Ernesto Gutiérrez Conte Nació el 17 de marzo de 1957 en Buenos Aires, Argentina. Es casado y padre de tres hijos. Hace más de 6 años que desarrolla su principal actividad profesional como Presidente, Director y C.E.O. de Aeropuertos Argentina 2000 S.A., la empresa que desde 1998 administra y opera el Sistema Nacional Aeroportuario de la República de Argentina, integrado por 32 aeropuertos, constituyéndose en el mayor concesionario privado de aeropuertos del mundo. En septiembre pasado, fue designado en la sede de la Organización de Estados Americanos OEA, como Presidente del Sector Privado de las Américas. Se trata de una asociación que representa empresarios y entidades empresarias del hemisferio, que tiene como principal objetivo la articulación del dialogo permanente entre los sectores publico
y privado, a fin de hacer realidad los beneficios de la democracia para los pueblos de las Américas. Desde el año 2003, es Presidente del Consorcio Puerta del Sur, compañía que tiene a su cargo la administración y explotación del Aeropuerto Internacional de Carrasco, principal Terminal aérea de la Republica Oriental del Uruguay. Es también, desde 2002, Director de Terminal de Cargas Aéreas TCA, principal sociedad creada para la administración y operación de las terminales de cargas aéreas en los aeropuertos internacionales de la República Argentina. En el año 2002, fue designado Director de American International Airports, AIA. Esta compañía tiene su sede en New York, Estados Unidos de América. El holding tiene como principal actividad el control de las operaciones aeroportuarias en diversos países del mundo. Además, a través de alianzas estratégicas con empresas líderes internacionales se desarrolla dentro del sector aeroportuario en forma integral. Su experiencia y amplia trayectoria en el sector aeroportuario le han hecho valer el reconocimiento internacional, siendo designado desde marzo 2002 y reelecto en noviembre de 2004 por un segundo periodo, como Presidente del Consejo Internacional de Aeropuertos de la Región de Latinoamérica y el Caribe ACI-LAC (Airport Council International Latin American and the Caribbean), y también es miembro permanente de su Consejo Regional. Esta sede de asociación internacional, agrupa a más de los 50 principales operadores de esta región que administran y operan mas de 240 aeropuertos, y que en conjunto representan el 98% del trafico por aire de pasajeros, aeronaves y mercancías. 3. 4. José Miguel Insulza, José Miguel Insulza fue elegido Secretario General de la OEA el 2 de mayo de 2005 y asumió el cargo el 26 del mismo mes. El reconocido político chileno, de 62 años de edad, cuenta con una destacada trayectoria en el servicio público en su país, recientemente como Ministro del Interior. Insulza, quien ocupará el cargo de Secretario General por un término de cinco años, se ha comprometido a fortalecer la relevancia de la Organización e incrementar su capacidad de acción. Abogado de formación, Insulza tiene una licenciatura en derecho de la Universidad de Chile, hizo estudios de postgrado en la Facultad Latinoamericana de Ciencias Sociales (FLACSO) y la maestría en ciencia política en la Universidad de Michigan. Fue Profesor de Teoría Política en la Universidad de Chile y de Ciencia Política en la Universidad Católica de Chile, hasta 1973. Sirvió además como Asesor Político del Ministerio de Relaciones Exteriores y Director de la Academia Diplomática de su país. Tras el golpe de Estado que llevó al poder al General Augusto Pinochet, Insulza estuvo exilado por 15 años, primero en Roma (1974-1980) y luego en México (1981-1988). En la Ciudad de México, fue investigador y luego Director del Instituto de Estudio de Estados Unidos en el Centro de Investigación y Docencia. Profesor de la Universidad Autónoma de México, de la Universidad Iberoamericana y del Instituto de Estudios Diplomáticos, Insulza es autor de numerosas publicaciones. En 1988, después del plebiscito chileno en contra del régimen de Pinochet, Insulza regresó a su patria y ayudó a liderar un movimiento político con miras a las elecciones democráticas celebradas en 1990. Insulza es miembro del Partido Socialista, que hace parte de una coalición moderada de partidos democráticos, y ha ocupado un número importante de posiciones de alto nivel en el gobierno. Bajo la administración del Presidente Patricio Aylwin, Insulza sirvió como Embajador Chileno para la Cooperación Internacional, Director de Asuntos Económicos Multinacionales del Ministerio de Relaciones Exteriores y Vicepresidente de la Agencia de Cooperación Internacional. En marzo de 1994, bajo la administración del Presidente Eduardo Frei, Insulza ocupó el cargo de Viceministro de Relaciones Exteriores y en septiembre del mismo año fue nombrado Canciller. En 1999, fue Ministro y Secretario General del Gabinete del Presidente, y el año siguiente fue nombrado Ministro del Interior y Vicepresidente de la República por el Presidente Ricardo Lagos. Cuando dejó su cargo en mayo de 2005, Insulza había ejercido a nivel ministerial por más de una década, el mayor período continuo para un ministro en la historia chilena.
