1 JOINT PARLIAMTARY COMMITTEE EUROPEAN UNION -UNITED MEXICAN STATES MINUTES of the 11th meeting of the EU-Mexico JPC, held on: 1 December 2010, from to December 2010, from to December 2010, from to December 2010, from to Mexico City D-MX_PV(2011) _02 1. Meeting with representatives of the EU delegation in Mexico and the ambassadors of the EU Member States to Mexico Prior to the inaugural session, the EP delegation held a working breakfast with the ambassadors of the Member States represented in Mexico. The following spoke: Ricardo Cortes Lastra (EP delegation chair), Santiago Fisas (PPE), Dirk Sterckx (ALDE), Delphine Malard, Paul Bonnefoy and Olivier Levy (representatives of the Commission in Mexican), Ambassador Boudewijn Dereymaeker (Belgium; also representing the Presidency-in-Office of the EU), Ambassador Manuel Alabart Fernández (Spain), Ambassador Judith Macgregor (UK) and Ambassador Daniel Parfait (France). The main subjects discussed were: - the political situation in Mexico; - the economic situation in Mexico; - EU-Mexico relations. Concerning the first aspect, the speakers underlined the factor of democratic stability in Mexico, a country nonetheless obliged to confront severe problems in the form of drug trafficking and PV\ doc United in diversity

2 organised crime. Mexico has been the Latin American country which has suffered most from the international economic and financial crisis. The repercussions of the crisis in the US have hit Mexico particularly hard, but there is now a perceptible economic recovery. Bilateral relations were felt to be excellent. In 2010, the two partners had celebrated 50 years of diplomatic relations, as well as the tenth anniversary of the entry into force of the EU-Mexico Global Agreement also saw the adoption of the Joint Action Plan for the EU-Mexico Strategic Association, which will prioritise the issues of human rights, security and climate change. 2. Inaugural session held in the Central Patio of the Mexican Senate with the members of the EU-Mexico JPC and introductory speeches by: I. Senator José Guadarrama Márquez, chair of the Mexican delegation to the EU- Mexico JPC; II. Ricardo Cortes Lastra, chair of the EP delegation to the EU-Mexico JPC; III.Senator Carlos Jiménez Macías, vice-chair of the Mexican delegation to the EU- Mexico JPC; IV. Francisco Javier Salazar Sáenz, Vice-President of the Mexican Chamber of Deputies; V. Senator Arturo Núñez Jiménez, Vice-President of the Bureau of the Mexican Senate. The speakers stressed the following points: - They welcomed the present meeting, in a year marked by multiple commemorations: the bicentenary of Mexican independence; the centenary of the Mexican revolution; the 50th anniversary of the establishment of relations between Mexico and the EU; the tenth anniversary of the EU-Mexico Global Agreement; 2010 also saw witnessed the adoption of the Joint Action Plan for the EU-Mexico Strategic Association (Comillas, Cantabria [Spain], 16 May 2010); They stressed the need to achieve the full potential of the Global Agreement and the Strategic Association; They reaffirmed the EU-Mexico link, based as it is on multiple historical and cultural affinities and shared democratic principles; They recalled that the main objective of the bilateral relationship is the improvement of the living conditions of the citizens; They emphasised the importance of developing multilateralism in the context of international relations; They expressed their support for the conclusion of a far-reaching and binding agreement at the COP16 meeting under way in Cancún; They reaffirmed the leading role of the Mexico-EU JPC and of parliamentary diplomacy. 2/31 PV\ doc

3 Following the inaugural session, the participants in the 11th Meeting of the EU-Mexico JPC transferred to the Hilton Hotel to continue their work. 3. Draft agenda Adopted. 4. Draft minutes of the 10th meeting of the EU-Mexico JPC (Seville, May 2010) Adopted. 5. Political, economic and social situation in Mexico and the EU - EP rapporteur: Ricardo Cortes Lastra, chair of the EP delegation (S & D); Mexican delegation's rapporteur: Francisco Javier Salazar Sáenz, Vice-President of the Chamber of Deputies (PAN). The rapporteurs stressed the following aspects: - the entry into force of the Treaty of Lisbon and its political, institutional and international repercussions; - the economic and financial crisis and its consequences for the EU and Mexico; - EU-Mexico relations. The following spoke: Rosa Estarás Ferragut (PPE), Carlos Flores Rico (PRI), Gesine Meissner (ALDE), Senator Pablo Gómez Álvarez (PRD), Senator Teresa Ortuño Gurza (PAN), Ildefonso Guajardo Villarreal, Member of the Chamber of Deputies (PRI), Senator Adriana González Carrillo (PAN) and José Luis Jaime Correa, Member of the Chamber of Deputies (PRD). The subjects discussed were: Democratic stability and political reform in Mexico; The international economic crisis; Social inequality; The legal system and crime; Taxation; Education. 6. Diagnosis and evaluation of the workings of the Agreement on Economic Association, Political Dialogue and Cooperation and the content of the Joint Plan for the Strategic Association between Mexico and the EU EP rapporteur: Santiago Fisas Ayxela (PPE); Mexican delegation's rapporteur: Senator Teresa Ortuño Gurza (PAN) PV\ doc 3/31

