3 4. Replacement of ATC services for AFIS at airports with low traffic. Targeted AFIS (Aerodrome Flight Information Service) Towers Criteria for selection based on: Service oriented to airports where an standard ATC service is not necessary due to low traffic. Qualified staff certified based on European and national regulations. Operational safety levels maintained. Thorough safety analysis AFIS Implementation Spain: Currently in place in La Gomera, El Hierro, Burgos (ATC/AFIS), Huesca, and La Seu de Urgel

4 5. Apron management service rendered by the airport (SDP). Targeted SDP Towers At airports over 250,000 annual movements, the airport will be in charge of the apron management service which could be provided by the airport itself, by an external provider or by the ATC service. Qualified staff ICAO compliance & Spanish legal framework (Sep. 2011). Operational safety levels maintained. SDP Implementation From November 17th 2011, an external provider (INECO) is carrying out the service at Madrid-Barajas T4, and from May 31th 2012 at Madrid-Barajas T1-T2-T3. At Barcelona-El Prat Airport and in Barajas T4S, the implementation of the apron management service is carryout by the Airport from September 2012.

5 6. Conclusions and lessons learnt (I) These changes have brought significant savings and a more than significant improvement of the economic performance of ENAIRE. Big effort to develop new regulatory and institutional framework. Solid initial and continuous certification process set up by AESA Robust process of oversight of functional changes as one of the main key enabler. Thorough oversight of the training process for the new ATCOs. Detailed procedure to properly address formal complaints linked to the oversight process. Safety Levels maintained in the transition No signs that the flight safety was affected by the new model. Occurrence reports are monitored by AESA and by SMS of ANSPs. No significance affecting flight safety has been observed before former situation. No impact on military/civil coordination

Conclusions and lessons learnt (II) In conclusion, Challenging process for AESA as NSA, as it has a considerable impact on the normal activity and significant increase of workload related to oversight activities. But, as a result, there is an increase of the maturity and expertise for the NSA after addressing such a process.
