INTRODUCCIÓN INTRODUCTION PROPÓSITO El Censo de marzo de 2013 sobre el empleo en las industrias manufactureras de Puerto Rico es el quincuagésimo segundo (52) que efectúa la División de Estadísticas Sobre Empleo del Negociado de Estadísticas del Trabajo, desde el 1952. El propósito principal de estos censos es establecer un punto de referencia anual para la revisión de los estimados sobre empleo, horas y salarios que publica la División de Estadísticas Sobre Empleo, mensualmente. ALCANCE Y MÉTODO Los datos son obtenidos mediante visitas de los recopiladores del Negociado de Estadísticas del Trabajo a todos los establecimientos manufactureros de la isla. Se recopila la siguiente información: fecha en que comenzó a operar el establecimiento, empleo total, mujeres empleadas, número de trabajadores de producción, total de nómina y horas pagadas a los trabajadores de producción, periodo de mayor actividad, forma de organización, productos elaborados y materia prima usada, uso y mercadeo del mismo, descripción breve del proceso de elaboración del producto principal y la ley de salarios que cubre el establecimiento. PURPOSE The March 2013 Census of Employment in the Manufacturing Industries in Puerto Rico is the fiftieth second (52) executed by the Employment Statistics Division of the Bureau of Labor Statistics, since 1952. The primary objective of these censuses is to establish a benchmark for the revision of the estimates of employment, hours and earnings that the Employment Statistics Division publishes every month. SCOPE AND METHOD The information is obtained by means of a canvass of manufacturing establishments by the field force of the Bureau of Labor Statistics. The following information is gathered: date in which the establishments started operations, total employment, number of women employed, number of production workers, total payroll and paid hours of the production workers, period of highest activity, form of organization, products manufactured and raw materials used, use and marketing of product, brief description of the manufacturing process of the main product of the establishment and the wage law covering the establishment. 1

La clasificación de los establecimientos se hace de acuerdo con el Manual North American Industry Classification System, preparado por el Negociado de Presupuesto de los Estados Unidos, Edición Revisada de 2012. Los establecimientos se clasifican por grupo industrial, teniendo como base el producto principal elaborado, lo que se determinó a base del valor relativo de las ventas ( en dólares ) durante el periodo de doce (12) meses que termina el 31 de marzo de 2013. En los casos en que un establecimiento informa más de un producto, todo empleo en la unidad se clasifica a base del producto principal elaborado. Los datos se presentan en veintiún (21) grupos principales que a su vez están subdivididos en ochenta y seis (86) subgrupos. Establishments are classified according to the North American Industry Classification System Manual, prepared by the United States Bureau of the Budget, 2012 Revised Edition. Establishments are classified by industrial groups based on the main product manufactured, which was determined on the relative sales value ( US dollars) during the twelve (12) months period, ending on March 31, 2013. In cases in which an establishment manufactures more than one product, the entire employment of the plant is included within the industry classified by the main product. Data is presented in twenty-one (21) sectors which are subdivided in eighty six (86) sub sectors. NOTAS ACLARATORIAS Esta publicación incluye los establecimientos manufactureros que operaron durante el periodo de pago que incluye el 12 de marzo de 2013. También incluye aquellos establecimientos que no tenían empleo para el periodo de pago estudiado, pero operaron en cualquier periodo de marzo de 2013. No incluye aquellos establecimientos donde solamente trabajó el dueño o familiares sin paga. EXPLANATORY NOTES This publication includes the establishments with salaried employment during the pay period which includes the 12th, of March 2013. It also includes those establishments which did not operate during the studied pay period, but operated in any other period within March 2013. The establishments that were operated only by the owner and/ or unpaid family workers are excluded. 2

