ThewhitepaperdescribesthehistoricalandlegalunderpinningsofMINUSTAH smandateand itspoliticalcontext,whilethoroughlyreviewingitshumanrightsrecordsincethe2010 earthquake.humanrightsviolationsperpetratedbytheforceincludesexualviolence,violent responsestopoliticalprotests,andtheintroductionofcholeraintohaitifollowedbythe failuretoacceptresponsibilityorofferadequateresourcesforcholeratreatment,prevention, andcompensationtovictims families.beyondthesedirectabuses,minustahhasalso violateditsmandatethroughfailuretoprotecttheinternallydisplacedfromforcedevictions andgender basedviolence,poorsecuritycoordinationandlackofcommunicationwith Haitiangroups,andsubversionofdemocraticprocessesbyfailingtorespondtosignificant irregularitiesduringtherecentpresidentialelections.
