3 CIBER-RESERVA 1 Si los españoles tienen el derecho y el deber de defender a España, hay espacio para acometer acciones encaminadas a llevarlos a efecto ante las necesidades de un país del siglo XXI y marcadamente dependiente de lo digital. Es pues una necesidad estratégica? If Spanish citizens have the right and duty of defending Spain, there is a legal space for undertaking actions to this effect, within the needs of a 21 st Century nation. A nation that, as such, is strongly dependent on digital technologies. Is this, then, a strategic need? 3