4 The rapporteurs' main points were that the Global Agreement continues to be a success and that it is necessary to implement the Joint Plan for the Strategic Association. The priorities here should be to: - Consolidate the excellent political dialogue; - Continue with the human rights cooperation programme; - Develop the dialogue on cooperation in the legal sphere; - Develop bilateral cooperation in the framework of the G20; - Begin operations with the laboratory for social cohesion; - Ensure that research projects stress cooperation. The following spoke: Senator José Guadarrama Márquez (PRD), Teresa Jiménez Becerril (PPE), Senator Pablo Gómez (PRD), Senator Carlos Jiménez Macías (PRI), Rosa Estarás Ferragut (PPE), Luis Capoulas (S & D), Senator Adriana González Carrillo (PAN) and Alejandro del Mazo Maza, Member of the Chamber of Deputies (PRI). The main points raised by the speakers were: - Economic and financial crisis - problems affecting the Mexican and European economies and risks of protectionism; - European investment in Mexico; - Gender equality issues (domestic violence and feminicide). 7. Discussion forum on the 16th Conference of the Parties to the Framework Convention on Climate Change (COP 16) EP rapporteur: Luis Capoulas Santos (S & D); Mexican delegation's rapporteur: José Luis Jaime Correa, Member of the Chamber of Deputies (PRD) Before the presentation of the two reports, Ambassador Juan Manuel Gómez Robledo, Under- Secretary for Multilateral Affairs and Human Rights at the Mexican Ministry for External Relations, spoke on the state of play of the negotiations concerning COP 16, stressing the following points: the excellent nature of the cooperation within the conference's presidential troika - Denmark, Mexico and South Africa; the creation of a permanent secretariat for preparation of work; the solid legal status of the Kyoto Protocol; the hard line maintained by Japan; the possibility of the conference adopting a package of measures, even if nonbinding, which could form the basis of a future treaty on climate change. Both rapporteurs laid emphasis on the following aspects: - the decisive nature of the fight against climate change for the future of humanity; - the need to keep the average increase in global temperature under 2 C; - the need to reduce greenhouse gas emissions; - the need for a commitment to renewable energy sources; 4/31 PV\ doc

5 - the need for rich countries to provide financing in line with the principle of shared responsibility; - the need to strengthen the mechanisms for accelerating the technology transfers required for developing countries with a view to reinforcing their ability to adapt to climate change; The following spoke: Francisco Javier Salazar Sáenz, Member of the Chamber of Deputies (PAN), Senator Pablo Gómez (PRD), Ambassador Juan Manuel Gómez Robledo, and the two rapporteurs, José Luis Jaime Correa, Member of the Chamber of Deputies (PRD) and Luis Manuel Capoulas (S & D). The speakers insisted on the vital need for an agreement to be reached at the Cancún Conference, and called on the governments of the EU Member States and Mexico to support the creation, under the UN Convention on Climate Change, of a 'tenth interest group' with a view to ensuring the participation of the legislative branch in the consultation and negotiation processes for the fight against climate change. 8. Reform of the international financial system - policies applied at national level in Mexico and the EU EP rapporteur: Marcus Ferber (PPE); Mexican delegation's rapporteur: Senator Carlos Jiménez Macías (PRI) The rapporteurs emphasised the following points: - it is clear from the recent economic and financial crisis that no player, market or product in the financial sector should be exempt from appropriate regulation and supervision; - the EU, and in particular the EP, whose powers have been reinforced with the Treaty of Lisbon, have begun to adopt legislation in this sense; - in September 2010 the EP approved the creation of the European Systemic Risks Board (ESRB), which will be operational from 2011 and will have the task of ensuring the early detection of macroeconomic risks; - the ESRB will oversee three sectoral supervisory authorities: the European Banking Authority (EBA), the European Securities and Markets Authority (ESMA), and the European Insurance and Occupational Pensions Authority (EIOPA); - the EU also intends to regulate credit ratings agencies and bankers' bonuses and to encourage economic governance by means of a package of legislative measures; - in Mexico, the economic crisis has led to a visible crisis of confidence, as well as a shortage of liquidity and a credit squeeze; - despite this, credit must remain an instrument for fostering growth and stimulating job creation; PV\ doc 5/31

