Freedom of information and expression 6. Effective and efficient public sector management Are these factors comprehensive when the access of indigenous people to good governance tools is assessed?

7 SPFII & DPADM Partners is Promoting Good Governance for the Benefit of the Indigenous People Capacity Building of Local Governments with Indigenous Authority In Planning and Budgeting in Ecuador SPFII y DPADM - Socios en promover la buena gobernanza para el beneficio del pueblo indígena Fortalecimiento Institucional de los Gobiernos Locales con Autoridades Indígenas del Ecuador sobre Planificación y Presupuesto

8 Alternative Local Government s (ALG s) have as their core premise, the promotion of sustainable measures that are sensitive to the local culture, thereby creating a sense of popular ownership in the development process. Los Gobiernos Locales Alternativos (GLAs), tienen como objetivo fundamental la promoción de medidas sostenibles sensibles a la cultura local, creándose así un sentido de apropiación popular en el proceso de desarrollo.

9 ALGs often fall short of realizing their desired objectives due to (i) inadequate knowledge and absence of precise data of the groups they are attempting to provide services to; and (ii) lack of systematic approaches to need assessment, planning, budgeting and monitoring. GLAs presentan debilidades marcadas en la consecución de los objetivos debido a (i) falta de conocimiento e información sobre los grupos que requieren los servicios públicos, y (ii) falta de enfoques sistemáticos para evaluar necesidades, planificación, presupuesto y seguimiento.

10 Consultative group meeting incorporated representatives from municipalities where indigenous leaders commanded positions of authority, and included mayors, council members, technocrats & NGO representatives. Reunión consultiva con representantes de municipalidades con autoridades indígenas, incluyendo Alcaldes, Concejales, técnicos y representantes de ONGs.

11 Project to develop the capacity of municipalities in planning and budgeting is based on the findings of the meeting Issues are identified by the actors themselves and tackled from a human-centered perspective i.e. based on the importance attached to them by the people concerned Proyecto para fortalecer la capacidad Institucional de los GLAs sobre Planificación y Presupuesto esta basada en las conclusiones de la reunión Los problemas y soluciones son identificados por los mismos actores y confrontados desde una perspectiva centrada en las personas basándose en las prioridades asignadas por los propios beneficiarios

12 Future Projects: Promoting Participatory Governance in Isolated Indigenous Communities There must be a need and demand for new projects by the indigenous communities themselves as well as the civil society organizations and NGOs who work closely with them.