Insulza nació el 2 de junio de 1943. Casado con Georgina Núñez Reyes, a quien conoció durante su exilio en México, tiene tres hijos, Francisca, Javier y Daniel. 5. Kevin Manning Kevin P. Manning Cámara Americana de Comercio de la República Dominicana. Actual Presidente de la Cámara Americana de Comercio de la República Dominicana. Es asesor del Presidente de AES Dominicana, Previamente, era el Presidente de Itabo, una Generadora multi-planta llevada a cabo conjuntamente entre AES y la Corporación El Paso. Antes de trabajar en el sector energético, el Sr. Manning pasó treinta y cinco años en el desarrollo de recursos naturales en América Latina, adquiriendo una experiencia extensiva en Chile, Honduras, México, Perú y Venezuela. Un líder en responsabilidad corporativa social, el Sr. Manning recibió el Premio de Americano Distinguido 2002 por parte de la Embajada de los Estados Unidos en la República Dominicana en reconocimiento de sus esfuerzos en representación del pueblo Dominicano. Es activo en el apoyo educativo y programas de patrocinio escolar, el Sr. Manning es actualmente el Vice-Presidente del Instituto Cultural Dominico Americano en Santo Domingo y en la Junta de Asesores del Proyecto de Educación y Guía en la República Dominicana (DREAM). 6. Andrés Van-der-Horst El Señor Andrés Van-der-Horst Álvarez es Graduado con honores en Administración de Empresas de la Universidad Católica Madre y Maestra, posee una maestría en Mercadeo de la Escuela de Alta Dirección y Administración, Barcelona, España, obteniendo el merito al Honor Estudiantil. Luego realiza una maestría en Negocios en la Florida, con el más alto reconocimiento al mérito académico Academic Merit Award, y el Dean List. Luego realiza una maestría en ciencias en estrategia y competitividad, logrando mas tarde ser candidato al Doctorado en Filosofía en Negocios de la escuela de Administración y Negocios de la Universidad de Miami obteniendo el premio del Presidente de la Universidad. Por contribuciones y calificaciones pertenece a la confraternidad de honor para las escuelas de negocios norteamericanas Beta Gamma Sigma y. Ha sido alumno de los Profesores Michael Porter, Michael Connoly y Robert Fisher de la Universidad de Harvard, habiendo cursado en el Instituto de Estrategia y Competitividad de la Universidad de Harvard. Ha publicado artículos en revistas especializadas internacionales, así como en revistas académicas. Ha sido columnista en revistas y periódicos nacionales en Negocios y Economía.