DEFINICIONES ESTABLECIMIENTO Fábrica o planta física donde se desarrolla una actividad manufacturera. En aquellos casos en que una empresa tenía una o más fábricas en distintos locales que elaboran el mismo producto y tenía una sola nómina, se obtuvo un solo informe, si estaban en el mismo municipio. En los casos en que una empresa se dedicaba a distintas actividades manufactureras y tenía nóminas separadas se hizo un informe para cada actividad. INDUSTRIA Consiste de un grupo de establecimientos dedicados principalmente a un mismo campo o ramas similares de actividad económica. DEFINITIONS ESTABLISHMENT A single physical location at which an employer carried on his business activities. In those cases in which a firm was operating establishments at more than one location, but all of the plants were manufacturing the same product and kept one payroll, no separate reports were filled out for each establishment, if the plants were in the same municipality. For firms engaged in different manufacturing activities, separate forms were filled out for each activity whenever separate payrolls were available. INDUSTRY Consists of a group of establishments primarily engaged in the same line or similar lines of economic activity. INDUSTRIAS MANUFACTURERAS Incluye aquellos establecimientos generalmente conocidos como plantas, fábricas o molinos que se dedican a la transformación mecánica, física o química de substancias orgánicas o inorgánicas en nuevos productos. Entre los materiales elaborados en estos establecimientos se incluyen productos agrícolas, forestales, pesqueros y de minería. El producto final puede ser terminado en el sentido de que esté listo para la distribución o puede ser semi-terminado para ser usado como insumo en la manufactura de otros productos. MANUFACTURING INDUSTRIES Comprises those establishments commonly known as plants, factories, or mills which are engaged in the manufacturing of new products from organic or inorganic substances by mechanical or chemical means. The processed materials in these establishments include products of agriculture, fishing and mining. The finished products may be ready for distribution or semi-finished and used as inputs for the manufacturing of other products. 3

ARTÍCULOS NO DURADEROS Incluye alimentos; bebidas y productos de tabaco; textiles; productos textiles; ropa; cuero y productos de cuero; productos de papel; imprenta; petróleo y productos de carbón; productos químicos y plásticos y productos de goma. ARTÍCULOS DURADEROS Incluye productos de madera; minerales no metálicos; metal; productos fabricados en metal; maquinaria; computadoras y productos electrónicos; equipo eléctrico, enseres y componentes; transporte; muebles e industrias misceláneas. EMPLEO TOTAL Las cifras de empleo total cubren todas las personas que trabajaron o recibieron paga por todo o parte del tiempo del periodo de pago que incluye el día 12 de marzo. Incluye las personas que aparecen en la nómina del establecimiento aunque estén en licencia por enfermedad, días feriados o vacaciones con paga. Incluye también las que trabajaron durante parte del periodo de pago y a los oficiales asalariados de corporaciones. No incluye las personas empleadas que no se presentaron a su trabajo durante la semana de estudio, y no recibieron paga. Tampoco incluye a los propietarios, miembros de compañías no incorporadas, personas en licencia sin sueldo, pensionados, miembros de las Fuerzas Armadas y familiares sin paga. NON DURABLE GOODS Includes food; beverage and tobacco product; textile mills; textile product; apparel; leather and allied product; paper; printing and related support activities; petroleum and coal product; chemical and plastics and rubber products. DURABLE GOODS Includes wood product; nonmetallic minerals; metal; fabricated metal product; machinery; computer and electronics; electrical equipment and appliance; transportation; furniture and miscellaneous manufacturing. TOTAL EMPLOYMENT Total employment data refers to persons who worked during or received pay for the pay period which includes the 12 th of March. Includes persons on the establishment s payroll who were on paid sick leave, paid holiday or paid vacation. It also includes those who worked only during part of the pay period and also salaried officers of corporations. Not included are employed persons that did not report to work during the period studied and were not paid, nor the proprietors, members of unincorporated firms, pensioners, persons in any unpaid leave, members of the Armed Forces and unpaid family workers. 4

Como las cifras de empleo del Negociado de Estadísticas se obtienen de las nóminas de los establecimientos, cualquier persona que trabajó en más de un establecimiento durante la semana de pago de la encuesta, se contó más de una vez. La cifra de empleo total, por lo tanto, no es una medida del número de empleos de tiempo completo disponible, ni un contaje sin duplicar del número de trabajadores con paga. La cifra representa el número total de empleos en establecimientos manufactureros durante la semana de pago que cubrió la encuesta. TRABAJADORES DE PRODUCCIÓN Y RELACIONADOS Incluye capataces y toda clase de trabajadores de producción (incluyendo adiestradores y aprendices) ocupados en la fabricación, elaboración, ensamblaje, recibo, almacenaje, manejo, empaque, embarque, mantenimiento, reparación, vigilancia, desarrollo del producto, técnicos de computadoras dedicados a la manufactura del producto, auxiliares de producción para el propio uso de la planta (por ejemplo: producción de energía eléctrica), y el mantenimiento de expedientes u otros servicios estrechamente relacionados con las operaciones de producción antes mencionadas. El término de trabajadores de producción excluye empleados dedicados a las siguientes actividades: ejecutivos, compras, financiamiento, contabilidad, legales, recursos humanos, cafetería, actividades médicas, técnicas y profesionales, ventas y entrega, Since the Bureau of Labor Statistics employment figures are obtained from the establishment payroll records, persons who worked in more than one establishment during the reporting period are counted more than once. Thus, the total employment figure is not a measure of the number of available full time jobs, or an unduplicated count of paid workers. The figure represents the total number of active jobs in the manufacturing establishments during the specific payroll period. PRODUCTION AND RELATED WORKERS Includes working supervisors and all non supervisory workers (including group leaders and trainees) engaged in fabricating, processing, assembling, inspection, receiving, storage, handling, packing, warehousing, shipping, trucking, hauling, maintenance, repair, janitorial, guard services, products development, computer technicians engaged in manufacture of products, auxiliary production for plant s own use (e.g., power plant), and recordkeeping and other services closely associated with the above production operations. The term production and related workers excludes employees engaged in the following activities: executive, purchasing, finance, accounting, legal, personnel, cafeterias, medical, professional and technical activities, sales and delivery (e.g., delivery and route workers), advertising, credit, collection, installation and service of 5

