1.- Introducción Cetren es un organismo de certificación por tercera parte, independiente, imparcial y técnicamente competente en todos los ámbitos del sector ferroviario. La certificación de productos, procesos y servicios tiene como finalidad demostrar al mercado y a los organismos reguladores que un proveedor fabrica productos, desarrolla procesos y presta servicios que cumplen con unos requisitos técnicos y de calidad definidos en normas de referencia. La acreditación de las entidades de certificación de producto que conceden distintivos o marcas de calidad, es el sistema más aceptado para generar confianza en dichas marcas y, por tanto, en la calidad que representan. Hoy, la certificación acreditada está presente en los distintos sectores de actividad generando confianza en las marcas de calidad de una gran variedad de productos industriales y de consumo, de procesos y de servicios. CATÁLOGO DE SERVICIOS OUR SERVICES En el sector ferroviario español, Cetren representa la certificación acreditada: un certificado de Cetren garantiza que un producto cumple con las especificaciones técnicas requeridas, pudiendo ser puesto en el mercado con toda garantía. Acreditada por la Entidad Nacional de Acreditación ENAC como entidad certificadora de productos, procesos y servicios, en base a normas UNE-EN 45000, Cetren pone a disposición del sector conocimientos técnicos, experiencia, procedimientos y procesos que garantizan su competencia técnica, imparcialidad e independencia. 4

Comisión Técnica de Certificación: Comité de Partes donde se encuentran representadas todas las partes significativamente implicadas en el proceso de certificación, garantizando la imparcialidad y la transparencia. Comités Sectoriales de Certificación: formados por expertos de empresas, de entidades del sector y de Universidades, garantizando la competencia técnica y el rigor científico del trabajo realizado. 1.- Introduction Products, processes and services certification is for the purpose of proving to the market and regulatory bodies, that a supplier produces products, develops processes and provides services that meet technical and quality requirements defined in reference standards. Accreditation of product certification entities that award quality signs is the most accepted system to build trust in these brands, and therefore in the quality that these represent. Today accredited certification is present in different activity sectors building trust in quality brands of a large variety of industrial and consumption products, processes and services. In the Spanish rail field, Cetren represents the accredited certification: Cetren certificates guarantee that a product fulfills the required technical specifications and it can therefore be placed on the market with full guarantee. Accredited by the Spanish Accreditation Body ENAC to certify products, processes and services, based upon UNE-EN 45000 Standards, Cetren provides the sector with technical knowledge, experience, procedures and processes, ensuring their technical competence, impartiality and independence. Cetren counts on the following bodies to carry out its certification activities: Permanent Certification Council: government body for the certification activities. Certification Technical Committee: Advisory Committee that represents all Spanish rail sector interests, where all parties significantly involved in the certification process are represented, ensuring the impartiality and transparency thereof. 2.- Actividades de certificación Certificación del ferrocarril convencional La explotación de trenes en servicio comercial en la red ferroviaria convencional, requiere una coherencia absoluta entre las características de la infraestructura y del material rodante, pero también una interconexión eficaz de los sistemas de información y comunicación del administrador de la infraestructura y de los operadores. Cetren pone a disposición de los actores del sector, administradores de infraestructura, operadores, fabricantes etc., la certificación del sistema ferroviario convencional, tanto de sus componentes como de los subsistemas que lo conforman (infraestructura, energía, control-mando y señalización y material rodante) así como de sus interfaces. Certificamos el cumplimiento de las normas técnicas aplicables al diseño, a la construcción y al mantenimiento. Cetren certifica el ferrocarril convencional desde hace más de 10 años, ofreciendo al sector la competencia técnica que hace que sus certificados sean la garantía del nivel de prestación, de la seguridad y de la calidad del servicio prestado. 2.- Certification activities CATÁLOGO DE SERVICIOS OUR SERVICES CONVENTIONAL RAILWAY CERTIFICATION Trains operation in commercial service on the conventional rail network requires total consistency between features of infrastructure and rolling stock, but also an effective link of the infrastructure manager and operators communication and information systems. Certificación del ferrocarril urbano y suburbano URBAN AND SUBURBAN RAILWAY CERTIFICATION Cetren certifies, under the technical specification required by the applicant (technical standards, specifications, etc.), urban and suburban rail: metro, tram, train-tram, light rail. Cetren certificate is a distinguishing element, enhancing product image and building potential clients trust. At present there is no technical harmonization for urban and suburban rail. That is the reason why certification is more relevant than in conventional rail with a common technical legislation. Cetren offers the industry its