Es profesor de postgrado en la Universidad Católica Madre y Maestra, en estrategia y competitividad gerencial, así como profesor invitado en universidades y escuelas de negocios en ciudades como Barcelona, Santiago de Chile, Sao Paulo, Miami, entre otras. Ha sido consultor del Banco Interamericano de Desarrollo, Banco Mundial y la CEPAL, así como de varias firmas internacionales como Ernst & Young, HLB Internacional, CRI Internacional, entre otras En la actualidad es Asesor Económico de la Secretaría de Industria y Comercio, miembro titular del Consejo Nacional de Negociaciones Comerciales y Director Ejecutivo del Consejo Nacional de Competitividad. 7. René Villarreal René Villarreal es doctor en economía por la Universidad de Yale y obtuvo el Premio Nacional de Economía en 1976 con su tesis (hoy libro del FCE), en su sexta edición ampliada, titulado Industrialización, Competitividad y Desequilibrio Externo en México: Un Enfoque Macroindustrial y Financiero 1929-2005" Ha sido Subsecretario de Industria y Comercio en Secretaría de Comercio y Fomento Industrial SECOFI (1982-1985), Subsecretario de Reconversión Industrial de la SEMIP, Director de Finanzas Internacionales y Planeación de la Secretaría de Hacienda y Crédito Público SHCP. En el área empresarial fue Presidente y Director General del Grupo Industrial y Comercial PIPSA. Actualmente es Presidente del Instituto de Competitividad Sistémica y Desarrollo (ICSD) y del Centro de Capital Intelectual y Competitividad (CECIC), Institución Asociada (Partner Institute) del Foro Económico Mundial de Davos para la elaboración del estudio de Competitividad Mundial para la edición del Global Competitiveness Report, es miembro del Consejo Directivo del "Peter Drucker Center of Management" de la Universidad de Claremont, California y miembro de la Fundación Internacional Triffin de la Universidad Católica de Lovaina. Nicolás Ardito Barletta Nicolás Ardito Barletta Presidente de Asesores Estratégicos, S. A., fue Administrador General de la Autoridad de la Región Interoceánica (ARI). 10. Ben Petrazzini Ben A. Petrazzini es el Director del Instituto para la Conectividad en las Américas (ICA). Anteriormente, el Sr. Petrazzini fue Asesor en Políticas de la Secretaría General de la Unión Internacional de Telecomunicaciones (ITU) y representante de la ITU ante las Naciones Unidas en Nueva York. También fue miembro del equipo operativo del Secretariado de Tecnología de Información y Comunicaciones de las Naciones Unidas (UN ICT Task Force) y representante de la ITU en la Cumbre Mundial de la Sociedad de Información en Nueva York. El Sr. Petrazzini tiene un Ph.D en Comunicaciones de la Universidad de California en San Diego. Es abogado y tiene una maestría MA en Ciencias Sociales. Fue Profesor Asistente de la Escuela de Negocios de la Universidad de Ciencia y Tecnología en Hong Kong. Actuó como asesor del Congreso Nacional en Argentina y ejerció como profesor en la Universidad Nacional en Buenos Aires. Asimismo, se desempeñó como consultor para instituciones públicas y privadas en materia de ICT. El Sr. Petrazzini es responsable de numerosas publicaciones en los campos relacionados a las políticas de telecomunicaciones y regulaciones en los países en desarrollo. 11. Christopher Sabatini Christopher Sabatini is the Senior Director for Policy at the Americas Society/Council of the Americas (AS/COA), overseeing the AS/COA s research and publishing programs. He joined the AS/COA in November 2005. From 1997 to 2005, Sabatini was the Director for Latin America and the Caribbean at the National Endowment for Democracy. As Director, Mr. Sabatini managed the National Endowment for Democracy s (NED) grant programs to International Republic Institute, National Democratic Institute, Center for International Private Enterprise, and the American Center for International Labor Solidarity as well as dozens of direct grants to research institutes and non-governmental organizations throughout the hemisphere. From 1995 to 1997 Mr. Sabatini was a Diplomacy Fellow with the American Association for the Advancement of Science, working at the U.S. Agency for International Development s Center for Democracy and Governance. He has served as an advisor to the World Bank and the U.S. Agency for International Development. Mr. Sabatini has published numerous articles on a number of themes concerning Latin America, democratization, security and defense, political parties, and the effectiveness of international programs to support democratic development. His most recent work includes: a forthcoming book chapter on citizenship and democracy in Latin America; a book chapter on human rights and elections in post-transition Latin America titled
