Introduction On behalf of the Ministry of Foreign Affairs, the Mexican Agency for International Development Cooperation (AMEXCID) invites foreign citizens who are interested in studying for a specialization, maste doctorate, conducting graduate or postdoctoral research, or taking part in an undergraduate or graduate-level academic mobility program, to participate in the 2015 Mexican Government Scholarship Program for. The scholarships are offered to more than 180 countries through a series of bilateral conventions, multilateral programs and special agreements. More than 70 Mexican institutions participate and all offer academic programs registered with the National Council for Science and Technology (CONACYT) as National Quality Graduate Programs. These programs demonstrate the progress made by Mexico in the sciences and humanities. By offering Mexican government scholarships for international students, Mexico strengthens its role as an actor with global responsibility and renews its commitment to cooperation programs that help create highly-skilled human capital. The presence in Mexico of international students, academics and scientists helps build permanent bridges of dialogue that enrich the long-term foreign policy agenda through contributions of exceptional value for the country and its partners abroad. In addition, the Mexican institutions and academic community benefit from the increased internationalization. Thank you for choosing Mexico as your educational destination! General Terms and Conditions 2015 Mexican Government Scholarships for The scholarships are awarded annually for the following: Program Undergraduate and graduate mobility programs Graduate research and postdoctoral fellowships Specializations s Doctorates Medical specialities and subspecialties Maximum Duration of the Scholarship 1 One academic term (quarter, trimester or semester) 12 months (1 month minimum) 1 year 2 years 3 years 3 years UNDER NO CIRCUMSTANCES WILL THE SCHOLARSHIP BE EXTENDED Scholarships are not granted for direct Ph.D. programs (combined M.A. and Ph.D. programs), distance learning programs, open or online education. The following institutions and academic programs are included: http://amexcid.gob.mx/index.php/es/oferta-de-becas-para-extranjeros/2028. The scholarships are offered in the following countries: http://amexcid.gob.mx/index.php/es/oferta-de-becas-para-extranjeros/1738. The following academic programs are not eligible for scholarships: business administration, plastic surgery, accounting, marketing, dentistry and advertising, and related areas. 1 The Foreign Ministry scholarships are awarded for the periods of time indicated in this document. If the program applied for is longer, the scholarship recipient is responsible for financing the period of time not covered by the scholarship. 2

If the academic program requires a thesis and an end-of-course exam, the student must finish the thesis and take the exam before the specified end date of the scholarship. Application Deadline Applications for the scholarships will be accepted from May 9 th to July 31 st, 2014. abroad. Minimum grade point average of eight (8.0) on a scale of 0 to 10, or the equivalent, for the last academic degree received. Be accepted to or currently enrolled in a program at one of the participating Mexican institutions. Required Documents The applicant must submit the documents in the following order: 1. Official nomination of his/her government 2. Application form 3

3. A letter explaining why the applicant is interested in studying or conducting research in Mexico 4. Curriculum vitae (maximum of three pages) 5. Acceptance letter from the Mexican host institution indicating the length of the program with start and end dates and the method of study 2 6. Copy of the diploma for the last degree obtained 7. Copy of the transcript of the last degree obtained showing a minimum grade point average of 8/10. If a different scale is used, the equivalent on a 10-point scale must be submitted. 8. For mobility scholarships, academic credit for the classes or course of study that will be taken in Mexico 9. Candidates already in Mexico must have a current immigration document with a temporary student resident visa (card). 10. include certificate of an advanced level of proficiency in Spanish from a university or language center 3. 11. Copy of birth certificate 12. Copy of passport 13. Original medical certificate, issued by a public institution no more than three months prior to submitting the application 14. Eight recent photographs (not digital), full-face front view, white background, 3 cm x 3cm. Write name and nationality on the back. Documents in any language other than Spanish must be accompanied by a Spanish translation. Incomplete files and original documents will not be accepted (except for the medical certificate, which must be submitted in the original). 2 Applicants may submit a contact letter from the institution while applying for the scholarship and continue with the process and requriements of the host institution. 3 A Spanish course is offered for some countries prior to the beginning of the academic program. For more information, consult the Mexican diplomatic office for your country. 4

