1 Servicio Extenda Oportunidades de Proyectos y Licitaciones Internacionales y Multilaterales ECUADOR econsult: Project Readiness Assessment for Hydropower Project Project Readiness Assessment for Hydropower Project ASSIGNMENT OVERVIEW Project Readiness Assessment for Hydropower Project Assignment Countries: - Ecuador ASSIGNMENT DESCRIPTION The Global Infrastructure Facility (GIF), in coordination with the Interamerican Development Bank (IDB), has been asked by the Government of Ecuador (GoE) to provide specialist technical advice to evaluate the state of preparation of a major hydropower transaction. This assessment seeks to identify:

2 - Any risks to the overall viability of the project, and the degree to which these risks can or cannot be mitigated - The further actions by both government and potential further GIF technical assistance necessary to achieve a successful transaction To this end, GIF has made financing available to prepare a +/- 6 week Project Readiness Assessment (PRA - see GIF website for more details) to establish the status of project preparation and provide an action plan to move the project to a successful transaction. Specific interest lies in analyzing the financial viability, bankability and commercial risk of the proposed payment and guarantee structure. 3 SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Expressions of Interest should be submitted, in English, electronically through World Bank Group econsultant2 ( NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted. Qualification Criteria 1. Provide information on the core business of the firm, years in business and ability to operate in Spanish language in Latin America. *

Provide information showing the firm is qualified in the field of the assignment, in particular related to providing bankability and affordability advice to bidders, lenders and public entities in the support of infrastructure transactions, particularly hydro generation. * 3. Provide information on the qualifications of key staff, with a particular focus on hydro (or similar sub sector) related project structuring, bankability and affordability/fiscal impact issues, including credit enhancement instruments and techniques. * 4.