"Advocacy, Ideology and Partisanship: Human Rights in the Electoral Arena"; an article in the April 2003 volume of Journal of Democracy on decentralization and party fragmentation in the Andean Region titled Lost Illusions: Decentralization and Political Parties, and an article in the Fall 2002 issue of World Affairs titled The Decline of Ideology and the Rise of Quality of Politics Parties in Latin America. He has also written op eds for U.S. and international newspapers, including most recently an op ed on 2006 electoral trends in the region that appeared in the Christian Science Monitor and another on competitiveness in Brazil that appeared the Miami Herald. He is currently working on an article on labor reform. Mr. Sabatini has been interviewed by radio, newspaper and television on issues concerning democracy in Latin America and has testified before the House Sub Committee on the Western Hemisphere on the status of democracy in Latin America and before the House International Relations Committee on human rights in Cuba. He is a member of the American Political Science Association, the Latin American Studies Association, the Inter-American Dialogue, and New York Road Runners Club. He has completed over 10 marathons and in the 2005 Boston Marathon was 24 th masters male (over 40) finisher. Mr. Sabatini has a Ph.D. in Government from the University of Virginia and has been an adjunct professor at American University. 12. J. Barrie Farrington J BARRIE FARRINGTON S relationship with the hotel industry began with Nassau Marine Services limited, the owner and operator of the Nassau Yachts Haven and Pilot House Hotel. Starting as an Account Clerk in 1954 he progressed to President of the company in 1967. In December of 1971 he joined Paradise Island Limited, the owner of the Paradise Island Casino and in March 1973 he was made Vice President and Treasurer. With the formation of Resorts International (Bahamas) Limited in 1980, he was promoted to Senior Vice President in charge of Administration. For years 1991 through 1993, he served in the office of the President of the Resorts International Bahamas Ltd. Mr. Farrington continues to hold the position of Senior V.P. Administration with Kerzner International Bahamas Ltd. There are many associated areas where his involvement has and continues to foster improvement in our tourism product which includes: 1. Active participation in the administration of Bahamas Hotel Employers Association for more than 25 years and is presently service his 22nd term as President of the Association. 2. Susan Cote-Freeman Susan Côté-Freeman is a Canadian who first joined Transparency International in Berlin in 1997 as a programme officer for francophone Africa and a member of the public relations team. She subsequently helped establish the office of the TI Secretariat in London where she acted as co-ordinator. It is in this capacity that she became involved with TI s private sector work, through involvement in the development of the Business Principles for Countering Bribery.
In September 2002, Susan joined Transparency International (UK) as Director for External Relations and Communications. In her work with the TI(UK) national chapter, she dealt extensively with the private sector and represented the organisation on corporate social responsibility issues and in its general outreach to companies. In addition to her responsibilities with TI(UK), Susan managed the Business Principles project on behalf of the TI Secretariat and has been promoting them among corporate audiences in the United Kingdom and abroad since their publication in 2002. Susan is based in the United States since September 2004. She is currently Program Director at Transparency International in Washington D.C. where she continues to work with the private sector on corruption-related issues. 16. Nigel John Upon graduation from UWI Nigel joined his father s Engineering and Valuations consultancy in Grenada, Joseph John and Associates Ltd., as a graduate Engineer, where he remained until the end of 1997. In January 1998 Nigel moved to Botswana and worked on contract as a Civil Engineer with the government there, charged with managing the construction of government buildings in rural communities, as well as the improvement of, and delivery of training in, local tendering procedures. Late in 2000 Nigel returned to Grenada and rejoined the family firm but after a year and a half left to take up a local, two-year appointment as Procurement Specialist/Engineer with a World Bank Project Co-ordination Unit attached to the Ministry of Finance, a contract that terminated normally in May 2002. Nigel then rejoined Joseph John and Associates Ltd. and now serves as Managing Director. On his return from Botswana Nigel became very active within the Grenada Chamber of Industry and Commerce and became a Board member then First Vice President in 2002 and 2003 respectively. Nigel was elected President in 2004 and is now on his second consecutive term. In addition to these duties Nigel serves on the High Court Annexed Mediation Committee in Grenada and is President of the Scout Association. In 2005 Nigel was appointed Vice President of the CAIC. 17. Sergio Escobar 18. Bernadette Lewis Ms. Bernadette Lewis was appointed to the position of Secretary General of the Caribbean Telecommunications Union (CTU) in August 2003. Ms. Lewis is the first woman to hold the position since the CTU was established in 1989. Previously, Ms. Lewis served as the Technical Manager at the Caribbean Association of National Telecommunication
