1 Programa de becas para Maestría, Doctorado y Estancias de Investigación (Fellowships) en el programa Conflict Studies and Management (CSMP) HOJA INFORMATIVA Colombia 2010 DESCRIPCIÓN DEL PROGRAMA El programa de beca completa del DAAD, les ofrece a los egresados muy bien calificados, la posibilidad de realizar estudios de Maestría o Doctorado y estadías de investigación (fellows) en la Willy Brandt School of Public Policy de la Universidad de Erfurt Alemania, en el área de Estudios de Conflicto. La Willy Brandt School of Public Policy es una de las más prestigiosas instituciones en su área en Alemania y viene preparando a profesionales excepcionales para ocupar cargos de alto rango en el sector público. El programa tiene tres líneas diferentes de financiación: 1. Becas de Maestría: Se financia una maestría de 24 meses en el marco del programa de Master Conflict Studies and Conflict Management (programa académico en inglés) 2. Becas de Doctorado: Se financia un doctorado de 36 meses en el marco del programa de doctorado estructurado Conflict Studies and Conflict Management (programa académico en inglés) 3. Estadía de investigación (Fellowships): Los investigadores desarrollan su propio proyecto de investigación durante una estadía en la Willy Brandt School (de 6 a 24 meses) En los anexos 1 y 2 se encuentra una descripción detallada y la convocatoria actual del programa (en inglés). Para postular al programa es indispensable leer detalladamente la presente hoja informativa así como la descripción y la convocatoria adjuntas. En la convocatoria adjunta se explican en detalle las particularidades de aplicación a las becas de maestría, de doctorado y a los Fellowships. En dicho documento se ofrece información detallada con respecto a duración, dotación y requisitos, ya que los mismos varían substancialmente para las diferentes modalidades. REQUISITOS PARA PARTICIPAR EN EL PROGRAMA Los requisitos varían en las diferentes modalidades de beca. Ver descripción detallada en la convocatoria adjunta (anexo 2). Para las modalidades de maestría y doctorado se requiere un excelente nivel de inglés. DOTACIÓN Para maestrías: Beca completa de 750,- Euros mensuales, costos de vuelo ida y vuelta, seguro médico, exención de matrícula, 6 meses de curso de alemán en Alemania completamente financiado (con alojamiento y alimentación) antes del comienzo del estudio

2 Para doctorados: Beca completa de 1000,- Euros mensuales, costos de vuelo ida y vuelta, seguro médico, exención de matrícula, 6 meses de curso de alemán en Alemania completamente financiado (con alojamiento y alimentación) antes del comienzo del estudio Para Fellowships: Beca completa entre 1840,- y 2240,- Euros mensuales, costos de vuelo ida y vuelta, seguro médico (Para las becas de estadías de investigación (Fellowsips) no se concede el curso de alemán previo de seis meses en Alemania.) En todas las líneas del programa se puede solicitar una ayuda familiar adicional. DURACIÓN Para Maestría: 24 meses + 6 meses de curso previo de alemán en Alemania. Para Doctorado: 36 meses + 6 meses de curso previo de alemán en Alemania. Para Fellowships: 6 a 24 meses (no se ofrece curso de alemán previo en Alemania). La estancia en Alemania inicia el , con el curso de idioma alemán para los estudios de Máster y Doctorado. El programa de estudio comienza en octubre DOCUMENTACIÓN REQUERIDA La documentación requerida varía en las diferentes modalidades de beca (maestría, doctorado, fellowship). Ver descripción detallada en la convocatoria adjunta (anexo 2). FECHA DE CIERRE DE LA CONVOCATORIA Maestría y Doctorado Para las postulaciones a los programas de maestría y doctorado la solicitud al programa deberá entregarse en el Centro de Información del DAAD en Bogotá hasta el 16 de agosto de 2010 a las 12 del día Una aplicación completa deberá contener los documentos solicitados en la convocatoria así como un juego de copias (en total 2 solicitudes: original y un juego de copias). 2. Fellowships Las solicitudes para estadías de investigación se pueden entregar a cualquier momento del añó, pero mínimo seis meses antes del comienzo de la estadía planeada. Eso significa que para el semestre de verano de 2011 hay que entregar la solicitud hasta el , para el semestre de invierno 2011 hay que entregar la solicitud hasta el Los postulantes a fellowships deben entregar al Centro de Información del DAAD en Bogotá los documentos solicitados en la convocatoria así como un juego más de copias (en total 2 solicitudes: original y un juego de copias). Al mismo tiempo tienen que mandar una tercera solicitud (segundo juego de copias) directamente a la Willy Brandt School of Public Policy en Erfurt (Willy Brandt School of Public Policy in Erfurt, Nordhäuser Str. 63, D Erfurt, Alemania).

