STUDY OF FEASIBILITY OF A COMBINED CYCLE POWER PLANT IN ALMERIA (SPAIN) Autor: Juan López Barceló Director: Dr. Rizwan-uddin Entidad Colaboradora: ICAI Universidad Pontifica de Comillas RESUMEN DE PROYECTO El objeto de este proyecto es estudiar la viabilidad técnica y económica de una planta de ciclo combinado de 400 MW, utilizando gas natural como combustible. La planta estará ubicada en Almería, a nivel del mar en el Arco Mediterráneo, junto a la central térmica de Carboneras. Es el lugar perfecto para este proyecto debido a sus excelentes condiciones para el suministro de electricidad y la obtención de gas natural y agua. El Arco Mediterráneo tiene la mayor demanda de electricidad residencial, comercial e industrial en España y la planta estará cerca de importantes zonas industriales (Almería y Murcia). Al mismo tiempo, la planta estará situada en una ubicación perfecta cerca de la Terminal de GNL de Cartagena, principal receptor de gas natural entre el norte de África y Oriente Medio. Así como el gasoducto Medgaz, el cual provee de gas desde Argelia a Europa, vía España. La central de ciclo combinado generará 400 MW, con una configuración mono-eje, y tres niveles de presión. En primer lugar, el proyecto tendrá en cuenta varias tecnologías existentes con el fin de elegir una configuración del ciclo combinado. Además de esto, se realizará un estudio de gasto de combustible y potencia teniendo en cuenta los resultados obtenidos en ciclos combinados con similares características (la
temperatura, la temperatura del agua, la presión atmosférica...). Una vez que la configuración que se elija, se estudiará la aplicación de los equipos que configuran el ciclo combinado. En segundo lugar, se analizará la fuente de energía primaria, ilustrando así la cadena del gas natural (up-stream and down-stream), centrándose especialmente en la red de gasoductos y el gas que suministra directamente a la planta de ciclo combinado. Por otra parte, durante la elaboración del proyecto, será desarrollado un estudio sobre la evacuación de la electricidad generada y el suministro de agua a la planta de ciclo combinado. A posteriori, se realizará un estudio económico de la viabilidad del proyecto. En esta sección, será elegido el plan de financiación más adecuado, el modelo financiero durante la vida útil de la planta de energía se desarrollará, y los resultados económicos que hacen posible esta instalación se mostrarán. Por último, las conclusiones del proyecto se presentarán, acompañando estas conclusiones en la situación económica actual y el desarrollo del mercado energético. De acuerdo con los resultados obtenidos y la información, es posible llegar a la conclusión de que es técnicamente factible desarrollar este proyecto con la tecnología seleccionada. El estudio del gas natural confirma que la capacidad de infraestructura es suficiente para suministrar gas natural a la central eléctrica. Es factible el suministro de gas natural a la central de ciclo combinado, la creación de una tubería principal al ciclo combinado.
En el capítulo del sistema eléctrico se analiza y dimensiona el sistema eléctrico necesario para la central eléctrica. Al mismo tiempo, se calcula si las líneas eléctricas principales son suficientes para evacuar la electricidad generada. Por otra parte, este estudio explica la situación actual del mercado eléctrico español. El estudio de abastecimiento de agua evalúa los recursos hídricos y el impacto de la central eléctrica. En base a este estudio, el suministro de agua de mar para la planta de energía es posible gracias a un circuito cerrado y el uso de agua de mar. Durante el estudio económico se define el método de financiación de proyectos con el fin de construir un modelo económico para estudiar la vida de un proyecto de larga duración. Este método simula los resultados económicos de la central (inversiones, costes e ingresos) a fin de obtener algunos resultados financieros (TIR, VAN, y pagar). Por lo tanto, es posible concluir la planta de ciclo combinado es económicamente viable. Hay tres factores principales para la viabilidad del proyecto: la inversión, el precio de venta de la electricidad y el precio del gas natural. Como resultado de ello, es fundamental actuar en todas las etapas del proyecto (planificación, construcción y explotación) para optimizar el resultado económico real.
PROJECT SUMMARY The object of this project is to study the technical and economic feasibility of a combined cycle power plant of 400 MW, using natural gas as fuel. The plant will be located in Almeria, at sea level in the Mediterranean Arc, next to the thermal power station of Carboneras. It is the perfect location for this project due to its excellent conditions for supplying electricity and obtaining natural gas and water. The Mediterranean Arc has the highest residential, commercial, and industrial electricity demand in Spain and the plant will be close to important industrial areas (Almeria and Murcia). At the same time, the plant will be situated in a perfect location near the LNG Terminal of Cartagena, which is a main LNG terminal in Spain receiving cargoes from North Africa and Middle East. As well as the Medgaz Pipeline, this provides gas from Algeria to Europe via Spain. The combined cycle power plant will generate 400 MW, with mono-shaft configuration, and three pressure levels. First of all, the project will consider several existing technologies in order to choose a configuration for the power plant. As well as this, it will realize a thermodynamic study taking in consideration the characteristics of the chosen location (temperature, water temperature, atmospheric pressure ). Once the configuration is chosen, it will study the implementation of the equipment which configure the combined cycle. Secondly, it will describe the primary energy source supply, illustrating the natural gas chain (upstream downstream), particularly focusing on the pipeline and gas grid which directly supplies the power plant. Moreover, during the project elaboration, it will be develop a study about the evacuation of the generated electricity supply and the power plant water supply.
A posteriori, an economic study of the feasibility of the project will be realized. In this section, the most appropriate financial plan will be chosen, the financial model during the power plant lifespan will be developed, and the economic results which make this installation feasible will be shown. Finally, the conclusions of the project will be presented, enclosing these conclusions among the currently economic situation and the development of the energetic market. According to the obtained results and information, it is possible to come to the conclusion that it is technically feasible to develop this project with the selected technology. The natural gas study confirms that the infrastructure capacity is enough to supply natural gas to the power plant. It is feasible to supply natural gas to the combined cycle power plant, building a new brand from the main pipeline to the power plant. In the electric system chapter it is analyze and sizing the necessary electric system for the power plant. At the same time, it is calculated if the main electric lines are enough in order to evacuate the generated electricity. Moreover, this study explains the current situation of the Spanish electric market. Water supply study evaluates the hydrological resources and the impact of the power plant. Based on this study, the supply of sea water to the power plant is feasible due to its closed circuit and the use of sea water. The economic study defines the project financing method in order to build an economic model to study the full-length project life. This method simulates the
economic performance of the power plant (investments, costs, and revenues) in order to obtain some financial results (TIR, VAN, and pay back). Therefore, it is possible to conclude the power plant is economically feasible. There are three main factors for the feasibility of the project: investment, sell price of the electricity, and the natural gas price. As a result, it is fundamental to act in all the stages of the project (planning, construction, and exploitation) to optimize the real economic result.