Organisations (CANTO), an organisation of Caribbean telecommunications operators. Her experience also includes work at Telecommunications Services of Trinidad and Tobago Ltd. the incumbent operator at the functional and managerial levels. Ms. Lewis holds a BSc. from The University of the West Indies and a Master's degree in Telecommunications Technology from the University of Aston in the United Kingdom. 19. Guillermo Abaracon Mr. Abaracon is Director of the Competitiveness Capacity Building Initiative (CCBI) at the Organization of American States in Washington, DC. He holds a J.D. from the Universidad of Law Uruguay in his native country, a Diplôme d'études approfondies (DEA) in International Law from France s Université de la Sorbonne and a Master Public Administration from Harvard University s Kennedy School of Government, where he is currently a member of the Dean s Council for International Development. He is fluent in English, French, Portuguese and Spanish. Mr. Abaracon is currently member of the Board of the European Union s Iberoamerican Business Roundtable. He was nominated for the World Economic Forum s Leaders for Tomorrow in the year 2000 and has been a visiting lecturer at the Instituto de Estudos Internacionais (Fundação Getulio Vargas) as well as the Center for Latin American Studies at Columbia University and Mexico s Tecnológico de Monterrey. Most recently, Mr. Abaracon developed the Competitiveness Capacity Building Initiative (CCBI) at the Organization of American States. The CCBI works in partnership with the government, business, and the academic sector in LAC and multilateral financial institutions and development cooperation agencies to support national and sub-national governments in their capacity to conceive and implement projects that increase competitiveness level. Between the years of 1986 and 1988 worked for the U.N. and the International Court of Arbitration in Paris and for the General Agreement on Trade and Tariffs (GATT) in Geneva. In 1988 he was appointed as Special Advisor to the President s office of the Inter-american Development Bank. During his time in this position Mr. Abaracon worked directly on some of the Bank s most forward-looking initiatives, that later came to mark a new era for the IDB Group as the leading development and international financial institution for Latin American and the Caribbean (LAC). During his tenure he held key positions at the Inter-American Investment Corporation (IIC) and the Private Investment Committee for the IDB-IIC Group, and particularly during the launching of the Bank s Private Sector Project Finance Department. Mr. Abaracon s long-standing commitment to the region spearhead several leadership initiatives in international development arena that including: Director of the Governing Council of the Society for International Development (SID), where he launched and co-chaired the Parliamentarians and Civil Society of the Americas Conference in Brasilia, with then-president F. H. Cardoso; Chairman of SID s XXII World Conference, Economic Globalization: Opening Space for Civil Society, held in Spain in May of 1997. At the age of 36 he was distinguished by the King and Queen of Spain with the prestigious Rey Juan Carlos
condecoration in recognition of his political leadership and civic achievements. Later that year, he was Chair of the Emerging Leaders of the Western Hemisphere Initiative. Today, he is the founder of Forum Americas a non-profit institution devoted to the engagement for a renewed political, social and business leadership in the hemisphere. 20. Carlos Arguello Argüello, possesses over twenty years of cumulated experience in the medium of Graphic and Digital Design. Argüello has excelled as creative and Artistic Director is such world renowned company as Walt Disney Features, Cinesite (Kodak), Synthetic Video, and PDI (Pacific Data Images). Argüello initiated his career in San Francisco, California, in the early 1980 s, where he created 3-D Digital Graphics for Ford Aero Space (NASA). He received several awards for this work, including First Place in the NCGA National Computer Graphics Association Competition in 1986, for his contribution in the UARS (Upper Atmosphere Research Satellite) Program. In the following seven years, Argüello made a gradual transition to the entertainment industry, working as Creative Director and Artistic Director, for Pacific Data Images. Here he collaborated in several commercial and Television Station ID Logos, for ABC, NBC, CBS, HBO, and TNT. While at PDI, Argüello also worked in a series of designs for theme parks, such as Euro Disney. He also created several Music Videos, including two for Michael Jackson, ( Black and White and Remember the Time ). Argüello also worked on David Byrne s She s Mad Clip, which earned him an MTV Video Music Awards Nomination for Best Director. In the early 1990 s, Argüello relocated to Hollywood, to open a new division of PDI, which would specialize in full-length features. During his stay at PDI Argüello worked as Creative Director in the following films: Natural Born Killers (Oliver Stone), Heart & Souls (Universal Pictures), and Angels in the Outfield (Disney/Caravan Pictures). In 1994 Argüello left Pacific Data Images, to head the creative area of a new Digital Design Studio for Kodak, Cinesite. While at Cinesite, he took on the role of Creative Director and Digital Effects Supervisor for several well known films, including: Space Jam, Batman and Robin, Sphere, The Devil s Advocate, Armageddon, and The Mummy. He also worked in Ricky Martin s Video Clip for the hit song She s All I Ever Had, which was honored with an Alma Award. In 2000 Argüello left Cinecite to be the Art Director in Disney s digital animation film Wild Life. Working with the production designer, they were responsible for the look of characters, environments, and effects of the entered film.