It is addressed to Master s students, doctoral students and senior researchers with an interest in conflict management in research and practise. The Willy Brandt School of Public Policy at the University of Erfurt is one of the leading public policy schools in Germany. Since 2002 the School s Master s programme is committed to training talented students for management and leadership positions mainly in the public sector. In 2010 the Brandt School launched a new research programme in conflict studies and conflict management focusing on (policy) issues relevant to regions of conflict. In winter semester 2010 fellows will start their research projects at the Brandt School and participate in developing the programme. Also in winter semester 2010 the first Master and doctoral students will enrol. The CSMP aims at preparing students who want to pursue a career in relevant organisations and seeks to produce applicable knowledge in the area of conflict studies. This special programme is intended for highly-qualified foreign Master s and doctoral students as well as senior scientists. The CSMP fellowships offer outstanding scientists and researchers the opportunity to conduct research with a focus on application at the Willy Brandt School of Public Policy in Erfurt, Germany. The fellows will have a teaching commitment at the Brandt School of generally 2 hours per week. Furthermore, the CSMP scholarships offer excellent students the opportunity to obtain a Master s degree or a doctorate within a specialised structured research and teaching programme. CSMP Fellowships and scholarships are defined and awarded on a yearly basis. Each year, the fellowship announcement will indicate the specific qualification requirements and regional focus.

7 DAAD Deutscher Akademischer Austausch Dienst German Academic Exchange Service Section 444 Contact person: Dennis Binder Kennedyallee 50 D Bonn Telephone: +49 (0) Telefax: +49 (0) Internet: Conflict Studies and Management Programme (CSMP) at the Willy Brandt School of Public Policy in Erfurt Research Fellowships and Scholarships for Doctoral and Master s Students Current Offer for 2011 Focus in research and studies 2011/2012: topics and regions In line with the special focus of a public policy school the research programme at the Brandt School looks at conflict studies and conflict management with a special interest in how policymaking and public policy as a research perspective (discipline) need to be re-thought in the context of conflict studies and conflict management. Originally, the key concepts in the field were based on the implicit assumption of strong institutions and stable political conditions. However, it is becoming apparent that existing conceptions in public policy need to be revised to understand the special conditions and challenges in regions of conflict. In particular, the important role of international actors as policy-makers in regions of conflict, fragile states and war-torn countries will be considered in the CSMP. Therefore, fellows with an interest and a background in international public policy and global policy-making are especially invited to the Brandt School. In addition, the CSMP cooperates closely with several chairs for religious studies at the University of Erfurt. The University has a strong concentration in this area and researchers looking at the role of religion or in a wider sense cultural factors, are welcome to pursue their research in the CSMP. Thus, research areas may include: Regional security (esp. developing frameworks for regional security architectures), terrorism, governance, fragile states, peace- and institution building, global policy making, cultural and religious aspects in conflict studies. The current regional focus of the CSMP is on the Middle East, Central Asia and South Asia. Applications are open to candidates from countries in the Middle East, Central Asia, South Asia, South East Asia, Africa and Latin America.

