1 III CONCURSO INTERNACIONAL DE CORTOS MIRADA AL PASADO BASES DEL III CONCURSO INTERNACIONAL DE CORTOS MIRADA AL PASADO, DE CONFORMIDAD CON LO PREVISTO EN LA ORDENANZA GENERAL DE SUBVENCIONES DEL AYUNTAMIENTO DE SEGORBE, PUBLICADA EN EL BOP DE CASTELLÓN DE FECHA 21 DE ENERO DE Podrán presentarse al festival cortometrajes internacionales realizados con posterioridad al 1 de enero de Los cortos únicamente podrán versar sobre el pasado (acciones que se desarrollen en un lugar pasado, que hagan referencia al pasado o a una época histórica) y pertenecer al género de ficción o documental. Su duración no sobrepasará los 15 minutos, incluidos los títulos de crédito. Se excluyen cortometrajes de animación y videoclips. La participación de los menores de 18 deberá ser expresamente aceptada por sus padres, tutores o representantes legales. 2.- El plazo de recepción de los trabajos comenzará el día 8 de febrero de 2018 y finalizará a las horas del 2 de abril de Los cortometrajes deben ser en castellano o valenciano, o con subtitulos en cualquiera de estos dos idiomas. No se aceptarán trabajos que no cumplan estos requisitos. 4.- Los trabajos podrán enviarse física o telemáticamente, preferiblemente mediante un enlace de visionado o descarga directa al correo electrónico: concursointernacionalsegorbe@gmail.com o mediante las páginas festhome, movibeta o clickforfestivals. Será obligatorio añadir el press kit de los cortometrajes (ficha técnica o artística, cartel, tres fotogramas, sinopsis ) y la ficha de inscripción debidamente cumplimentada. Las bases se encuentran disponibles en la web segorbe.es, en el facebook del Ayuntamiento y en los diversos medios habituales de difusión de las actividades de la entidad. 5.- Los trabajos que se envíen mediante copia física (DVD) se presentarán o enviarán por correo a la siguiente dirección: AYUNTAMIENTO DE SEGORBE CONCEJALÍA DE CULTURA III CONCURSO INTERNACIONAL DE CORTOS MIRADA AL PASADO PLAZA AGUA LIMPIA, SEGORBE ESPAÑA adjuntando la hoja de inscripción en el concurso, según modelo ANEXO I, descargable en la página web del Ayuntamiento y adjunta a las presentes bases. Esta hoja de inscripción será custodiada por la Concejalía de Cultura del Ayuntamiento de Segorbe. 6.- La organización de la Muestra elegirá diez cortometrajes entre los cortos presentados, que pasarán a visionado del jurado. El jurado designará una única obra ganadora, que será proyectada en el marco de la Muestra Audiovisual de Segorbe, en fecha que se anunciará con antelación. El jurado se reserva el derecho a declarar desierto el premio.

