Euro-Latin American Parliamentary Assembly Assemblée Parlementaire Euro-Latino Américaine Asamblea Parlamentaria Euro-Latinoamericana Assembleia Parlamentar Euro-Latino-Americana EURO-LATIN AMERICAN PARLIAMTARY ASSEMBLY Committee on Political Affairs, Security and Human Rights Draft minutes of the meeting of Tuesday, 22 November 2011 from 17.00 to 19.00 Wednesday, 23 November 2011 from 11.30 to 12.30 Brussels, Belgium The meeting was called to order at 17.00 on Tuesday, 22 November 2011, with Co- Chairman Agustín Díaz de Mera (EP) in the chair. The Co-Chairman informed members that it had been the turn of the European Parliament to organise the meeting, in accordance with the Annual Programme of Activities for 2011, and congratulated it on having done so successfully. 1. Adoption of the agenda OJ-AP 100.844v02-00 The draft agenda was adopted in the form shown in these minutes. 2. Election of members of the Committee s Bureau José Bayardi Lozano (Parlasur, Uruguay) was elected Co-Deputy Chairman by the Latin-American component, replacing José Pampuro (Parlasur, Argentina). In the absence of the Co-Chairman, José Guadarrama Márquez, Mr Bayardi Lozano acted as the Latin American Co-Chairman. 3. Approval of minutes PV-AP 100.830v02-00 The minutes of the meeting of 17-18 May 2011 (Montevideo) were approved. 4. Co-Chairman s announcements The Co-Chairman recalled that this was the second ordinary meeting of the standing committees in 2011 following the meeting in Montevideo on 17-18 May. He said that the main purpose of the meeting was to hold an exchange of views on the two draft resolutions on Combating Drug Trafficking and Organised Crime. The initial intention had been for there to be a draft joint resolution, but hitherto the two corapporteurs, Bogusław Sonik (EP) and Sonia Escudero (LAC), had been unable to PV\885254.doc AP101.031v01-00 United in diversity
reach agreement. The Co-Chairman asked the co-rapporteurs to present a draft joint resolution in the light of the day s debate before 30 November so that the joint text could be translated and circulated to all committee members and the period for the tabling of amendments opened. He went on to announce that the co-rapporteurs for the Topic for Debate, María Irigoyen Pérez (EP) and William Vélez (LAC), would present their working documents and that, following revision, the documents would be reconsidered at the Committee s next ordinary meeting. The Executive Bureau would subsequently decide on the follow-up to be given to those documents (Article 4(5) of the Rules of Procedure of the Assembly). Finally, the Co-Chairman announced that there would also be an exchange of views with Enzo di Taranto, Head of the Santo Domingo Office of the United Nations Stabilisation Mission in Haiti, on the key role of the Dominican Republic in the stabilisation and reconstruction of Haiti. 5. Exchange of views on the draft resolutions on Combating Drug Trafficking and Organised Crime EP co-rapporteur: Bogusław Sonik (PPE) LAC co-rapporteur: Sonia Escudero (Parlatino) The co-rapporteurs presented their own draft resolutions. The co-rapporteurs presented the conclusions of the debate and announced their intention to present a draft joint resolution shortly. Decision: The Co-Chairman informed members that the deadline for tabling amendments to the draft joint resolution would be 17 February 2012. The amendments would be considered and voted on at the next ordinary meeting of the Committee. 6. Exchange of views on a topic for debate: Citizen participation and democracy in the EU and Latin America EP co-rapporteur: María Irigoyen Pérez (EP) LAC co-rapporteur: William Vélez (Parlandino) The co-rapporteurs, Mr Vélez and Mrs Irigoyen, presented their points of view on the above topic. Decision: The Co-Chairman informed members that the revised Working Documents would be re-considered at the next ordinary meeting of the Committee. The meeting was adjourned at 19.00 and re-convened on Wednesday, 23 November 2011 at 11.30, with Mr Díaz de Mera (Co-Chairman) and Mr Guadarrama (Co- Deputy Chairman) in the chair. 7. Urgent topic: The key role of the Dominican Republic in the stabilisation and reconstruction of Haiti Mr di Taranto, Head of the United Nations Office in Santo Domingo, introduced the topic, noting the following points: the leadership role of the Dominican Republic in helping to stabilise and reconstruct Haiti; the role of MINUSTAH in Haiti; the basic need to strengthen the State governed by the rule of law in Haiti; migratory flows of Haitians toward the Dominican Republic; concern that the armed forces of Haiti, which were demobilised in 1994, may be reestablished. Decision: The Co-Chairman informed the members that this topic would be discussed again at a future meeting of the Committee. 8. Other business Member of Parliament Mr Zambrano (Parlandino) proposed that the topic combating corruption should be debated at a future meeting of the Committee. Decision: The proposal was approved. 9. Date and time of the next meeting In accordance with the Assembly s Programme of Activities for 2012, the next meeting of the Committee on Political Affairs, Security and Human Rights would be an extraordinary session at the invitation of the Mexican Senate, to be held on 22 and 23 February 2012 in Mexico City.
