PLAN DE ACTIVIDADES A continuación se desglosan el plan de actividades que la red IT4ALL tiene previsto realizar en el periodo Foro Global de Autoridades Locales y Regionales La Red IT4ALL en colaboración con la Agencia de la ONU GAID (Global Alliance for ICT and Development) organizará anualmente un Foro Global de Autoridades Locales y Regionales. Este foro tiene previsto la asistencia de representantes de Naciones Unidas al más alto nivel, de representantes de autoridades locales y regionales de todo el mundo, y de expertos sobre Sociedad de la Información. IT4ALL desea contar para dicho evento con la participación activa, entre otros actores, de FOGAR. 1. Primer Foro Global de Autoridades Locales y Regionales, en setiembre-octubre de Segundo Foro Global de Autoridades Locales y regionales, en setiembre-octubre de Formación para la acción Durante los próximos dos años IT4ALL en colaboración con la agencia de la ONU, UNITAR (United Nations Institute for Training and Reseach) dedicada a la formación de Autoridades Locales, continuará con su programa de formación en materia de Sociedad de la Información: Cursos de formación de formadores: El objetivo principal de estos cursos consiste en Compartir enfoques para la acción y transferir métodos de trabajo y herramientas al objeto de que las personas formadoras participantes en el curso estén en disposición de apoyar a las Autoridades Locales en los procesos de definición e implementación de Agendas Digitales Locales en sus espacios territoriales (Ciudades, Municipios, Regiones, etc.) El curso está dirigido a personas que prestan servicio en Administraciones locales o regionales, Asociaciones de municipios, Redes de regiones, organizaciones orientadas al desarrollo local y afines. 1. Segunda edición del curso de formación a formadores sobre el diseño de la ADL. El número de participantes será cercano a los 30, y la duración del curso es de 5 días. IT4ALL solicita a FOGAR la participación activa en este curso, donde se desea que al menos la mitad de los participantes sean representantes de gobiernos regionales. El primer curso se celebró con gran éxito en Bilbao en Marzo de 2008 y esta segunda edición está prevista que se celebre en Febrero de 2009 también en Bilbao. 2. Tercera edición del curso de formación a formadores sobre el diseño de la ADL. IT4ALL contará con la participación de FOGAR en este curso. Esta tercera edición está prevista que se celebre en Marzo de 2010 en Bilbao. PLAN DE ACTIVIDADES

3 Cursos de formación a autoridades locales sobre el diseño de la ADL: El principal objetivo de este curso es sensibilizar a las Autoridades Locales sobre la importancia de la Agenda Digital Local y formarlas para que sean capaces de desarrollar su propia Agenda Digital Local. El curso de 3 días de duración representa un punto de encuentro para alcaldes y personas con capacidad de decisión a nivel municipal en el que obtendrán una formación para el desarrollo de su propia Agenda Digital Local y podrán presentar e intercambiar buenas prácticas desarrolladas en su lugar de procedencia. 1. Curso de formación a autoridades locales a celebrar en Guangzhou, China. Con la colaboración de la ciudad de Guangzhou se celebrará un curso de formación a autoridades locales en Abril Curso de formación a autoridades locales a celebrar en Bogotá, Colombia. Con la colaboración de la ciudad de Bogotá se celebrará un curso de formación a autoridades locales en Junio Curso de formación a autoridades locales a celebrar en México D.F., México. Con la colaboración de la ciudad de México D.F. se celebrará un curso de formación a autoridades locales en Marzo Otras actividades A continuación se describen otra serie de actividades continuadas que no están sujetas a una fecha determinada: 1. Creación y coordinación de la Red de Autoridades Locales y regionales sobre la Sociedad de la información de GAID. 2. Actividades de difusión y sensibilización: Actividades de la Comisión de la Sociedad de la Información de la organización CGLU (Ciudades y Gobiernos Locales Unidos). Organización de al menos una reunión anual de la Comisión coincidiendo con la reunión del Bureau Ejecutivo. Asistencia y participación en eventos internacionales cuya materia sean las TICs y que congreguen a gran número de Autoridades Locales. Incrementar las acciones de difusión a través de las herramientas que proporciona el portal de la Agenda Digital Local ( - Mantenimiento periódico de los contenidos del portal informativo - Envío de un boletín periódico con los contenidos más relevantes de la WEB. - Uso del mailing para difusión de noticias importantes. 3. Fortalecer la colaboración con organismos internacionales involucrados en el impulso de la Sociedad de la Información: UNITAR-CIFAL, GAID, etc. PLAN DE ACTIVIDADES

