Air Quality Conformity As of April 15, 2009, the counties of the Nashville Area MPO are considered in compliance with National Ambient Air Quality Standards and no longer are required to demonstrate conformity with established motor vehicle emissions budgets. The region does remain part of the Tennessee s State Implementation Plan, and as such, continues to be eligible to receive Congestion Mitigation Air Quality funding from the Federal Highway Administration, at the discretion of the Tennessee Department of Transportation. 6 PROPOSED AMENDMENTS TO THE MPO REGIONAL TRANSPORTATION PLAN AND TRANSPORTATION IMPROVEMENT PROGRAM The Nashville Area Metropolitan Planning Organization (MPO) is responsible for long range transportation planning in Davidson, Rutherford, Sumner, Williamson, Wilson and portions of Maury and Robertson Counties. Before regionally significant transportation projects can be undertaken, they must be included in the MPO s Regional Transportation Plan (RTP) a 25-year plan for transportation projects in the Nashville region. The MPO s Executive Board is seeking public comment on one project to be amended into the current 2035 RTP. Also, before any transportation improvement projects can be undertaken, they must be included in the Transportation Improvement Program (TIP), a multi-year program of federal and state funded transportation improvements. The MPO s Executive Board is seeking public comment the proposals to be add, remove, and modify projects in the Fiscal Years TIP. Copies of the proposed amendments to the RTP and the TIP are available for public review and comment at all public libraries in the 5-county area, as well as Spring Hill and Springfield and on the Nashville Area MPO website. Comments received on the amendments will be considered by the MPO Executive Board prior to final approval. Two Public Hearings will be held regarding the addition of projects to the 2035 RTP and the TIP. The first will be on Wednesday, March 7, 2012 at 10:30 am. This meeting will be held in the Sonny West Conference Room, Howard Office Building, 700 Second Ave. S, Nashville. The final hearing will be held Wednesday, March 21, 2012 at 9:00 am in the Music City Central Public Meeting Room at 400 Charlotte Ave., Nashville, TN. 8 Nashville Area Metropolitan Planning Organization 2035 REGIONAL TRANSPORTATION PLAN Staff Analysis/ Recommendations for Proposed Amendments February 1, 2012 Nashville Metropolitan Transit Authority (MTA) East West Connector Description: Implement Bus Rapid Transit (BRT) service for the corridor connecting Five Points in East Nashville and Harding Town Center in West Nashville. Cost: $ 136,000,000 Requested change: Add project to 2015 Horizon. Staff Analysis: The project is currently in the plan s unfunded Needs List. The proposed scope of work consists of designing, constructing and implementing Bus Rapid Transit (BRT) service and infrastructure to include exclusive lanes. BRT service will be provided for the corridor connecting Five Points in East Nashville and Harding Town Center in West Nashville. An Alternative Analysis study required by FTA to access potential federal funding has been completed and a Locally Preferred Alternative (LPA) for BRT has been recommended and adopted by the MTA Board of Directors. It is estimated that about half of the funding for this project will come from federal grants such as FTA s Small Starts program and the other half from non federal/ local sources. 9 Fiscal Constraint The proposed East West Connector project is considered revenue neutral for the purpose of the 2035 Regional Transportation Plan. It is expected that the funding for this project will come from several non federal/ local sources in addition to applications to competitive grants through the Federal Transit Administration.
