1 Information required for a vessel s flagging. The following are the full particulars required by the Merchant Marine General Directorate (Digemar) for a vessel s flagging and issuance of provisional navigation patente and radio license (valid for six months each): 1. name of vessel 2. previous name of vessel 3. previous nationality of vessel 4. name and nationality of owner and its correspondence address abroad 5. accounting authority for radio station 6. number of decks, masts and funnels 7. material of hull 8. length, depth and breath 9. gross and net tonnages 10. service of vessel, e.g. dry cargo, bulk carrier, tanker or other 11. place and date of construction 12. name of builders 13. number and type of engines 14. number of cylinders per engine 15. engine manufacturers 16. speed of vessel per engine 17. name of the classification society 18. IMO number, if available 19. Copy of the Document of Compliance (DOC) issued to the shipowner and of the Safety Management Certificate (SMC) issued to the vessel, pursuant to the ISM Code issued by the previous Registry. 20. ISPS Certificates including the last CSR issued by the previous Registry. 21. IOPP Certificate (if the vessel is a tanker) The application for a vessel s flagging can be submitted by a lawyer in Panama and the provisional Patent and Radio Licence obtained here as well or instruct Digemar to authorize issuance of the provisional documents through a Consulate abroad. If the vessel is transferred to Panama from another registry, the documents required are the following: a. Deletion Certificate from previous registry duly Panamanian legalized;* b. Bill of Sale / Acceptance, duly notarized and Panamanian legalized; and c. Letter of Appointment in favour of the vessel s appointed legal representatives in Panama (Panamanian lawyer), duly notarized and Panamanian legalized. Notarizations should be effected by way of acknowledgement by the Notary Public of the authenticity of the signatures and legal capacity of the signatories. Legalizations are effected either by a Panamanian Consul or by Apostil. If the vessel transferred to Panama by the buyer has been purchased by means of a Court sale, a deletion certificate from the previous registry is not required. In this case the buyers are only required to produce the Court s Bill of Sale and Acceptance issued by the buyer, these documents duly notarized and Panamanian legalized. In cases where the Bill of Sale/Acceptance or any other documents are not available at the time of flagging, Digemar can dispense temporarily with the presentation of the document or relevant documents on the basis of a written undertaking submitted by us to deliver the relevant documents to Digemar here in Panama at a later date. In addition to those documents submitted at the time of vessel s flagging which must also be used in the process of vessel s permanent registration and issuance of the statutory navigation patente and radio license

2 (valid for 5 years each), namely, the title documents (Bill of Sale/Acceptance), Letter of Appointment and where applicable, Deletion Certificate from previous registry, the only other documents which must be submitted to complete the process of permanent registration and issuance of the Regulatory Patent valid for five years, are the following: (i) The full term International Tonnage Certificate (1969) issued by the vessel s classification society under the authority of the Republic of Panama as per the attached list marked Schedule 3; (ii) DOC, SMC and ISSC when and if applicable issued by the vessel s classification society under the authority of the Republic of Panama as per the attached list marked Sechedule 3; (iii) CSR issued under the Panamanian registry;. (iv) Copy of the contract between the owners and the accounting authority for radio station or confirmation sent directly by the said accounting authority to Digemar to the effect that they have been appointed as such. Attached please find marked Schedule 4 a list of the accounting authorities for radio station approved by the Republic of Panama to act as such; and (v) Radio Application as per application marked Schedule 5 (agregar format de aplicación de radio).