The entire scholarship application process must be done at the Mexican or concurrent NO APPLICATIONS WILL BE ACCEPTED DIRECTLY FROM THE APPLICANTS Applicants with more than one nationality may only submit one application. The nomination must come from the same country as the nationality chosen by the applicant to use while in Mexico. If awarded a scholarship, the recipient must travel to Mexico with the passport used throughout the application process, which must be issued by the nominating country. This is the only passport that may be used while in Mexico and to leave the country while a scholarship recipient. THE FILES OF UNSUCCESSFUL CANDIDATES WILL NOT BE RETURNED Selection Process Preference will be given to candidates that: Select a program on an issue important to the development of their country. Apply for graduate programs not available in their country. Study or do research at institutions located outside of the Mexico City metropolitan area. Hold faculty or research positions at public universities and scientific research centers in their country. Are public officials in charge of areas or programs of special interest for their country. Have not previously received a scholarship from the Mexican government. Applications that meet all of the requirements are subject to review by authorities from the ion process. The Mexican government will only review files received from its embassies. 5

Selection Criteria: Academic excellence of the candidate in the intended area of study history. Scholarship Benefits 2015 Mexican Government Scholarships for Registration fees and tuition, as established by the program at each institution. Health insurance from the Mexican Social Security Institute (IMSS), starting in the third month of the scholarship. (The scholarship recipient must have health insurance that covers both major and minor medical expenses and provides international coverage for the first three months in Mexico.) Transportation from Mexico City to the host institution and back at the start and end of the scholarship, if studying outside of Mexico City. Monthly stipend of $8,074.80 Mexican pesos (equivalent to USD$595.93 4 ) for undergraduate mobility scholarships, specializations, degree research, Spanish language and Mexican culture courses. Monthly stipend of $10,093.50 Mexican pesos (equivalent to USD$744.91 2 ) for doctoral studies and research, postdoctoral fellowships and medical specializations and subspecializations. Expenses Not Covered by the Scholarship Academic costs (registration and tuition) if not waived by the academic institution or authorized by the Foreign Ministry Fees for transferring academic credits and course revalidation Cost of printing a thesis Fees for obtaining the diploma Registration in the National Registry of Foreign Citizens Other expenses not mentioned above 4 Exchange rate as of January 20, 2014 7

Transitory Provisions 2015 Mexican Government Scholarships for The admissions process of the Mexican institution and its letter of acceptance is independent of the scholarship program. Applicants are responsible for applying for admission directly to the academic program of interest. The applicant must present a nominating letter from his/her government for the application to be processed. Submission of an acceptance letter, a nominating letter and/or all of the required documents does not automatically result in a scholarship. All applicants go through the selection process described in this announcement. Applicants will be advised in writing by the corresponding Mexican diplomatic office if he/she has been awarded a scholarship. The scholarships are non-transferable and may not be deferred for use in subsequent academic years. The following are not eligible: i) Foreign diplomats accredited in Mexico or their relatives ii) Foreign residents in Mexico iii) Foreign citizens with Mexican nationality Scholarships will not be given to two or more people from the same family. ONCE THE SCHOLARSHIP HAS BEEN AWARDED AND BEFORE TRAVELING TO MEXICO, THE SCHOLARSHIP RECIPIENT MUST GO TO THE APPROPRIATE MEXICAN EMBASSY (CONSULAR SECTION) OR CONSULATE FOR THE CORRECT VISA. SCHOLARSHIP RECIPIENTS MAY NOT TRAVEL TO MEXICO AS TOURISTS UNDER ANY CIRCUMSTANCES 8

Responsibilities of the Scholarship Applicants and Recipients Complete all required forms fully and correctly and submit all documentation within the acceptance period for applications. The correct visa must be obtained from the appropriate Mexican consular office before traveling to Mexico. Scholarship recipients must have health insurance that covers major and minor medical issues and international medical coverage that covers the first three months in Mexico. If the academic program requires a thesis and an end-of-course exam, these must be completed within the period covered by the scholarship. Scholarship recipients may not change their immigration status with Mexican officials while they are receiving the scholarship.