publicidad, crédito, cobro de cuentas y funciones clericales, supervisión por encima del nivel de capataces y el grupo de construcción ocupados en adiciones y alteraciones mayores en la planta y que son realizadas por una fuerza de trabajo separada. own products, routine office function, factory supervision (above the working supervisor level); and force account construction employees engaged in major additions or alterations to the plant who are utilized as a separate work force. NÓMINA Incluye la nómina semanal de los trabajadores de producción y relacionados a tiempo completo y parcial para la semana que incluye el día 12 de marzo de 2013, antes de hacer las deducciones para el pago del sistema de retiro, pago de salarios anticipados, seguros grupales, cuotas de uniones y otras deducciones. Incluye la paga por licencia de enfermedad, días feriados y vacaciones pagadas que corresponda al periodo de pago. Excluye la paga retroactiva correspondiente a periodos anteriores, alojamiento, combustible, comidas, toda paga en especie y las comisiones y bonificaciones a menos que éstas sean ganadas y pagadas regularmente en cada período de pago. PAYROLL Includes weekly payroll of both full and part time production and related workers who worked during or received pay for, any part of the pay period which includes the 12 th of March 2013, before deductions for retirement pensions, advance payments, group insurance, union dues and other deductions. Includes payment for sick leave, paid holidays, and paid vacation. Excludes retroactive pay not earned during the period reported, value of free rent, fuel, meals, or other payments in kind, and commissions and bonuses unless earned and paid regularly. HORAS Incluye el total de horas trabajadas por los trabajadores de producción y relacionados, así como las horas pagadas por días feriados, licencia de enfermedad y vacaciones correspondiente al período de pago. Si los empleados eligieron trabajar su período de vacaciones, se incluye el total de horas pagadas a dichos empleados. No se convierten las horas extras a su equivalente en horas regulares. WORKER HOURS Includes hours actually worked or paid by full and part time production and related workers including hours paid for stand by or reporting time, holidays, sick leave and vacation paid during pay period reported. If employees elect to work during a vacation period, the total hours paid to such employees were included. Overtime hours were not converted to straight time equivalent hours. 6

SALARIO POR HORA Y SALARIO SEMANAL PROMEDIO La información sobre salario se basa en el salario bruto. El salario promedio refleja no sólo los cambios habidos en los tipos pagados por hora regular, sino otros factores como cambios en paga e incentivos pagados por horas y turnos extraordinarios. Los salarios por hora y semanal se afectan también por las variaciones en el empleo de trabajadores con salarios de tipo alto y bajo, y por los cambios en los salarios pagados por el establecimiento. El salario promedio por hora no debe confundirse con el tipo de salario por hora. Salario promedio por hora se refiere a la paga de hecho recibida por el trabajador por un periodo de tiempo; tipo de salario es la paga estipulada por unidad de tiempo o producción. Tampoco el salario promedio debe interpretarse como el costo total de la mano de obra, ya que no incluye las siguientes partidas: bonos pagados irregularmente, pagos retroactivos, aportaciones del patrono al fondo de seguridad social, contribuciones sobre nóminas (seguridad de empleo) y los salarios de aquellos empleados no cubiertos por la definición de trabajadores de producción. El salario semanal promedio es afectado por cambios en el salario por hora y en las horas trabajadas. Lo afecta, además, el trabajo parcial, los paros, la entrada y salida de trabajadores y el ausentismo. AVERAGE HOURLY AND WEEKLY EARNINGS Wage information for manufacturing is on a gross basis. The average earnings reflect not only changes in basic hourly and incentive wage rates, but also such other factors as pay changes and premium pay for overtime and late-shifts work. The average hourly and weekly earnings are also affected by shifts in the employment of relative high paid and low-paid workers and by changes in the worker s earnings paid in individual establishments. Average hourly earnings should not be confused with wage rates. Average hourly earnings refer to the actual pay received by the workers in a given period of time; wage rates are the amounts stipulated for a given unit of time or stated payment by unit produced. Neither should the average earnings be interpreted as representing total labor costs, since the following items are excluded: irregular bonuses, retroactive payments, payments for a social security benefits fund, taxes over payroll (employment security) and earnings for those employees not covered under the production and related workers definition. Average weekly earnings are affected by changes in average hourly earnings and in the length of the work week. They are also affected by part time work, strikes, labor turnover and absenteeism. 7