4 4. Compartir conocimiento mediante el uso de la herramienta Web orientada al intercambio de información (Buenas Prácticas). Creemos que para desarrollar y poner en práctica una Agenda Digital Local propia se necesitan herramientas y recursos de apoyo técnicos. 5. A lo largo de este nuevo periodo se explorará la sinergia con otras actividades estrechamente relacionadas con la Sociedad de la información: actividades de Innovación y actividades de emprendizaje. ACTIVITIES PLAN The following is a breakdown of the activities plan that the IT4ALL network will follow in the period Global Forum of Local and Regional Authorities The IT4ALL Network in collaboration with the UN agency GAID (Global Alliance for ICT and Development) will organize an annual Global Forum of Local an Regional Authorities. The forum will be attended by representatives of United Nations at the highest level, by representatives of local and regional authorities, and international experts on Information Society. IT4ALL wishes count for that event with the active participation, among other actors, of FOGAR. 1. First Global Forum on Local and Regional Authorities, scheduled for September- October Second Global Forum on Local and Regional Authorities, scheduled for September- October Training for action During the next two years IT4ALL, in collaboration with the UN agency UNITAR (United Nations Institute for Training and Research) dedicated to the training of Local Authorities, will continue with its programme of training in Information Society: Training of Trainers Course on the design of the DLA: The main objective of these courses is to share approaches for action and to transfer work methods and tools with the objective that the trainers that participate in the course are able to give support to Local Authorities in the definition and implementation of Digital Local Agendas in territorial spaces (Cities, Municipalities, Regions, etc.) of reference and it is addressed to people that provide services to Local and Regional Administrations, Associations of Municipalities, Networks of Regions, organizations oriented towards local development or similar. 1. Second edition of the training of trainers course on the design of the DLA. The number of participants will be around 30, and the duration of the course will be 5 days. IT4ALL will ask FOGAR the active participation in this course, where it is expected that at least half the participants are representatives of regional governments. The first training course was organized with great success in Bilbao in March 2008 and this second edition is scheduled to be held in February 2009 in Bilbao. 2. Third edition of the training of trainers course on the design of the DLA. IT4ALL will count with the FOGAR participation in this course. 6 Training course for local authorities on the design of the DLA: The main objective of these training courses is to raise awareness among Local Authorities on the importance of the Digital Local Agenda and to train them for the design of their own Digital Local Agenda. The three days course represents a meeting point for mayors and persons with decisionmaking capacity at municipal level in which they will obtain training for the development of their own Digital Local Agenda and will also have the opportunity of presenting and sharing best practices developed in their territory of reference. 1. Training course for local authorities to be held in Guangzhou, China. With the collaboration of the city of Guangzhou will be organized a training course for local authorities in April Training course for local authorities to be held in Bogota, Colombia. With the collaboration of the city of Bogota will be organized a training course for local authorities in June Training course for local authorities to be held in Mexico City, Mexico. With the collaboration of Mexico City will be organized a training course for local authorities in March Other activities Below are a number of other ongoing activities that are not subject to a specific date: 1. Development and coordination of a network of GAID of Local and Regional Authorities on the Information Society. 2. Dissemination and awareness: Activities of the Committee on the Information Society of the organization UCLG (United Cities and Local Governments). Organization of at least one annual meeting of the Committee coinciding with the meeting of the Executive Bureau. Attendance and participation in international events whose subject is ICTs and that counts with a large numbers of local authorities. Increase the dissemination through the tools provided by the portal of Digital Local Agenda ( - Periodic maintenance of the contents of the portal - Sending a regular newsletter with relevant contents. - Using the mailing for dissemination of important news. 3. Strengthen collaboration with international agencies involved in promoting the information society: UNITAR-CIFAL, GAID, etc. 4. Sharing knowledge through the use of the Web tool aimed at exchanging information (Best Practices). We believe that to develop and implement a Digital Local Agenda it is needed tools and technical support resources. PLAN DE ACTIVIDADES