A year later, in 2001, he returned to his native country, Guatemala, and he created studio (c). His goal has been to work with local talents offering them his experience of design and production in architecture, audio-visual production and graphic design. Studio (c) has worked in the design and remodeling in Guatemala City. At the end of the 2003 studio (c) began to produce visual effects with Hammmerhead Studios for the film "The Chronicles of Riddick", one of Universal Studios largest productions of 2004 starring Vin Diesel. In 2004, studio (c) worked with Hammerhead Studios on The Ring 2 (DreamWorks), with Furious Effects on Fever Pitch (Fox). Studio(c) contributed over 250 VFX shots, in 2006, to Disney s blockbuster The Chronicles of Narnia: The Lion, the Witch and the Wardrobe which garnered an Academy Award nomination for achievement in Visual Effects. 21. Rafael Pérez Colón Rafael Pérez Colón is Microsoft Latin America s Multilateral Institutions Relations Manager. In this position, he is responsible for Microsoft s relationship & collaboration strategy with international financial institutions, intergovernmental and bilaterals focused on ICT for development activities in Latin America and the Caribbean. He holds a Doctorate Degree (ABD) in Computer Sciences from Madrid Polytechnic University - Spain; a Master Degree in Knowledge Engineering also from Madrid Polytechnic University and a BS in Computer Engineering from the University of Puerto Rico. During his 28 years of experience in the Information Technologies field, he has developed activities as professional Computer Engineer, university Professor, Researcher and Journalist. As a professor in main universities from Puerto Rico and Spain, as researcher, he developed his doctoral research participating in diverse European Community projects. Professionally he served in the University of Puerto Rico as IT Technical Services Director, and as Strategic IT Consultant for universities and government in Puerto Rico and also as Consultant for international organizations like the Organizations of American States and FUNDESCO from Spain. He was a regular collaborator (1994-99) for El Nuevo Día, Puerto-rican newspaper -- business section --, and also has maintained a weekly section in Análisis Noticioso, a
daily TV program, where he was the analyst of the news and trends in the ICT field. He is also co-author of various books and articles published internationally. Rafael joined Microsoft in 1998 as Education Manager for the Caribbean, based in Puerto Rico. In 2000 he joints Microsoft Latin America Headquarter as Government & Education Regional Manager, based in Ft. Lauderdale. Since 2002 he is based in Washington DC for his current position. 22. Clovis Baptista Mr. Baptista holds an Engineering Degree in Telecommunications (1972) from the Pontifical Catholic University of Rio de Janeiro, with advanced studies in Software Engineering and Computer Networks. Prior to becoming the Executive Secretary of CITEL in March 2000, Mr. Baptista held several key positions in the Ministry of Communications and, later on, in the telecommunications regulatory agency of Brazil, ANATEL. He also assumed major responsibilities at EMBRATEL, an important telecommunications operator in Brazil, where he worked from 1974 to 1995. He was an active participant in conferences and meetings of the International Telecommunication Union (ITU) and CITEL and in WTO negotiations on basic telecommunications services leading to the Fourth Protocol to the GATS Agreement in 1997.
