The proposed project is dedicated to improving regional mobility and safety as well as providing improved connectivity on Loop 375. The purpose of this Public Hearing is to provide an opportunity for you to review & comment on the proposed project and project documents, including: The Draft Environmental Impact Statement The proposed solutions, or "Alternatives, to address project needs The Alternatives Evaluation Process The Recommended Preferred Alternative Talk to the project team during the Open House and get your questions answered! The Open House is from 4:00 p.m. to 6:30 p.m. and is held in a come-and-go format. The Formal Presentation will begin at 6:30 P.M., followed by the Public Comment Session. 5 What is the Loop 375 Border Highway West Extension Project? THE CHALLENGE Regional mobility studies have identified the need for an alternate route to I-10 to help with regional mobility. One of the key solutions is completing Loop 375. The purpose and need for the Loop 375 Border Highway West Extension Project includes: Insufficient system capacity Need to provide additional infrastructure to accommodate future growth Insufficient reliability Need to provide a reliable alternate east-west route for incident management Insufficient regional system linkage Need to complete Loop 375 to provide better connectivity around the city and improve access to the university, downtown, and medical centers THE PROPOSED SOLUTION The Loop 375 Border Highway West Extension Project would begin at Racetrack Drive near Doniphan Road and New Mexico (NM) 273, west of downtown, and would extend to US 54, east of downtown, providing a continuous route with a total length of approximately 9 miles, of which approximately 7 miles would be tolled. All existing non-tolled lanes would remain nontolled; only newly-constructed lanes would be tolled. The project would add capacity and upgrade the existing facility by providing a new four-lane, controlledaccess toll facility that follows portions of the existing Loop 375 and US 85. The project would close the gap on Loop 375 that exists from Santa Fe Street downtown to US 85. WHAT S NEW? Alternative 2 (Rail Yard B and Border A) was selected as the Preferred Alternative Although a Preferred Alternative is presented, final selection of the Preferred Alternative would not be made until after the public comment period is completed, comments on the DEIS are received and considered, and the environmental effects are fully evaluated. The State Draft Environmental Impact Statement (DEIS) is available for you to view (see project website) In response to public comment, project design was revised so that access between NM 273 and US 85 will remain The Coles Street Interchange configuration was revised to reduce property impacts and improve traffic flow NOVEMBER 2012 PUBLIC HEARING For more information on the project, please visit:

6 Qué es el Proyecto de Extensión Loop 375 Border Highway West? EL RETO Estudios concernientes a la movilidad regional han identificado la necesidad de una ruta alterna a la I-10 que mejore la movilidad regional. Una de las soluciones claves es terminar Loop 375. El propósito y la necesidad del proyecto Loop 375 Border Highway West incluyen: Capacidad insuficiente del sistema Se necesita proveer infraestructura adicional para acomodar el crecimiento futuro. Falta de confiabilidad Se necesita proporcionar una ruta alterna confiable en dirección este-oeste para el manejo de incidentes Falta de conectividad regional del sistema Se necesita completar Loop 375 para proveer mejor conectividad alrededor de la ciudad y mejorar el acceso a la universidad, al centro de la ciudad y a los centros médicos. LA SOLUCIÓN PROPUESTA El Proyecto de Extensión Loop 375 Border Highway West empezaría en la Calle Racetrack cerca de la Calle Doniphan y New Mexico (NM) 273, al oeste del centro de la ciudad y se extendería a US 54, al este del centro, lo cual proporciona una ruta continua de una longitud de aproximadamente 9 millas, de las cuales aproximadamente 7 millas serían de peaje. Todo carril libre actual permanecería libre; solo los carriles nuevos serían de peaje. El proyecto aumentaría la capacidad y mejoraría las instalaciones actuales al proveer carriles nuevos de peaje y de acceso controlado que siguen porciones de Loop 375 y US 85.