8 2 Fellowship and Scholarship Types: Type Target Group Goal Funding Duration A Master Students Master s Degree in Germany 24 months (+6) B Doctoral Students Doctorate in Germany 36 months (+6) C Senior Scientists Research in Germany 6 to 24 months Scholarships (Type A+B) are awarded for the normal duration of Master s and PhD studies with an additional German language course of generally 6 months before the begin of studies. Fellowships (Type C) are awarded for the length of the research stay in Germany agreed between Willy Brandt School as the host, DAAD as the fund-giver and the fellowship candidate. All fellowships (A+B+C) will initially be awarded for a maximum of 12 months and can be extended upon application. Fellowship and Scholarship Value Type Monthly Instalment Possible Additional Payments Type A 750 e.g. flat-rate travel allowance, health insurance, family allowances, tuition waiver, six-month German language course Type B 1000 e.g. flat-rate travel allowance, health insurance, family allowances, tuition waiver, six-month German language course Type C 1,8400 or 1,990, in exceptions 2,240 e.g. flat-rate travel allowance, health insurance, family allowances Type A: Master s Students Application Requirements At the time of their application, applicants for a CSMP Master s scholarship must 1. have completed their studies with a Bachelor s degree or equivalent (excellent or very good) in one of the following areas: International Relations, Peace and Conflict Studies/War Studies, International Law, Area Studies, Political Sciences with concentrations in conflict studies or conflict regions. Highly qualified applicants with different academic backgrounds who demonstrate at least two years practical experience in the field are also eligible. 2. have excellent knowledge of English; please provide evidence of this by submission of appropriate language certificates (e.g. TOEFL: 550/213/80); knowledge of German is advantageous, but not required. 3. in general have completed their Bachelor s degree in the last six years. 4. two years professional experience would be an asset.

9 3 5. Applicants cannot be considered if they have been in Germany for more than one year at the time of application. Application papers to be submitted include DAAD application form for research grants and study scholarships (please download here or from the webpage Motivation Letter containing a precise description of the applicant s academic / professional and personal reasons for wishing to participate in the programme; Full Curriculum Vitae including information about precise field of study and, if applicable, description of job experience; Recent language certificates giving evidence of the level of proficiency in English (TOEFL, IELTS) and if applicable in German. Please make sure to register in time for the respective tests. Fees for obtaining such certificates are considered as a personal career investment and will not be reimbursed. Two letters of recommendation by university professors and/or current or former employers; Officially authenticated copies of all certificates. Further information about the papers to be submitted is listed on the application form. The 2 completes set of application papers must be submitted by 15 August 2010 to the usual application address in your home country (in most cases the local DAAD or diplomatic representation). Type B: PhD Students At the time of their application, applicants for a CSMP PhD scholarship must 1. have completed their studies with a Master s degree or equivalent (excellent or very good) in one of the following areas: International Relations, Peace and Conflict Studies/War Studies, International Law, Area Studies or other relevant programmes with concentrations in conflict studies or conflict regions. Highly qualified applicants with different academic backgrounds who demonstrate at least two years practical experience in the field are also eligible. 2. have an excellent knowledge of English; please provide evidence of this through the submission of appropriate language certificates (e.g. TOEFL: 550/213/80)7); a knowledge of German is advantageous, but not required. 3. in general have completed their Master s degree in the last six years years professional and / or research experience would be an asset. 5. Type C: Research Fellows Prospective fellows should agree with the Willy Brandt School on the duration and timing of their stay in Erfurt. Preferred dates to commence are 1 April or 1 October. Positions are open to highly qualified academics and scientists. At the time of their application, applicants for a CSMP Fellowship must 1. be able to prove their research achievements in one or more of the following fields: political and social sciences with a strong focus on conflict studies and conflict management; regional security in Central Asia, South Asia or the Middle East; peacekeeping and peace building; conflict prevention in general; conflict resolution, post-conflict reconstruction; evolving issues of governance 2. hold at least a doctorate/ Ph.D., 3. have proven research experience of at least 2 years in a relevant field and institution and be currently working in institutions of higher education or at a research institute. 4. Non-academic professional experience in the field of conflict management would be an asset. 5. Applicants cannot be considered if they have been in Germany for more than one year at the time of application. Applicants are expected to submit 3 complete sets of application including the DAAD application form Research Stays and Study Visits for University Academics and Scientists, which can be downloaded here 14.pdf and the following accompanying documents: 1. Curriculum vitae, 2. list of publications, 3. a research proposal, including its relevance to the research interests at the Brandt School; 4. a concise description of relevant teaching and research experience,

11 letters of recommendation attesting to the applicant's academic and/or professional competence; 6. A short writing sample pertinent to the application (no more than 50 pages; please do not send books or lengthy manuscripts); 7. Copies of relevant correspondence with the Brandt School regarding the stay in Erfurt. For the fellowships 2 sets of application are to be submitted to the DAAD application address in the home country (usually the DAAD representation or the German diplomatic representation). Applications for fellowships can be submitted at any time, but they should be received at the DAAD application address in the home country at least 6 months before the agreed day of commencement. Applications for the summer term 2011 will be accepted until 1 October 2010, applications for the winter term 2011/2012 until 1 April 2011.
