1 Versie DOEL EN TOEPASSINGSGEBIED Deze instructie geldt voor het exporteren van rundersperma naar Costa Rica en beschrijft de voorwaarden die worden gesteld aan de invoer in Costa Rica, de controles die hiervoor moeten worden uitgevoerd door de NVWA, en de gegevens die het bedrijfsleven moet aanleveren aan de NVWA. Over de certificeringseisen die gelden voor de export van rundersperma naar Costa Rica zijn officiële bilaterale afspraken gemaakt. Deze afspraken zijn bindend, van deze afspraken kan dus niet worden afgeweken. 2 WETTELIJKE BASIS 2.1 EU-regelgeving Richtlijn 88/407/EEG 2.2 Nationale wetgeving Gezondheids- en welzijnswet voor dieren, artikel Overige Bilaterale afspraken tussen Costa Rica en Nederland. 3 DEFINITIES n.v.t. 4 WERKWIJZE De export van rundersperma naar Costa Rica is toegestaan. Certificaat zie bijlage 1 Toelichting bij het certificaat Algemeen Costa Rica eist garanties betreffende het Schmallenbergvirus. 1) In internationaal verband is afgesproken dat het rundersperma minimaal moet voldoen aan de volgende eisen Either* i) has been collected before the 1st of June 2011; OR* ii) has been collected from a donor bull which was subjected to a serological test for SBV at least 28 days after collection of the semen for export, with negative results; OR* iii) is not covered by i) or ii) and every single semen batch of semen for export has been tested for the presence of SBV-genome by an approved RNA-extraction method and RT-qPCR system, with negative results delete as appropriate Dit betekent dat het sperma gewonnen moet zijn vóór 1 juni 2011 of de donorstier serologisch is getest, met negatief resultaat, ten minste 28 dagen na winning of, als hieraan niet wordt voldaan, dan moet iedere batch PCR-getest zijn met negatief resultaat. Aan bovenstaande moet wel worden voldaan maar de tekst moet niet worden geprint. 2) Vanwege de aanwezigheid in Nederland van het Schmallenbergvirus moet bij het certificaat een annex worden gevoegd, zie bijlage 2. De tekst uit deze bijlage moet worden geprint op NVWA-waardepapier en worden ondertekend door de certificerende dierenarts. De eerste en derde verklaring kunnen na controle worden afgegeven. De tweede verklaring kan worden afgegeven na controle van de testresultaten. Wat niet van toepassing is moet worden doorgehaald. Verklaring 1 Deze verklaring kan worden afgegeven voor een erkend spermacentrum. Verklaring 2 Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving. 2 Versie Verklaring 3 Het eerste deel van deze verklaring (officieel vrij van Brucellose, Leucose en Tuberculose) kan na controle van de dierzieketesituatie worden afgegeven. Nederland is door de EU sinds 1999 officieel vrij verklaard met betrekking tot genoemde aandoeningen en er wordt een surveillance programma uitgevoerd (slachthuis en bedrijfscontroles); Hoewel Nederland officieel vrij is van deze ziekten volgens OIE-normen, wil dit niet zeggen dat ook automatisch alle bedrijven in Nederland vrij zijn. Er mag een bepaald aantal gevallen per jaar voorkomen zonder dat de vrij-status van het land verloren gaat. Actuele informatie over de dierziektesituatie is te vinden op NVWA-intranet, afdeling Incident en Crisisbeheersing (ICb), of is rechtstreeks opvraagbaar bij genoemde afdeling. Deel 2 van deze verklaring (testgegevens) kan na controle worden afgegeven. Verklaring 4 Deze verklaring kan worden afgegeven op basis van een verklaring van de aan het spermacentrum verbonden dierenarts, aangeleverd door belanghebbende. Verklaring 5 Deze verklaring kan worden afgegeven op basis van een verklaring van de aan het spermacentrum verbonden dierenarts, aangeleverd door belanghebbende. Verklaring 6 Deze verklaring kan worden afgegeven op basis van de