Adoption of agenda Adopted as recorded in these minutes. 2. Election of members of the Committee s Bureau Mr Agustín Díaz de Mera García Consuegra (European Parliament) was elected Co-Chair by the European component and Mrs Hena Lígia Madrid (Parlacen) was elected Co-Chair by the Latin American component. The meeting continued with both Co-Chairs elect in the Chair. 3. Approval of minutes PV-AP 100.532v01-00 The minutes of the meeting of 6 and 7 April 2009 (Madrid) were approved. 4. Co-Chair s announcements The Co-Chair pointed out that this was the second ordinary meeting of the standing committees in 2009, following the meeting held in Madrid on 6 and 7 April 2009. The main aim of the meeting was to hold an exchange of views on the draft joint resolution and the two topics for debate that would be submitted to the Assembly s Plenary Session due to be held in the middle of May 2010. The Co-Chair referred to the Committee s decision to add an item to the agenda, at the request of a number of Parlacen members, on the decision by the Government of Panama to withdraw its representatives from the Central American Parliament (Parlacen). Finally, the Co-Chair informed the members that in relation to item 8 of the agenda ( Political situation in Honduras ), the EP delegation had invited Mrs Patricia Rodas, Foreign Minister under ousted President Manuel Zelaya. Since the invitation to Mrs Rodas had been accepted, a meeting would be held at 9.00 on Friday, 30 October in the Committee on Political Affairs and it would be open to all Assembly members present in Panama. Discussion of a draft joint resolution: The European Union Latin America partnership in the perspective of the VI Summit in Madrid in May 2010 EP component: Mr Ramón Jáuregui Atondo (S&D) and Mrs Renate Weber (ALDE) LAC component: Mrs Vilma Reyes (Parlacen) Mr Ramón Jáuregui Atondo (European Parliament) and Mrs Hena Lígia Madrid (Parlacen, Honduras), the latter representing the co-rapporteur, Mrs Vilma Reyes, presented their thoughts on the draft joint resolution. The following spoke: Emilio Menéndez del Valle (European Parliament), Sonia Escudero (Parlatino, Argentina), Amilcar Figueroa (Parlatino, Venezuela), Willy Meyer (European Parliament), Tubal Páez (Parlatino, Cuba). The co-rapporteur, Mr Ramón Jáuregui Atondo, presented his conclusions after the debate. Decision: The Co-Chair informed the members that amendments to the draft joint resolution could be tabled until 31 January 2010. Consideration of the amendments and the vote on them would take place at the next Committee meeting, to be held before the May 2010 Plenary Session. The Plenary Session would examine and vote on the final draft resolution. 6. Exchange of views on a topic for debate: Protection of minorities in Europe and Latin America EP co-rapporteur: Mr Agustín Diaz de Mera Consuegra (PPE) LAC co-rapporteur: Mrs Laura Franco (Parlacen) Mrs Laura Franco (Parlacen) and Mr Agustín Díaz de Mera García Consuegra (European Parliament) presented their views and stressed how difficult it was to agree on a definition of minorities that everyone would accept. Decision: The Co-Chair informed the members that the working document would be examined at the next Committee meeting, to be held before the May 2010 Plenary Session. 7. Exchange of views on a topic for debate: Relations between the European Union and Latin America in the area of security and defence EP co-rapporteur: Mrs Godelieve Quisthoudt-Rowohl (PPE) LAC co-rapporteur: Mr José Pampuro (Parlasur) In the absence of both co-rapporteurs, Mr Juan José Dominguez, President of Parlasur, presented his thoughts on the topic for debate. Decision: The Co-Chair informed the members that the revised working document would be examined at the next Committee meeting, to be held before the May 2010 Plenary Session. 8. Urgent topic: decision by the Government of Panama to withdraw its representatives from Parlacen During the debate on this topic two positions emerged: one rejecting the decision by the Government of Panama to withdraw its representatives from Parlacen, citing, in particular, the position of the Central American Court of Justice, which opposed the decision; and one supporting the decision, citing the right of Panama s democratically elected, sovereign Government to take the decision to withdraw its representatives. Decision: At the end of the debate it was decided that the Bureau would be informed that this item had been included in the agenda of the meeting. The meeting adjourned at 18.00 and resumed on Friday, 30 October 2009 at 9.10, with Mrs Hena Lígia Madrid, Co-Chair, in the Chair. 9. Urgent topic: political situation in Honduras The meeting of the Committee on Political Affairs, Security and Human Rights had been opened to all Assembly members to allow them to listen to Foreign Minister Patricia Rodas, who was participating in EuroLat s work on the same day as the Tegucigalpa-San José Accord between ousted President Manuel Zelaya and de facto President Roberto Micheletti had been announced. Mrs Rodas outlined the political situation in Honduras and the events running up to the coup in the country. She also discussed the negotiations aimed at restoring President Manuel Zelaya to office and, consequently, restoring constitutional order in Honduras.