Los diferentes promedios que aparecen en este informe se calculan de la siguiente manera: The different averages in this report are computed as follows: SALARIO PROMEDIO POR HORA Dividiendo la nómina total de trabajadores de producción entre el total de horas pagadas. SALARIO SEMANAL PROMEDIO Multiplicando el promedio de horas pagadas a la semana por el salario promedio por hora. PROMEDIO DE HORAS SEMANALES Dividiendo el total de horas pagadas a los trabajadores de producción entre el total de trabajadores de producción. AVERAGE HOURLY EARNINGS Dividing total production and related workers payroll by total production and related workers hours. AVERAGE WEEKLY EARNINGS Multiplying average weekly hours for production and related workers by the average hourly earnings for production and related workers. AVERAGE WEEKLY HOURS Dividing total production and related workers hours by the number of production and related workers. SALARIO REAL PROMEDIO Dividiendo el salario nominal promedio en una fecha dada entre el Índice de Precios del Consumidor Obrero para la misma fecha. REAL AVERAGE EARNINGS Dividing the nominal average in any given date by the Consumer Price Index for Wage Earners in the corresponding date. 8

EMPLEO, HORAS Y SALARIOS EN LAS INDUSTRIAS MANUFACTURERAS DE PUERTO RICO CENSO MARZO 2013 El Censo de Industrias Manufactureras de Marzo de 2013 es el quincuagésimo segundo que efectúa la División de Estadísticas Sobre Empleo del Negociado de Estadísticas del Trabajo, desde 1952. Hasta el año 1981, se utilizó como período de referencia el mes de octubre de cada año. Del año 1983 en adelante, se cambió para el mes de marzo. Este ajuste fue necesario para igualar el punto de referencia de los estimados mensuales de las industrias manufactureras con el resto de las industrias de la encuesta de empleo asalariado no agrícola en Puerto Rico. EMPLOYMENT, HOURS AND EARNINGS IN THE MANUFACTURING INDUSTRIES IN PUERTO RICO MARCH 2013 CENSUS The Census of Manufacturing Industries of March 2013 is the fiftieth second (52) executed since 1952 by the Employment Statistics Division of the Bureau of Labor Statistics. Up to 1981 the month of October was used as reference or benchmark for the annual period. In 1983, the benchmark was shifted to the month of March. This modification was made to standardize our monthly estimates point of reference of the manufacturing industries, with the other industries that are included in the non agricultural industries employment and salary survey, which is also produce by this Division. En el 2003 se implantó el nuevo sistema de clasificación industrial North American Industry Classification System (NAICS), por lo que surgieron cambios que ocasionaron que se crearan nuevas industrias y otras desaparecieran. Por la incompatibilidad con la anterior clasificación Standard Industrial Classification (SIC), se comienza a efectuar los censos desde el 2005, en forma bianual. Esta es la cuarta publicación bajo la nueva clasificación. In 2003, the industry coding switched from the Standard Industrial Classification (SIC) to the North American Industry Classification System (NAICS). Therefore, new industries emerged and others vanished. Due to incompatibility with the previous classification SIC, the censuses were collected starting in 2005, every two years. This is the fourth publication accomplished under the new classification. 9

