Fondos Europeos 2014-2020 Análisis y debate sobre las propuestas de la Comisión Europea La Cooperación Territorial Europea en la Política de Cohesión 31 Enero 2012 Centro Cultural Bancaja, Plaza Tetuán 2, Valencia, España La Comisión Europea presentó en junio de 2011 las perspectivas financieras para el período 2014-2020. Este paquete presupuestario debe ser todavía debatido y aprobado por el Consejo de la Unión y el Parlamento Europeo, pero nos da ya algunas pistas de por dónde irá el conjunto de la financiación europea en los años venideros. En este paquete, la Política de Cohesión siempre ha ocupado una posición preponderante (en el período 2007-2013 absorbe más del 35% del total), y lo seguirá haciendo: en este paquete se propone que más de un 36% del total presupuestario se dedique a la Cohesión Económica, Social y Territorial. Una vez perfiladas las cantidades destinadas a la Cohesión, es necesario saber cómo se van a distribuir. Los diferentes fondos y las propuestas de programas que funcionarán entre 2014 y 2020 fueron objeto de otra propuesta por parte de la Comisión Europea: en octubre de 2011 se presentaron las propuestas de Reglamentos que definirán los Fondos del Marco Estratégico Común, donde se encuentra la Cohesión. De nuevo, este paquete deberá ser debatido y aprobado por el Consejo y el Parlamento, pero ya permite a los programas y autoridades actuales ir preparando el futuro. En este contexto, la Generalitat Valenciana e INTERACT, y gracias a los ponentes de esta conferencia, pretenden difundir las propuestas de la Comisión e iniciar el debate sobre cómo deberemos afrontar la futura organización de los Fondos, y muy en concreto de la Cooperación Territorial Europea, que período a período va ganando importancia en el marco de la Cohesión. De hecho, en las perspectivas financieras, la Comisión propone un aumento del Fondo FEDER destinado a la Cooperación de más de 2 billones de euros en comparación con el período 2007-2013. Les invitamos a participar en nuestra conferencia, a debatir y a aportar elementos de reflexión sobre el futuro de los fondos y de la Cooperación Territorial en particular. Las negociaciones en el seno del Consejo y el Parlamento se están llevando a cabo y el programa INTERACT está recopilando sugerencias para ser transmitidas a estas dos instituciones. Es por ello que las conclusiones de esta jornada son de gran valor para el programa INTERACT y para la totalidad de programas de Cooperación Territorial Europea. EU Funds 2014-2020 Analysis and debate of the draft proposals by the European Commission 31 January 2012 Centro Cultural Bancaja, Plaza Tetuán 2, Valencia, Spain In June 2011, the European Commission submitted the financial perspectives for 2014-2020. This financial package is still subject to discussion and approval by the Council and the European Parliament, but it already outlines the overall idea of the European budget for the years to come. Cohesion Policy has always had a central position in the EU budget over 35% in the period 2007-2013, and will continue so, as the proposal by the Commission implies more than 36% for Economic, Social and Territorial Cohesion. The figures for Cohesion are available, now we have to see how it will be distributed. The various funds and programme proposals for the period 2014-2020 were detailed in the draft legislative package submitted in October 2011. This package contains the Common Strategic Framework Funds, where Cohesion is located. Again, this package will be discussed and approved by the Council and the Parliament, but it gives substantial information and allows the current programmes and authorities to start some preparatory work. In this context, Generalitat Valenciana and INTERACT, together with all the speakers in this conference, would like to discuss and exchange about the draft proposals developed by the Commission and open the debate on how to deal with the future organisation of the Funds. In particular, Territorial Cooperation has become more and more important in every programming period and its role in Cohesion Policy has been reinforced, as proved by the increase of 2 billion euro in the financial perspectives if compared to the 2007-2013 period. We invite you to take an active part in this conference, discuss and bring your input to the future of Funds and European Territorial Cooperation. Negotiations at the Council and the European Parliament are taking place now and the INTERACT programme would like to seize the opportunity to send suggestions for consideration. Therefore, we are compiling comments by the Territorial Cooperation programmes and this conference will be a great occasion for the INTERACT programme to collect some additional opinions.