El procedimiento de concesión de estos premios será concurrencia competitiva, mediante la convocatoria correspondiente para la presentación de los trabajos. 8.- El Jurado actuará con total independencia y determinará la propuesta ganadora en función de los criterios de valoración y con la ponderación que a continuación se indica, pudiéndose otorgar a cada una de las propuestas un máximo de 40 puntos: - de 0 a 10 calidad artística de la obra - de 0 a 10 calidad técnica de la obra - de 0 a 10 originalidad e innovación - de 0 a 10 tratamiento de la temática. El Jurado dispone de las siguientes competencias: - La facultad de declarar desiertos los premios, justificando los motivos de esta decisión. - La identificación de el/la concursante del trabajo seleccionado, mediante la apertura de la plica. - La interpretación de las presentes bases y la resolución de cuantas cuestiones se pudiesen suscitar con motivo del concurso. 9.- El jurado, compuesto por profesionales del audiovisual, evaluará los trabajos presentados y reconocerá una única pieza como ganadora del concurso. El Jurado, una vez finalizado el plazo de admisión, se reunirá para la valoración de los trabajos presentados y elaborará acta, en la que se indicará: - Los trabajos admitidos, de los presentados en el concurso. - Los no admitidos, indicándose las razones de la exclusión. - La valoración de los trabajos presentados y el resto de documentación añadida por los concursantes. A la vista del acta, la Concejalía de Cultura emitirá propuesta, que será vinculante para el órgano competente para la concesión del premio. Este premio será compatible con cualquier otra subvención otorgada por la misma u otras administraciones públicas, con fines distintos a los de la presente convocatoria Se otorgará el siguiente premio: - Premio del jurado al mejor clip, dotado con 250 -, con cargo a la partida del Presupuesto Municipal. El premio estará sujeto a la legislación fiscal vigente. El fallo del concurso se hará público antes del día 21 de abril y se anunciará en la página web segorbe.es, en el facebook del Ayuntamiento y en los diversos medios habituales de difusión de las actividades de la entidad. El pago del premio se realizará una vez que concluyan todos los trámites para su concesión El trabajo ganador deberá enviar una copia en DVD/Bluray para su proyección o un enlace con calidad suficiente (1920 x 1080) para su proyección El Ayuntamiento de Segorbe se reserva el derecho de utilizar el cartel del cortometraje, algún fotograma así como hasta 20 segundos de la obra para su promoción y difusión Los trabajos recibidos pasarán a formar parte de la videoteca del Excmo. Ayuntamiento de Segorbe y podrán ser utilizados con fines educativos y culturales La participación en este concurso supone la total aceptación de las presentes bases. Su interpretación o cualquier aspecto no contemplado en las mismas es competencia exclusiva del Jurado.

3 TERMS AND CONDITIONS In accordance with what it is declared in the general ordinance of subsides in the Segorbe City Council, published in the BOP (Castellón Offiial Gazzette) dated on January 21st, International short films made after January 1st, 2014 can be presented to the festival. It will be compulsory to add the press kit of the short films (technical or artistic datasheet, poster, three frames, synopsis...) and a complete registration form. 4 projected in the framework of the Segorbe Audiovisual Exhibition, on a date to be announced in advance. The jury reserves the right to declare the prize deserted. 7. The procedure to award these prizes will be competitive concurrence, by means of the corresponding call for the works presentation. 8.- EVALUATION CRITERIA. The jury will act with total independence and will determine the winning proposal according to evaluation criteria and with the path weighting which is indicated below, being able to grant each of the proposals a maximum of 40 points: - from 0 to 10 artistic quality of the work - from 0 to 10 technical quality of the work - from 0 to 10 originality and innovation - from 0 to 10 treatment of the theme. 9.- The jury, composed by audiovisual professionals, will evaluate the submitted works and will recognize a single piece as winner of the contest. The jury, once the term of admission has been completed, will meet for the evaluation of the works presented and will prepare a report-proposal, which will indicate: - The admitted works, of those presented in the contest. - Those not admitted, indicating the reasons for the exclusion. - The evaluation of the works presented and the rest of the documentation added by the contestants. The Jury has the following competencies: - The power to declare a null and void prizes, justifying the reasons for this decision. - The identification of the contestant of the selected work, by opening the sealed blid. - The interpretation of the present terms and conditions and the resolution of any questions which could arise on the occasion of the contest. The jury will issue its proposal and will be binding for the Local Government Board, which is the body authorized to award the prize. This prize will be compatible with any other subsidy granted by the same or other public administrations, for the different purposes to the present call The jury prize, valued at 250, charged to item of the Municipal Budget, The prize will be subject to the current tax legislation. The decision of the contest will be made public before April 21. The minutes will be published on the website segorbe.es, on the facebook of the city council and in several usual means of dissemination of the activities of the entity.

5 The payment of the prizes will be made once all the formalities for their concession have been completed The winning work must send a copy in DVD / Bluray for its projection or a link with sufficient quality (1920 x 1080) for its projection The Segorbe City Council reserves the right to use the poster of the short film, some frame as well as up to 20 seconds of the work for its promotion and dissemination The works received will be part of the video library of the Segorbe City Council and may be used for educational and cultural purposes The participation in this contest supposes the total acceptance of the present terms and conditions. Their interpretation or any aspect not contemplated in the same is the exclusive competence of the jury.
