Adoption of agenda Adopted as recorded in the minutes. 2. Election of Co-Vice-Chairs of the Committee's bureau Mrs Marie-Arlette Carlotti and Mr Gérard Deprez, absent, were elected by acclamation. 3. Statements by the Co-Chair Mr Fernando Fernández Martín informed the participants of the meeting's procedures and the speaking time: 5 minutes for each co-rapporteur and 3 minutes for each speaker. 4. Consideration of amendment and vote on a draft report 'EU-LA relations with a view to the V Summit in Lima, and with special reference to democratic governance' The report was presented by the co-rapporteurs: for the EP, Mr Emilio Menéndez del Valle (EP, PSE), and for Latin America, by Mr José Adán Bermúdez (Parlacen, Nicaragua), replacing Mr Juan Pablo Placido (Parlacen). 2 The following spoke: Mr Emilio Menéndez del Valle (EP, PSE), Mr José Adán Bermúdez (Parlacen, Nicaragua), Mrs Rosario Green Macias (EU/México Joint Parliamentary Committee), Mr Raül Romeva i Rueda (EP, Greens), Mr Amilcar Figueroa (Parlatino, Venezuela), Mr Fernando Fernández Martín (EP, PPE), Mr Nicolás Pascual (EU Council), Mrs Marie-Anne Coninsx (Commission - RELEX), Mr Jaime Naranjo Ortiz (EU/Chile Joint Parliamentary Committee, Chile). Decision: The draft resolution, as amended, was unanimously adopted. 5. Debate: 'Energy supplies as a political instrument' Chaired by the Co-Chair, Mrs Armida de López Contreras (Parlacen, Honduras). The co-rapporteurs presented the documents for debate: for the EP, Mrs Godelieve Quisthoudt-Rowohl (EP, PPE), and for Latin America Mr Camilo Brenes (Parlacen, Panamá) replacing Mr Rafael Gamundi Cordero (Parlacen). The following spoke: Mrs Godelieve Quisthoudt-Rowohl (EP, PPE), Mr Camilo Brenes (Parlacen, Panamá), Mr Rigon (Commission - TR), Mr Amilcar Figueroa (Parlatino, Venezuela), Mrs Rosario Green Macias (EU/México Joint Parliamentary Committee), Mr Leonel González González (Parlatino, Cuba), Mr Willy Meyer Pleite (EP, GUE), Mr Emilio Menéndez del Valle (EP, PSE), Mr Jaime Naranjo Ortiz (EU/Chile Joint Parliamentary Committee, Chile). Procedure to be followed: Following the Brussels meeting, the co-rapporteurs would forward a joint draft resolution of no more than three pages to the members of the Committee no later than 18 February. The members of each Committee would be able to table amendments until 14 March. The amendments would be considered and voted on at the meeting of the Committee preceding the Lima Plenary Sitting (29 April to 1 May 2008). The Plenary Sitting would consider and vote on the final draft resolution. 6. Proposals for reports and subjects for debate in 2008 Co-chair Fernando Fernández Martín (EP, PPE) took the chair. The following spoke: Mrs Godelieve Quisthoudt-Rowohl (EP, PPE), Mr Andrés Rodríguez (Parlacen, Dominican Republic), Mrs Rosario Green Macias (EU/México Joint Parliamentary Committee), Mr Fernando Fernández Martín (EP, PPE), Mr Camilo Brenes (Parlacen, Panamá), Mr Emilio Menéndez del Valle (EP, PSE), Mr. Jaime Naranjo Ortiz (EU/Chile Joint Parliamentary Committee, Chile) and Mr Amilcar Figueroa (Parlatino, Venezuela). Decision: The Committee on Political Affairs proposed as a subject for debate at the Ordinary Plenary Sitting the 'Euro-Latin American Charter for Peace and Security', with particular reference to multilateralism. The European and Latin American components of the Committee now had to appoint a co-rapporteur, and the Bureau should therefore approve the proposal. AP v /5 PV\ doc

3 7. Other business A draft written declaration by Parlacen on the negotiation of an Association Agreement between the European Union and the countries of Central America. Mrs Armida de López Contreras (Parlacen, Honduras) spoke. Decision: The vote on the draft declaration would take place the following day in Plenary. 8. Date and place of next meeting The Committee on Political Affairs, Security and Human Rights would meet in Lima in April 2008, date and place to be agreed.
