1 Servicio Extenda Oportunidades de Proyectos y Licitaciones Internacionales y Multilaterales BRASIL Power and Mining Sector Technical Assistance Project (META) Consulting for Development and Implantation of MME s Institutional Strategic Planning Project ID: P Borrower/Bid No: MI 01/ TDR 43 - Republication Brazil Power and Mining Sector Technical Assistance Loan nº 8095-BR Project ID nº P Assignment Title: Consulting for Development and Implantation of MME s Institutional Strategic Planning Reference No. (as per Procurement Plan): Term of Reference Nº 43 The Brazilian Government has received financing from the International Bank of Reconstruction and Development (IBRD) toward the cost of the Power and Mining Sector Technical Assistance Project (META), and intends to apply part of the proceeds for consulting services. The consulting services ("The Services") include the development and implantation of MME s Institutional Strategic Planning. The deadline for completing the work is within 18 (eighteen) months form the Contract's signature date. The Services must

2 be provided in accordance with the META Project Term of Reference Nº 43, available at the website The Ministry of Mines and Energy now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the Services. The shortlisting criteria are: Criteria Criteria Maximum Pontuation 1. BASIC REQUIREMENTS 1.1 Proved experience in developing and implementing of strategic plans in Public Organizations. Elimination - 2. SPECIFIC QUALIFICATIONS 2.1 Proved experience in creating and implementing office structure for projects in Public Organizations

3 Proved experience related to training in services of teams interested in strategic planning and project managing Proved experience related to the utlization of strategic planing tools and project managment/monitoring Experience and trained staff in utilizing and developing of applications built on Software Oracle Hyperion HPS. 25 TOTAL 100 Observation: the minimum required score is 75 (seventy five) points. tiebreaker Criteria: 1) It is considered technical tied when the firms score the same punctuation; 2) In case of the situation described in iten 1), the tiebreaker will follow the given order: The firm with the best punctuation in item 2.2; still tie; The firm with the best punctuation in item 2.3; still tie; The firm with the best punctuation in item 2.1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edited in January 2011 ("Consulting Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of joint venture or a sub consultancy to enhance their qualifications.

4 This Request for Expressions of Interest does not indicate an obligation for hiring contract. A Consultant will be selected in accordance with the Quality-and-cost Based Selection (QCBS) method set out in the consultant Guidelines. Its content must be composed by the company's letterhead paper expressing the institution's interest in executing the services, properly signed by its legal representative, and present documents brochures, description of similar assignments, experience in similar conditions able to prove the qualifications and experiences required by this selection process. The contents of the envelope must be limited to the information attained in the MI. The attached information, relevant to the Term of Reference's object, is limited to 30 (thirty) pages.
