1 Servicio Extenda Oportunidades de Proyectos y Licitaciones Internacionales y Multilaterales SENEGAL Senegal - HRITF Impact Evaluation e-consult: Baseline Survey for the Impact Evaluation of the Result-Based Financing in the health sector in Senegal ASSIGNMENT OVERVIEW The Republic of Senegal will receive financing from the World Bank towards the cost of a Health and Social Financing Program. A primary feature of the program is to design and implement Results-Based Financing (RBF) as a cost-effective means for improving health outcomes, particularly in areas related to children and mothers (i.e MDGs 4 & 5). The aim of the Senegal RBF is to change behavior and strengthen health systems through management and performance incentives to health providers and targeted financial incentives to pregnant women. Experience from other countries and Senegals own pilot demonstrate the potential of this approach to improve core coverage through increased motivation and productivity of health workers. Combined with the strong commitment of the Government of Senegal and its partners, RBF has the potential to make a significant contribution to reaching the MDGs in Senegal. Concurrent with the intervention and in line with international best practices, the project will undergo a rigorous impact evaluation, using a randomized design to infer the effect of the different programs. This evaluative research will provide quantitative evidence on the impact and cost-effectiveness of the program. The purpose of this consultancy is to implement a baseline study that includes households and health facilities surveys (finalization of questionnaire, data collection, data entry and management) for a prospective, rigorous impact evaluation of a Results-Based Financing (RBF) for Health program in Senegal. The household and health facility surveys will be conducted in 4 regions (Kedougou, Sédhiou,

2 Tambacounda and Ziguinchor): all health facilities (275) would be surveyed, along with a sample of approximately 4000 households. The Health Facility Survey: A key input into this process will be the collection of high quality, comprehensive and multi-purpose facility surveys, covering approximately 275 participating health facilities in 4 selected regions in Senegal. Facility survey contains the following modules: Institutional Questionnaire (275 facilities, 3-4 hours per facility) Health Worker Questionnaire (800 interviews, 60 minutes per interview) Patient interaction [Vignettes (200 clinicians) & Direct Clinical Observations (3,000 DCOs)] Exit patient interviews (1,500 interviews, 30 minutes per interview) Absenteeism (275 health facilities) The Household Survey: A key input into this process will be the collection of high quality, comprehensive and multi-purpose household data, with a sample size of approximately 4,000 households, screening for women who have given birth in the past 2 years. Qualitative studies: Participating observations in 10 health facilities for 3 months (ideally by students in sociology or anthropology) and verbal autopsy of infant death (250 deaths). Specifically, the firm will be responsible for the following aspects of the surveys: Questionnaire Adaptation *Adaptation of questionnaires and modules in collaboration with the World Bank Impact Evaluation Team *Piloting, finalizing and translating of questionnaires and modules *Reproduction of the questionnaires in a quantity sufficient to cover the needs of the surveys *Approval of questionnaires from government ministries, as necessary, and Ethical Clearance / Human Subject Review Process Staffing *Based on the firms best practices, recruitment and contracting of:

3 *Interviewers, including interviewers with skills to assure data quality and safety during the administration of the medical module (RDT and hemoglobin testing, anthropometric measures), *Data Entry Operators (DEO), *Supervisors *Staffing plans will be subject to review by the World Bank Impact Evaluation Team. Equipment and Logistics *Securing of office and computer equipment for survey management and data entry. *Procurement of survey related consumables/equipment (such as GPS units, anthropometric measuring tools, biomarker test kits, etc.) *Organization and provision of logistical support (transport, per-diem, etc.) to enumerators and supervisors during data collection. *Ensuring proper maintenance and functionality of all vehicles and equipment. Training *Preparation of training materials and detailed interviewer manual and supervisor manual. Assistance in this task will be provided by the World Bank team. *Training of the selected enumerators and supervisors for the administration of the questionnaires provided by the Project Team, and agreed upon by the MOH and the World Bank team. Data Collection *Conduct health facility and household questionnaires and modules. Data Entry *Organization of questionnaire controls in order to ensure the quality of the information collected during survey implementation. *Creation of a computerized double-entry data entry template using CSPro software, or other software, with relevant quality control tools to ensure the quality of data entry. Assistance in this task may be provided by the World Bank Impact Evaluation Team. *Supervision and verification of data entry process. Sample *Sample design based on guidelines from the World Bank Impact Evaluation Team. *Selection of primary sampling units (PSUs) for household survey. *Listing exercise in selected PSUs

4 *Selection of survey and replacement households *Calculation of sampling weights following data collection Data Analysis *Initial analysis of the baseline data in order to validate the evaluation design (through baseline difference in means tests) and verify the quality of data produced. Permissions *Negotiation of official government permission to conduct the survey. The consultancy is expected to be implemented in 12 months, beginning in January Eligible consulting firms (Consultants) are now invited to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Companys general information, description of similar consulting service and experience in similar conditions, the availability of the proposed qualified staff with CVs attached). To be eligible for shortlisting, the interested firms shall meet with the following criteria: (i) Being eligible to provide consulting services to the World Bank (WB) (ii) Having at least five (05) years working experience in related areas (iii) Having technical and managerial capabilities to perform the consultancy (iv) Having qualified key staff The attention of interested Consultants is drawn to paragraph 1.9 of the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised in October 1, 2006 and May 1, 2010 (Consultant Guidelines), setting forth the World Banks policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultants Qualification-based Selection method set out in the World Banks Consultant Guidelines.