technical expertise and experience in certifying constituents and subsystems that comprise it. CATÁLOGO DE SERVICIOS OUR SERVICES Cetren certifica, bajo la especificación técnica que el solicitante requiera (normas técnicas, pliegos de condiciones, etc.), el ferrocarril urbano y suburbano: metros, tranvías, tren-tram, metros ligeros. El certificado de Cetren supone un elemento diferenciador, mejorando la imagen del producto y generando confianza en los posibles clientes. En la actualidad no existe una armonización técnica para el ferrocarril urbano y suburbano. Es por ello por lo que la certificación tiene mayor significado que en el ferrocarril convencional, donde sí existe una normativa técnica común. Cetren pone a disposición de este sector su competencia técnica y experiencia para certificar los componentes y subsistemas que lo conforman. 12

SOLICITUD DE CERTIFICACIÓN CERTIFICATION APPLICATION Certificación de productos, procesos y servicios ANÁLISIS DE LA SOLICITUD APPLICATION ANALYSIS La certificación de productos, procesos y servicios tiene como finalidad demostrar al mercado y a los organismos reguladores que un proveedor fabrica productos, desarrolla procesos y presta servicios que cumplen con unos requisitos técnicos y de calidad definidos en normas de referencia. La certificación acreditada es una necesidad en todos los ámbitos del sector ferroviario, tanto en el campo reglamentario como en el voluntario, para generar la confianza necesaria. La certificación de productos lleva aparejada múltiples actividades de evaluación, tales como ensayos, inspección de productos y, en ocasiones, evaluaciones del sistema de calidad, todo ello orientado a cada producto. Cetren es la entidad acreditada por la Entidad Nacional de Acreditación, ENAC, para la certificación de productos, procesos y servicios del sector ferroviario. Certificación bajo normativa nacional ÁMBITO VOLUNTARIO La certificación voluntaria añade a la reglamentación básica exigida mayores garantías y competitividad. Asimismo, es muestra de una mejora en la seguridad y calidad ofrecidas. En el ámbito voluntario, Cetren es una entidad de tercera parte dotada de imparcialidad y solvencia técnica para la certificación de productos, procesos y servicios. Cetren certifica bajo las normas UNE-EN, normas UNE-ISO, Especificaciones Técnicas de Adif o cualquier normativa nacional requerida por el solicitante, proporcionando de este modo a su producto, proceso o servicio la diferenciación, exigencia y confianza que el mercado necesita hoy en día. CERTIFICATION UNDER NATIONAL REGULATION VOLUNTARY SCOPE Voluntary certification adds to the basic compulsory regulation more guarantees and competition, and is likewise a proof of the enhanced safety and quality provided. ETH: «conjunto de normas técnicas, requisitos y condiciones que, en materia de seguridad, fiabilidad, compatibilidad técnica, salubridad, protección del medioambiente y, en su caso, interoperabilidad, debe cumplir todo vehículo ferroviario para poder obtener las autorizaciones de puesta en servicio y de circulación» y, en consecuencia, circular por la Red Ferroviaria de Interés General. Para la solicitud de autorización de puesta en servicio de un vehículo, el solicitante debe adjuntar el informe de validación expedido por el organismo de certificación que acredite el grado de cumplimiento de las ETHs que alcanza el vehículo. Orden FOM 233/2006 REGULATORY SCOPE In the regulatory scope, Cetren is the entity recognized by the Spanish Ministry of Public Works to validate rolling stock, newly constructed or modified, and maintenance centres, according to the provisions of Order FOM 233/2006 and under Homologation Technical Specifications (HTSs). To apply for the entry into service of a vehicle, the applicant shall enclose the validation report issued by the certification body accrediting the compliance level with HTSs of the vehicle. Certificación bajo normativa europea e internacional ÁMBITO VOLUNTARIO Cetren, como organismo de certificación por tercera parte, certifica todos los productos, procesos y servicios del sector ferroviario bajo cualquier normativa armonizada: CEN (Comité Europeo de Normalización), CENELEC (Comité Europeo para la Normalización Electrotécnica), ETSI (Instituto Europeo para la Normalización de las Telecomunicaciones), ASTM Internacional ISO UIC La certificación de Cetren en el ámbito voluntario facilita el intercambio de productos y equipos entre redes ferroviarias, facilitando su aceptación entre fronteras. Por ello, Cetren aporta a todas aquellas empresas con la mirada puesta en otros mercados y en la exportación, la garantía de incorporar y adoptar en sus productos las normativas nacionales exigidas. CATÁLOGO DE SERVICIOS OUR SERVICES CERTIFICATION UNDER INTERNATIONAL AND EUROPEAN REGULATIONS Voluntary scope Cetren, as third party certification body, certifies all railway products, processes and services according to any harmonized standard: CEN (European Committee for Standardization), CENELEC (European Committee for Electro technical Standardization), ETSI (European Institute for Telecommunications Standardization). ASTM International ISO UIC Cetren certification in the voluntary scope allows for equipments and products exchange between rail networks, enabling their cross-border acceptance. We therefore aim in Cetren at providing a service that enables all the companies with a view on other markets and exports to provide their clients with the guarantee of incorporating and adopting to their products the required national standards. 20