EMPLEO TOTAL MANUFACTURERO Los establecimientos manufactureros de Puerto Rico registraron un total de 68,079 empleos asalariados en marzo de 2013. Esto significó una baja de 7,788 empleos en relación con la cifra de marzo de 2011 (75,867). El empleo en la manufactura de bienes duraderos disminuyó de 31,867 en marzo de 2011 a 30,419 en marzo de 2013 para una baja de 1,448. Esta se reflejó en los grupos siguientes: Industrias Misceláneas (1,126); Maquinaria (326) e Industrias Primarias de Metal (101). Por otro lado se observaron aumentos de empleo en los siguientes grupos: Computadoras y Productos Electrónicos (122) y Equipo de Transporte (119). El empleo en la elaboración de bienes no duraderos registró una baja de 6,340, esto es, de 44,000 en marzo de 2011 a 37,660 en marzo de 2013. Se registraron bajas en los siguientes grupos: Ropa (3,345); Productos Químicos (942); Bebidas y Productos de Tabaco (845); Alimentos (593); Cuero y Productos de Cuero (374); Productos de Papel (129) e Imprenta (85). Se observó incremento de empleo solamente en el grupo de Plásticos y Productos de Goma (92). TOTAL MANUFACTURING EMPLOYMENT The manufacturing industries establishments registered a total of 68,079 employments for the month of March 2013. This represents a decrease of 7,788 employments in regard to March 2011 (75,867). The employment in the durable goods manufacturing decreased from 31,867 jobs in March 2011 to 30,419 in March 2013, for a drop of 1,448. This decrease was reflected in the following groups: Miscellaneous Mfg. (1,126); Machinery Mfg. (326) and Primary Metal Mfg. (101). Employment increases were observed in the following groups: Computer and Electronic Product Mfg. (122) and Transportation Equipment Mfg. (119). EMPLEO DE MUJERES El empleo de mujeres en los establecimientos enumerados en el Censo de Industrias Manufactureras de 2013 fue de 24,135. El mismo representó el 35.5 por ciento del empleo total asalariado en la manufactura. En marzo de 2011, el empleo asalariado de mujeres en las industrias manufactureras fue de 28,613, lo que significó una baja de 4,478. Se registraron bajas significativas en los siguientes grupos: Ropa (2,356); Industrias Misceláneas (634); Productos Químicos (435); Bebidas y Productos de Tabaco (383); Cuero y Productos de Cuero (285) y Equipo Eléctrico, Enseres y Componentes (172). Se observó aumento en los grupos de: Maquinaria (480); Computadoras y Productos Electrónicos (150) y Productos de Papel (40). WOMEN EMPLOYMENT There were 24,135 women employed in the manufacturing establishments for the Census of Manufacturing Industries of 2013. That level of employment represented the 35.5 percent of the total manufacturing industries employment. The women employment in March 2011 was 28,613, which meant a drop of 4,478. This decrease was registered in the following groups: Apparel Mfg. (2,356); Miscellaneous Mfg. (643); Chemical Mfg. (485); Beverage and Tobacco Product Mfg. (383); Leather and Allied Product Mfg. PRODUCTION WORKERS The manufacturing industries of Puerto Rico reported 49,497 production and related workers in March 2013. That represents a 72.7 percent of the total employment of this sector. When compared with the 20011 Census (56,514), the employment of production and related workers reflected a decrease of 7,017. 12

En la categoría de bienes no duraderos el empleo de trabajadores de producción bajó de 30,471 en marzo de 2011 a 24,575 en marzo de 2013, para un total de 5,896 menos. Los trabajadores de producción devengaron un salario promedio por hora de $13.38 para marzo de 2013, lo que significó $0.70 más que en marzo de 2011 ($12.68). Los trabajadores de producción en la industria de Productos Químicos obtuvieron el salario promedio por hora más alto ($20.45), mientras que el más bajo se registró en Textiles ($7.25). Los promedios de salario semanal y horas semanales en marzo de 2013 fueron $539.21 y 40.3, respectivamente. Los mismos fueron: Hormigueros, Yabucoa, Aguas Buenas, Luquillo, Naranjito, Adjuntas, Patillas, Ciales, Lares, Quebradillas, Barranquitas, Florida, Arroyo, Ceiba, Maricao, Vieques, Culebra y Maunabo. Los municipios que lograron los mayores aumentos de empleo manufacturero en relación con marzo 2011 fueron: Carolina (605); Canóvanas (303); Juana Díaz (244); Santa Isabel (144); Corozal (138); Toa Baja (124); Arecibo (123) y Añasco (122). Por otro lado, se registraron reducciones significativas en los siguientes municipios: Mayagüez (1,393); Las Piedras (950); San Germán (518); Lajas (454) y Cayey (413). EMPLOYMENT DISTRIBUTION OF PRODUCTION WORKERS BY MUNICIPALITY The municipalities employing the largest number of production workers, were the following: Ponce (2,873); Juncos (2,494); Caguas (2,309); Arecibo (1,986); Añasco (1,867); Cayey (1,793); Barceloneta (1,773); Vega Baja (1,755); Carolina (1,681) and Juana Díaz (1,643). Por otra parte, veinte municipios registraron un empleo de 75 o menos trabajadores de producción en la manufactura. Los mismos fueron: Guayanilla, Yabucoa, Isabela, Utuado, Luquillo, Aguas Buenas, Patillas, Naranjito, Ciales, Quebradillas, Adjuntas, Barranquitas, Lares, Florida, Arroyo, Ceiba, Maricao, Vieques, Culebra y Maunabo.
