y proyectos se implementarán hasta su finalización, excepto que las Partes acuerden algo diferente. 1 y~~~~~~~~

6 EN TESTMONO DE LO CUAL, los representantes abajo firmantes, debidamente autorizados a tal efecto por sus respectivos gobiernos, firman el presente Acuerdo en dos originales, en idioma español e inglés siendo ambos textos igualmente auténticos. En caso de discrepancia, las Partes lo resolverán amigablemente a través de consultas. 7 AGREEMENT ON GENERAL TECHNCAL COOPERATON BETWEEN THE ARGENTNE REPUBLlC AND THE FEDERAL DEMOCRATC REPUBLlC OF ETHOPA The Argentine Republic and the Federal Democratic Republic of Ethiopia (hereinafter referred as "the Parties"); Desirous to strengthen the friendly relations and cooperation between the two countries; Convinced that the Parties can draw reciprocal advantages for the benefits of the peoples of the two countries from the bilateral cooperation; Have agreed as follows: Article 1 Objective The purpose of this Agreement is to promote and develop technical cooperation between the Parties on the basis of mutually beneficial terms and conditions in accordance with their respective national legislations, policies, capacity and in a spirit of friendly collaboration. Article 2 Competent Authorities The Ministry of Foreign Affairs and Worship of the Argentine Republic and the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia shall be the competent authorities to over see the implementation of this Agreement. Article 3 Cooperation Areas The Parties agree to cooperate by exchanging technical and specialized personnel (hereinafter referred to as 'specialists') reciprocally in order to carry out visits, studies and for the provlsíon of training courses. The purpose of the reciprocal exchange of specialists shall be:

8 1. Conveying of techniques and experiences; 2. Conducting of joint research on matters of mutual interest; 3. Exchanging and providing of technical data and information; 4. Exchanging and providing of products and equipments used for scientific experiments, as well as exchanging and sharing of improved species in agriculture, forestry, cattle farming, aquatic and mining products for the same purpose; 5. Creating, operating, and/or using of centers for testing, technical research or experimental production; and 6. Any other forms of cooperation as may be agreed by the Parties. Artic!e 4 Mode of mplementation The Parties, in order to implement the cooperation set forth in this Agreement, agree to design through diplomatic channels specific cooperation programs, projects or other forms of technical cooperation, within the framework of this Agreement and subject to their domestic laws in force in their respective countries. Article 5 Participation of Public and Private nstitutions The Parties shall facilitate the participation of public and/or private institutions of both countries, as well as the participation of civil society in the programs, projects or other forms of cooperation set out inspecific agreements referred to in Article 4, in accordance with their respective domestic laws and regulations. Article 6 Establishment of a Joint Commission 1. With a view to ensure and monitor the implementation of this Agreement a Joint Commission, which shall be composed of representatives of both Parties, shall be established. 2. 9 3. The Joint Commission may establish working groups in the different fields of cooperation. 4. The date, venue and agenda of the meeting shall be mutually agreed by the Parties. Article 7 Powers and Duties of the Joint Commission The Joint Commission, among other things, shall: 1. Define specific programs for cooperation projects; 2. Enter into specific agreements according to the provisions of this Agreement; 3. Study, analyze, evaluate and promote the implementation and execution of programs, projects and performance of cooperation agreements; 4. dentify new areas for multi-sector cooperation between the Parties; 5. Facilitate information exchange in scientific, technical, commercial, agricultural and industrial fields; 6. Suggest ways to improve and strengthen technical cooperation. Article 8 Expenses of the Joint Commission 1. Expenses for the working session of the Joint Commission shall be borne by the host country. 2. Each country shall be responsible for the travel costs and hotel expenses of its delegation to the meetings of the Joint Commission. Article 9 Other Expenses Unless the Parties agree otherwise in writing, the cost of exchanging specialists, researchers, technicians, experts and trainees in the context of the implementation of this agreement shall be covered as follows:

10 1. The sending Party shall bear travel costs of the experts, specialists, consultants and trainee; however, the cost of transport from the city arrival to the final destination where the project is carried shall be borne by the receiving state; 2. The host Party, in accordance with its national laws and regulations, shall provide living expenses such as accommodation and daily expenses. Article 10 Facilities under Domestic Legislation n accordance with its respective domestic legislation, each Party shall provide any necessary facilities for the entry, stay and departure of personnel officially participating in cooperation projects arising out of this Agreement, as well as for the temporary or permanent entry of materials and equipment to be used in the projects designed and carried out according to this Agreement. Article 11 Amendment 1. This Agreement may be amended by mutual consent of the Parties upon a written request by one of the Parties to the other through diplomatic channel. 2. Such amendment shall enter into force in accordance with Article 13.1 and shall form an integral part of this Agreement. Article 12 Dispute Resolution Any difference or dispute arising from the interpretation and/or implementation of this Agreement shall be settled amicably through mutual consultation and negotiation between the Parties. Article 13 Entry into Force, Duration and Termination J.~ 1. This Agreement shall remain in force for a period of five (5) years and shall automatically be renewed for similar period of five year unless one of the Parties gives a six month prior written notice of its intention not to renew the Agreement, through diplomatic channel. 3. Notwithstanding Sub Article 2 of this Article, either Party may terminate this Agreement at any time, provided that it gives the other Party a six month prior written notice of its intention to terminate the Agreement, through the diplomatic channel. 4. The termination of this Agreement shall not affect ongoing programmes and projects under the framework of this Agreement. They shall continue uninterrupted until completion, unless other wise agreed by the Parties. N WTNESS WHEREOF, the undersigned being duly authorized by their respective Governments, have signed this Agreement in two original copies, in the Spanish and English languages, all texts being equally authentic. n case of discrepancy, the parties shall settle the matter amicably through consultation.