Mr. Baptista also represents OAS at the Hemispheric Advisory Board of the Institute for Connectivity in the Americas (ICA), a Government-supported Canadian organization created in the framework of the 2001 Summit of the Americas in Quebec City. The Institute promotes the use of ICTs to help overcome barriers to socioeconomic development in Latin America and the Caribbean. 25. Edgardo Torres Caballero Mr. Torres-Caballero joint Hewlett-Packard on June 2004 as Business Planning Manager, for the Ink Supplies Business, Americas Hub (ISB-A). ISB-A is a manufacturing, R&D and Services center for the Imaging and Printing Group business unit of the corporation. Torres- Caballero worked on strategic planning and business development activities for ISB and the Wellness Program, then existing under the leadership of VJ at IPG. Since July 2005 Torres-Caballero has been promoted to a corporate position as Government Affairs Manager for Latin America and the Caribbean under the Public Sector Advocacy world-wide organization. His role is to advance HP s interest in the LAR region, advocating procurement policies changes that have an impact on HP business units and to promote the public sector vertical business growth opportunities in the LAR. He also supports other HP s business units in the CACPR region and is a member of the Executive Council of BUs in Puerto Rico. Torres-Caballero is a former Deputy Secretary (December 2003) of Economic Development and Commerce (DEDC) of the Commonwealth of Puerto Rico. DEDC is the central economic development organization of the Commonwealth of Puerto Rico with a consolidated budget of $200M and over 1,000 employees. It implements its main strategies and programs through various public corporations. Torres-Caballero had a dual function also as de-facto Executive Director of the development of a $700M transshipment port and second ranking official at DEDC. Among the many responsibilities, Torres-Caballero leaded various initiatives and programs: senior executive officer in charge of the promotion of new businesses (during his tenure over $3 Billion of investment were promoted mainly in the Biotechnology sector); coordinator of Puerto Rico s global open skies policies (over four major global and national airline carries began flying out of Puerto Rico), liaison for the energy and science & technology sectors (a new R&D Trust Fund of $120M was created and renewable energy programs were implemented), among others. He contributed to forge closer inter-state and regional Latin American government relations (served in over 6 regional and national board of directors), directed towards the advancement of new trade activity and the promotion of science and technology initiatives. He also served as member of a series of Board of Directors from public and private organizations. From December 2002, Mr. Torres-Caballero was under secretary of strategic projects for the DEDC. Torres-Caballero was in charge of the development of external trade relations
and strategies (four satellite trade offices were established in Latin America, the US and Europe). He advised and represented the Secretary of Economic Development and Commerce, Hon. Ramón Cantero-Frau, in activities related to government-lead developments in the ports, tourism and industry sectors. From January to June 2001, Mr. Torres-Caballero was director of a housing construction program at the Puerto Rico Housing Department. He coordinated with mayors and federal agencies and was advisor to the Office of the Housing Secretary in related affairs. (Over 2,300 housing units began construction and over 600 were delivered to low income families in PR) In December 2000, Torres-Caballero joined the Governor Elect of Puerto Rico s Transition Committee, assisting committee members as a consultant. (I was the youngest member of the inner core members of the Calderon Administration) Between September 1999 and December 2000, he was the special assistant to the advisor of federal affairs for the office of the mayor of San Juan. He was responsible for aiding in the planning of federal objectives for this municipality. (In less than a year over $2M were secured from federal sources for Municipal programs) From December 1998 to September 1999, he joined the working team of the Ecuador Embassy in Washington, D.C., as assistant to the premier secretary of environmental and economic affairs. He performed lobbying activities in the U.S. Congress regarding trade measures and was also involved in the coordination of government affairs activities of the embassy involving the US/Ecuadorian Chamber of Commerce and the private sector. Between August 1995 and January 1996, Torres-Caballero was a legislative assistant to the former president of the senate of Puerto Rico, Hon. Miguel Hernández-Agosto. This position gave him the opportunity to work in the design of legislative measures and to perform analysis of public policies. Edgardo Torres-Caballero has a Bachelor Degree in Arts with a minor in International Relations, Economics and Latin American studies of the Elliot School of International Affairs of the George Washington University in Washington, D.C. Fue asesor de varias empresas como Bell Atlantic, U.S. Sprint, LucasZ, Hispasat y desde el año 1993 cumplió funciones como asesor de Telefónica de Argentina, siendo actualmente Director de Relaciones Corporativas y Gestión del Conocimiento. Danilo Piaggesi Danilo Piaggesi es Jefe de la División de Tecnología de Información para el Desarrollo (SDS) del Departamento de Desarrollo Sostenible (SDS) del Banco Interamericano de Desarrollo (BID), cargo que ejerce desde principios de 1999. Previo a su incorporación al BID, entre 1990 y 1998, el Sr. Piaggesi fue funcionario y parte del equipo técnico de Societá per Azioni per le Comunicazioni Spaziali (TELESPAZIO) del Grupo TELECOM-Italia en Roma, donde tuvo a su cargo la División de Alianzas Estratégicas y Actividades Internacionales. El Sr. Piaggesi ha sido funcionario de la Organización para la Alimentación y la Agricultura (FAO) de las Naciones Unidas entre 1981 y 1990. Asimismo ha sido consultor de la Comisión Europea en el campo de telecomunicaciones y medioambiente. El Sr. Piaggesi posee una Maestría en Física con especialización en Geofísica de la Universidad de Roma y con un certificado en Negocios Internacionales de la Universidad de Georgetown y la Universidad John Cabot (Washington, D.C./Roma, Italia).
