H O R I Z O N T E 2 0 2 0 : El objetivo Financiación EU enfocada a los grandes retos sociales y da apoyo a los objetivos de las políticas de la UE. Aunar los esfuerzos de investigación e innovación. Apoyo en toda la cadena de la innovación, especialmente en actividades cercanas al mercado (ej. Demos, pilotos). Más apertura y flexibilidad, convocatorias menos prescriptivas y mejor uso de los instrumentos bottom-up. Simplificación. Continuidad de los aspectos exitosos del VII PM. HORIZON 2020: Las reglas (que cambian) Conjunto de reglas único pero flexible para cada caso. (p.e Participación de 3 entidades de tres países, salvo en ERC, instrumento PYME, Marie Curie, ) Criterios de evaluación continuistas: Excelencia, Impacto, Implementación. Aumento de tipo de instrumentos financieros. (no sólo GA sino también premios, Lump Sums, Capital riesgo, Esquemas de garantías, Compra pública precomercial o innovadora, ) Cambio radical en la financiación por reembolso de costes. 1 proyecto= 1 porcentaje fijo. (100% o 70%) 1 único flat rate para costes indirectos del 25%. Mayor flexibilidad para usar costes medios de personal. (sin hojas de dedicación para los dedicados 100% al proyecto) 9 (08/10/2013)

SPIRE: La nueva cppp (II) What is SPIRE? - A contractual PPP proposal dedicated to innovation in resource and energy efficiency in the process industries. Objectives - To develop the enabling technologies and solutions along the value chain, required to reach long term sustainability for Europe in terms of global competitiveness, ecology & employment. - Need to improve the way industry manages resources and energy, especially when rare or finite. European Challenges addressed by SPIRE - urgency to create growth and increase the competitiveness of Europe in a global market, - need to rejuvenate the European process industry that is at the basis of the European economy in terms of turnover, employment and generation of technologies for all industrial sectors - imperative to reduce resource, energy inefficiency & environmental impact of industrial activities. EIT, Instituto Europeo de Innovación y Tecnología Higher Education Research & technology Industry & SMEs El objetivo específico es integrar el triángulo del conocimiento que forman la investigación, la innovación y la educación y, de este modo, reforzar la capacidad de innovación de la Unión y abordar los retos sociales. ENTREPRENEURIALLY DRIVEN INNOVATION El presupuesto inicial del EIT sería de 1.360 M, pero podría recibir 1.440 M adicionales, siendo en total 2.800 M (según revisión prevista en el Art. 26(1) de la Regulación del Horizonte 2020) provenientes de la prioridad de liderazgo en tecnologías industriales y de capacitación (436 M ) y de la prioridad de retos sociales (1.004 M ). 24 (08/10/2013)

Are partnerships a new instrument and what are the links with existing instruments? NO aim is to simplify, looking at ways to optimise and streamline the use of existing instruments and synergies between them, and to fill the gaps The partnership can establish particular funding needs, not only from EU funding sources such as the Framework Programme (or the EIB) but also from Member States (e.g. from national and regional funding schemes, including the European Regional Development Fund, structural funds and/or the private sector e.g. through Public Private Partnerships). 27 (08/10/2013)
