Bush presided over the most sweeping redesign of U.S. strategy since the days of F.D.R. Over the next four, his basic direction should remain the same: restoring security in a more dangerous world. Some midcourse corrections, however, are overdue. Washington should remember the art of speaking soft1y and the need for international legitimacy. Iraq: Winning the Unwinnable War James Dobbins Pág.16 By losing the trust of the Iraqi people, the Bush administration has already lost the war in Iraq. Moderate Iraqis can still win it, but on1y if they wean themselves from Washington and get support from elsewhere. To he1p them, the United States should pull out its troops as soon as it can without jeopardizing the elections, train Iraqis to beat the insurgency on their own, and rally Iran and European allies to the cause. Iraq: The Logic of Disengagement Edward N. Luttwah Pág.26 The best strategy for the United States now in Iraq is disengagement. In a reversal of the usual sequence, the U. S. hand will be strengthened by withdrawal, and Washington might actually be able to lay the groundwork for a reasonably stable Iraq. Why? Because geography ensures that all other parties are far more exposed to the dangers of an anarchical Iraq than is the United States itse1f. The Global Economic Challenge Jeffrey E. Garten Pág.37 Improving U. S. foreign economic policy after four years of neglect will require addressing a series of problems that, if left to fester, win have grave consequences for U.S. domestic interests and U.S. foreign policy as a whole. Above all, the second Bush administration must recognize that geopolitics and geoeconomics are deeply intertwined and must be managed accordingly. A Nuclear Posture for Today John Deutch Pág.49 The nuclear threat has been transformed since the end of the Cold War, but Washington's nuclear posture has not changed to meet it. The United States should scale back its arsenal while allowing limited nuclear tests, shaping its nuclear force to bolster nonproliferation without undermining deterrence. The Middle East Predicament Dennis Ross Pág.61 The Middle East challenges facing Washington today have never been greater-but there remains a chance for peace. To secure it, the United States must stick with Iraq, pressure Iran into giving up its nukes, foster a moderate Palestinian leadership, and support Muslim reformers. Success in the region has never been more important. Re-Envisioning Asia Francis Fukuyama Pág.75 Washington's system of Asian alliances may have worked during the Cold War, but it ignores today's political reality. Although the six-party talks now underway on North Korea's nukes were born of necessity, their format should be made permanent, so the White House can he1p reshape Asian diplomacy. The North Atlantic Drift William Drozdiak Pág.88 To repair the damaged transatlantic alliance, the second Bush administration must rediscover the values of Republican internationalism. Fortunately, the recent enlargement of NATO and the EU gives Washington a great chance to buttress the allies economic ties, security strategy, and foreign policy. Did North Korea Cheat? Selig S. Harrison Pág.99 Two years ago, Washington accused Pyongyang of ruing a secret nuclear weapons program. But how much evidence

7 was there to back up the charge? A review of the facts shows that the Bush administration misrepresented and distorted the data-while ignoring the one real threat North Korea actually poses. Back to the Balkans Edward P. Joseph Since Slobodan Milosevie was sent to The Hague two years ago, the former Yugoslavia has dropped off the international radar. But the Balkans are far from secure: corruption runs rampant, economies are fiat, and ethnic hatred continues to simmer. Worst of all, Kosovo remains a flashpoint that could re-ignite the region. Yet once the term was invoked, it did not trigger outside intervention. Terminology tums out to matter far less than was expected. For a generation, Lebanon was an appendage of Syrian power. But now the Lebanese people, in an "independence intifada," are clamoring for a return to normalcy. The old Arab edifice of power has survived many challenges in the past, but something is different this time: the United States is now willing to gamble on freedom. Freedom and Justice in the Modern Middle East Bernard Lewis Pág.36 To speak of dictatorship as being the immemorial way of doing things in the Middle East is simply untrue. It shows ignorance of the Arab past, contempt for the Arab present, and lack of concern for the Arab future. Creating a democratic political and social order in Iraq or elsewhere in the region will not be easy. But it is possible, and there are increasing signs that it has already begun. Gaza: Moving Forward by Pulling Back David Makovsky Pág.52 Despite widespread calls to rush to a final-status agreement between the Israelis and the Palestinians, it would be a mistake to reach for so much so soon. The parties must first restore trust after four and a half years of violence, above all by making sure that Israel's planned withdrawal from the Gaza Strip proceeds smoothly, leaving peace and security in its wake. "In Larger Freedom": Decision Time at the UN Kofi Annan Pág.63 Dealing with today s threats requires broad, deep, and sustained global cooperation. Thus the states of the world must create a collective, security system to prevent terrorism, strengthen non proliferation, and bring peace to war-torn areas, while also promoting human rights, democracy, and development. And the UN must go through its most radical overhaul yet. Saving the World Bank Sebastian Mallaby Pág.75 The next World Bank president will confront a nearly impossible challenge: saving the institution from a curious alliance of conservatives and radical activists that threatens to undercut its financial viability and effectiveness. Charles Grant Pág.86 If ratified, the new EU constitution will change the way the union works.
