SYNOPSIS: USAFRICOM FEML recertification approved for Djibouti and Nairobi, Kenya; formerly USCENTCOM FEML locations. Freetown, Sierra Leon and Khartoum, Sudan are certified as new USAFRICOM FEML locations, the designated APOD is Dulles International Airport, VA. The effective date for the above FEML changes is 18 April 2011 valid for two years per OUSD (P&R) memo of the same date. 2. Reimbursement or approval for FEML allowances performed prior to OUSD (P&R) memo effective date for the newly certified USAFRICOM FEML locations is not authorized IAW par. U2105 (JFTR, Vol. 1) and APP I2, par. D2 (JTR, Vol. 2). 3. This revision was initiated by OUSD (P&R). 4.