EU- en nationale regelgeving, en na controle van de van de testgegevens, die negatief moeten zijn, aangeleverd door belanghebbende. Verklaring 7 Genoemde ziekten zijn aangifteplichtig. Deze verklaring kan worden afgegeven na controle van de dierziektesituatie. Informatie over de dierziektesituatie is te vinden op NVWA-intranet, afdeling Incident en Crisisbeheersing (ICb), of is rechtstreeks opvraagbaar bij genoemde afdeling. Vaccinatie tegen mond-en-klauwzeer is verboden. Verklaring 8 Deze verklaring kan worden afgegeven voor een erkend spermacentrum. Verklaring 9 1 e opsommingsteken (Were kept in a..) Deze optie geldt als de zone/land vrij is van bluetongue. De overige delen van deze verklaring kunnen dan worden doorgehaald. Bluetongue is aangifteplichtig. Deze verklaring kan worden afgegeven na controle van de dierziektesituatie. Informatie over de dierziektesituatie is te vinden op NVWA-intranet, afdeling Incident en Crisisbeheersing (ICb), of is rechtstreeks opvraagbaar bij genoemde afdeling. 2 e opsommingsteken (Were subjected to a serological..) Deze verklaring kan worden afgegeven na overlegging van de negatieve testgegevens, aangeleverd door belanghebbende. Het sperma kan dus niet kort na winning worden geexporteerd. 3 e opsommingsteken (Were subjected to an agent.) Deze verklaring kan worden afgegeven na overlegging van de negatieve testgegevens, aangeleverd door belanghebbende. 4 e opsommingsteken (The Netherlands was.) Deze verklaring kan na controle van de datum van winning worden afgegeven. Verklaring 10 Deze verklaring kan na controle worden afgegeven op basis van EU- en nationale regelgeving. Verklaring 11 Het eerste deel van de verklaring kan worden afgegeven voor een EU-erkend bedrijf. Het tweede deel kan na controle worden afgegeven. 5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat. 6 TOELICHTING In augustus 2017 is verklaring 8 aan het certificaat toegevoegd. 4 Versie El centro de recolección de semen cumple con las normas estipuladas en el Capítulo Toma y tratamiento de semen bovino, de pequeños rumiantes y de verracos del Código Sanitario para los Animales Terrestres OIE; / The semen collection centre complies with the standards set out in the chapter Collection and processing of bovine, small ruminant and porcine semen of the OIE Terrestrial Animal Health Code; 3. Los toros donadores son originarios de hatos oficialmente libres de tuberculosis, brucelosis, leucosis bovina enzoótica y fueron sometidos a pruebas antes de su entrada en el Centro de Recolección de Semen (es decir, antes de entrar en la estación de cuarentena y durante la cuarentena) para brucelosis bovina, campilobacteriosis genital bovina (Campilobacter fetus veneralis), tuberculosis bovina, rinotraqueítis infecciosa bovina/ vulvovaginitis pustular infecciosa (IBR-IPV), diarrea viral bovina y tricomoniasis (Tricomonas fetus), de acuerdo con el protocolo establecido en Capítulo del Código Sanitario para los Animales Terrestres, OIE sobre Toma y Tratamiento de semen bovino, de pequeños rumiantes y de verracos ; y se encontraron libres de estas enfermedades; / The donor bulls originate from officially tuberculosis free, officially brucellosis free and officially enzootic bovine leucosis free herds and were tested prior to entry to the Semen Collection Centre for bovine brucellosis, bovine genital campylobacteriosis (Campilobacter fetus veneralis), bovine tuberculosis, infectious bovine rhinotracheitis/ infectious pustular vulvo-vaginitis (IBR-IPV), bovine viral diarrhoea and trichomoniasis (Tricomonas fetus) in accordance with the protocols laid down in the Terrestrial Animal HealthCode of the OIE (Collection and processing of bovine, small ruminant and porcine semen); 4.