6 - Mexico's commercial banking sector is at present well capitalised, with an average capitalisation index of approximately 16% (the minimum being 8%), and it follows that sufficient resources exist for lending to productive sectors in need of financing;. The meeting adjourned at 7.45 p.m. and resumed at 8 a.m. on 2 December 2010, with the head of the EP delegation, Ricardo Cortes Lastra, in the chair. 9. On the request of the EP delegation, meetings with the leaders of the three main Mexican political parties: the National Action Party (PAN), the Institutional Revolutionary Party (PRI), and the Party of the Democratic Revolution (PRD) 9.1. Meeting with Jesús Ortega Martínez (PRD) The President of the PRD stressed the following points in his remarks: - the record of President Calderón's government was not impressive in terms of managing the economy, and even less so on the security front; - the economic and financial crisis had worsened Mexican society's problems of unemployment, poverty and violence; - education policy was ineffective, and its failings were encouraging the recruitment of youths by criminal groups; - the drug traffickers controlled 400 local authorities; - decriminalising the consumption of certain drugs was an option; - PRD/PAN alliances had achieved victories in the states of Oaxaca, Puebla and Sinaloa, thus removing the PRI's 'feudal' governors; - the introduction of democratic alternance in 2000 did not mean that Mexico's transition was complete: there had not been a significant change in the nature of the regime, and the PRD wished to see a new constitution and a new social and political pact. 7 9.2. Meeting with César Nava Vázquez, President of the PAN 1 The President of the PAN stressed the following points in his remarks: - the government's achievements in the last few years had included: universal healthcare, combating poverty, low inflation, environmental protection, improvement of infrastructure, broadened access to education (one in three pupils received a grant), and democratic consolidation; - the PAN had registered victories in Oaxaca, Puebla and Sinaloa, where its alliance with the PRD had secured governorships; - there had been successes in the fight against drug trafficking and organised crime, despite the obstacles. The following spoke: Ricardo Cortes Lastra, Luis Capoulas, Norbert Glante, Santiago Fisas, Teresa Jiménez Becerril and Gesine Meissner Meeting with Beatriz Paredes, President of the PRI Beatriz Paredes stressed the following aspects in her remarks: - the PRI is the political expression of the winners of the revolution that began in 1910; - the PRI has succeeded in subordinating the military to the civil authorities and operating an electoral system in which re-election is not permitted; - since the elections of 2009 and 2010, the PRI has become the main political force in Mexico; - the PRI favours the political reform of the state; - the PRD is the party most opposed to any potential intervention by the private sector in the energy sector. Social security and employment policy models EP rapporteur: Gianluca Susta (S&D); Mexican delegation's rapporteur: Carlos Flores Rico, Member of the Chamber of Deputies (PRI) The rapporteurs stressed the following aspects: 1 César Nava was President of the PAN from 8 August 2009 to 4 December His successor is Senator Gustavo Madero. 8 - the EU's objectives in the social and labour sphere, i.e. job creation; improvement of living and working conditions; adequate welfare standards; social dialogue; human resources development with a view to achieving a high and sustainable rate of employment; and the fight against exclusion; - social security as a system of public intervention intended to ensure decent working and living conditions for the citizens; - the fact that social security has not yet been extended to all citizens and that today in the 21st century it is more necessary than ever to create a welfare network for the entire population and above all for the groups most at risk from potential change; - the need, in this context, to insist on the following aspects: 'flexicurity'; social inclusion; coordination of social security systems. - the stress laid by the Mexican and European participants in the Comillas EU-Mexico summit on the importance of the social dialogue between both parties. Seminar: 'Challenges and threats to national and international security - anti-drug trafficking policy at world level' EP rapporteur: Teresa Jiménez-Becerril (PPE); Mexican delegation's rapporteur: Senator Adriana González Carrillo (PAN). Also participated: Teresa Incháustegui, Member of the Chamber of Deputies (PRD), chair of the Special Commission on Feminicides. The rapporteurs insisted on the following aspects: - The violence which Mexico is undergoing is the result in the first place of the fact that Mexico is located next door to the country which has the world's highest consumption of drugs; - Drug trafficking in Mexico was for decades an activity oriented exclusively to the US; - The Mexican drug mafias, newly rich from trafficking, have abandoned their low profile and are now adopting a new profile of a violent and intrusive nature; 8/31 PV\ doc

9 - The sharp increase in organised crime has come as a surprise to the weakened state institutional structures, the security authorities and the administrative and legal authorities, in the face of a challenge of enormous proportions the like of which had not arisen before, namely warfare between government and cartels and between the different cartels themselves; - The Mexican government's security strategy has advanced in its various aspects, despite enormous difficulties, and can report significant successes, including weakened criminal groups and a strengthened security and legal apparatus at both federal and state level, as well as in the area of international cooperation; - The EU, as the world's second-biggest consumer of drugs, is aware that, in line with the principle of shared responsibility, it needs to make every effort to fight drug trafficking, and a number of initiatives are under way in this sense; - Parliament has always insisted that the drug problem is not something that can be resolved at individual state level, considering, rather, that a European anti-drugs policy needs to be applied in an integrated and global fashion, using all resources necessary to combat the problems of health and social exclusion that it generates and repairing the damage that the drug mafias cause to society; - The fight against drug trafficking and organised crime requires ever greater solidarity, and this is the state of affairs between the EU and Mexico, with their deep shared commitment to democratic values. 10 On 3 and 4 December, the European participants took part in the following visits and meetings: - Visit to the Teotihuacán archaeological zone (Mexico state); - In the framework of the commemorations of the bicentenary of the independence of Mexico and the centenary of the Mexican revolution, visits to the exhibition 'Mexico: 200 years - a nation under construction' (National Palace, Mexico City) and the bicentenary exhibition in Guanajuato.
