2 Global Harmonization System Spanish Hazard Communication Awareness Program Employer Compliance Checklist Introduction OSHA has modified the Hazard Communication Standard (HCS) to adopt the Global Harmonization System (GHS) to improve the safety and health of workers through more effective communications on chemicals hazards. The GHS is an international approach to hazard communication, providing agreed criteria for classification of chemical hazards and a standardized approach to label elements and safety data sheets. The GHS is based on major existing systems around the world, including OSHA s Hazard Communication Standard and the chemical classification and labeling systems of other U.S. agencies. The United ations document entitled Globally Harmonized System of Classification and Labeling of Chemicals provides harmonized classification criteria for health, physical and environmental hazards of chemicals. The standardized labeling elements that are assigned to these hazard classes and categories provide the appropriate signal words, pictograms, and hazard and precautionary statements to convey the hazards to the users. The table below summarizes the phase-in dates required under the revised Hazard Communication Standard (HCS): Effective Completion Date Requirements Who Dec. 1, 2013 Train employees on the new Employers label elements and safety data sheet (SDS) format. 3 Etiqueta de Muestra Purpose The main objective of this Spanish Hazard Communication Awareness Program is to provide employers with the tools necessary to train their Hispanic workers and to meet the new label and safety data sheet training requirements of the Hazard Communication Standard by Dec. 1, This program will also provide employers and employees with the knowledge of the Global Harmonization System (GHS) and the importance of enhancing the protection of human health and the environment by implementing an internationally accepted comprehensible system for hazard communication. After utilizing the training tools provided in this Spanish Hazard Communication Awareness Program, employers and employees will have a better understanding of the new labeling requirements for hazardous chemicals, as well as safety data sheet (SDS) format. Disclaimer Sample Label This document is provided as a compliance aid but does not constitute a legal interpretation of the OSHA standards nor does it replace the need to be familiar with and follow the actual OSHA standards, including any orth Carolina-specific changes. Though this document is intended to be consistent with OSHA standards, if an area is considered by the reader to be inconsistent, the OSHA standard should be followed. We welcome your comments and feedback. Remember: Employers subject to the Hazard Communication Standard must have a written program that: 1. Describes how the criteria specified in the standard will be met for labels and other forms of warning for safety data sheets and for employee information and training; 2. Includes a list of hazardous chemicals known to be present using the product identifier that appears on the appropriate safety data sheet; 3. Identifies the methods used to inform employees of the hazards of nonroutine tasks and those hazards associated with chemicals in unlabeled pipes in their work areas; and 4. Describes methods used to inform any contractor with employees in the workplace of hazards that may be exposed to and appropriate protective measures.

4 Dec. 1, 2013, Training Requirements The first compliance date for the revised Hazard Communication Standard is Dec. 1, By this date, employers are responsible for training their employees on the new label elements and the safety data sheet format. Label Elements ame, address and phone number of the chemical manufacturer, distributer or importer Product Identifier: How the hazardous chemical is identified. This can be the chemical name, code number or batch number. The manufacturer, importer or distributer can decide the appropriate product identifier. The same product identifier must be on the label and in Section 1 of the SDS (Identification). Signal Word: Used to indicate the relative level of severity of hazard and alert the reader to a potential hazard on the label. There are only two signal words: Danger and Warning. The signal word Danger is used for the more severe hazards, and Warning is used for the less severe hazards. Only one signal word should be used on a label, regardless of how many hazards a chemical has. Hazard Statement: Describes the nature of the hazard(s) of a chemical, including, where appropriate, the degree of the hazard. All of the applicable hazard statements must appear on the label. Precautionary Statements: Describes recommended measures that should be taken to minimize or prevent adverse effects resulting from exposure to a hazardous chemical or improper storage or handling. Pictograms: as of June 1, 2015, the Hazard Communication Standard will require pictograms on labels to alert users of the chemical hazards to which they may be exposed. Each pictogram consists of a symbol on a white background framed within a red border and represents a distinct hazard. The pictogram on the label is determined by the chemical hazard classification. Multiple pictograms can appear on a label. 6 Safety Data Sheet Format The Hazard Communication Standard requires chemical manufacturers, distributors or importers to provide safety data sheets (SDSs), formerly known as material safety data sheets, to communicate the hazards of hazardous chemical products. As of June 1, 2015, the HCS will require new SDSs to be in a uniform format that includes the section numbers, headings and associated information below: Section 1, Identification, includes product identifier; manufacturer s or distributor s name, address, phone number; emergency phone number; recommended use; and restrictions on use. Section 2, Hazard(s) identification, includes all hazards regarding the chemical; required label elements. Section 3, Composition/information on ingredients, includes information on chemical ingredients; trade secret claims. Section 4, First-aid measures, includes important symptoms/ effects, acute, delayed; required treatment. Section 5, Fire-fighting measures, lists suitable extinguishing techniques, equipment; chemical hazards from fire. Section 6, Accidental release measures, lists emergency procedures; protective equipment; and proper methods of containment and cleanup. Section 7, Handling and storage, lists precautions for safe handling and storage, including incompatibilities. Section 8, Exposure controls/personal protection, lists OSHA s permissible exposure limits (PELs); threshold limit values (TLVs); appropriate engineering controls; and personal protective equipment (PPE). Section 9, Physical and chemical properties, lists the chemical s characteristics. Section 10, Stability and reactivity, lists chemical stability and possibility of hazardous reactions. Section 11, Toxicological information, includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity. Section 12, Ecological information* Section 13, Disposal considerations* Section 14, Transport information* Section 15, Regulatory information* Section 16, Other information, includes date of preparation or last revision. *ote: Since other agencies regulate this information, OSHA will not be enforcing the content of sections 12 through 15. Pictogramas: a partir del 1 de junio de 2015, la norma de comunicación de peligros (HCS, por sus siglas en inglés) exigirá pictogramas en las etiquetas para advertir a los usuarios de los peligros químicos a los que pueden estar expuestos. Cada pictograma representa un peligro definido y consiste en un símbolo sobre un fondo blanco enmarcado con un borde rojo. La clasificación del peligro químico determina el pictograma que muestra la etiqueta.
