3 LOGISTICA Y TRANSPORTE Logistics and Transportation De igual manera nos reunimos con integrantes de la Comisión de Comunicaciones y Transportes del Senado y la Comisión de Transporte de la Cámara de Diputados, para externarles la preocupación de la Industria Química con respecto al proyecto de iniciativa para reforma el artículo 50 de la Ley de Caminos, Puentes y Autotransporte Federal, la iniciativa prohíbe la circulación de los vehículos doblemente articulados con materiales peligrosos diez días hábiles después de su publicación. En este sentido la Asociación propone que no debe ser una disposición de Ley, toda vez que el transporte de carga especializada ya cuenta con una reglamentación y normatividad que debe cumplir, la norma de pesos y dimensiones establece las medidas de seguridad para los vehículos doblemente articulados. Por otra parte y con la finalidad de establecer las bases de colaboración y coordinación para el desarrollo de una estrategia que contribuya a mejorar la circulación de los vehículos de carga en el Distrito Federal, la Asociación firmó un convenio de colaboración con la Secretaría de Movilidad del Distrito Federal, representada por el Lic. Rufino H. León Tovar. AUTOTRANSPORTE Se publicó en el mes de noviembre la norma de pesos y dimensiones con las propuestas presentadas por la Asociación, estableciéndose un peso máximo de 75.5 toneladas para los vehículos doblemente articulados considerados como diferenciados, no hay restricción para el transporte de materiales y residuos peligrosos, los usuarios tendrán que tramitar ante la autoridad un permiso de conectividad para circular en carreteras tipo B hasta por 50 kilómetros. Se continúa trabajando en los anteproyectos de norma NOM-019 y NOM-020, para centros de limpieza y control de remanentes de sustancias y residuos peligrosos, así como los requerimientos para el diseño y construcción de los autotanques destinados al transporte de materiales peligrosos, se busca en ambas normas establecer los controles y medidas de seguridad para el transporte seguro de los materiales peligrosos. FERROVIARIO La ANIQ solicitó al Senado de la República y Cámara de diputados reformar y adicionar diversas disposiciones a la Ley Reglamentaria del Servicio Ferroviario, con el objeto de desarrollar y regular la construcción, operación, explotación, conservación, mantenimiento y la interconexión de las vías férreas cuando sean vías generales de comunicación, así como establecer las condiciones de competencia en el servicio de transporte ferroviario. La Industria Química requiere de inversiones para construir tramos cortos y libramientos ferroviarios que incrementen la eficiencia del tren de carga, las mejoras que se tengan en el servicio ferroviario serán en beneficio de los usuarios. REGIONALIZACIÓN. Como cada año la Asociación fomenta el acercamiento directo con las empresas que fabrican, consumen, distribuyen, almacenan, realizan transvase y transportan materiales y residuos peligrosos, en este sentido el SETIQ realizó 3 sesiones, las cuales se llevaron a cabo en la ciudad de Monterrey Guadalajara y Estado de México, con la finalidad de dar a conocer los servicios del Sistema de Emergencias en 46

Participaron empresas interesadas en los servicios del SETIQ y se aclararon dudas sobre temas normativos. Para la Asociación es de suma importancia contar con prestadores de servicio que cuenten con todos los requerimientos establecidos por la autoridad para transportar materiales y residuos peligrosos. Las visitas generaron una comunicación directa y fomento la participación de las empresas que se muestran muy interesadas en formar parte de la membresía. La ANIQ seguirá promoviendo sus servicios y mejores prácticas con las empresas que participan en la cadena de suministro. CAPACITACIÓN En el año 2014, la industria química en México vivió un ambiente dinámico y de cultura de prevención, que se ve reflejado en la implementación de buenas prácticas de responsabilidad integral tanto en la distribución como en el transporte de carga especializada. La Asociación Nacional de la Industria Química (ANIQ) contribuyó a la concientización de la rama química con un extenso programa de cursos, que incluyen 32 impartidos en las instalaciones del ICIQ y en empresas socias con el tema de regulación y seguridad en el transporte terrestre de materiales y residuos peligrosos, dos cursos de inspección en autotanques y en aspectos físico-mecánicos de las unidades de autotransporte, en total se capacitaron a 620 personas en el Antes de la entrada en vigor de la norma de pesos y dimensiones, la ANIQ realizó un taller con la participación del Ing. Del 26 al 28 de Junio se llevó a cabo la sinergia con el área de Comercio Exterior, para la realización del III Congreso de Logística y Comercio Exterior, el cual fue realizado en Acapulco, Guerrero, donde participaron los principales actores del sector químico, contamos con excelentes conferencistas en los rubros de autotransporte, marítimo, logística y seguridad. El Taller de Desarrollo Humano y Comunicación Integral en el Transporte favoreció la visión integral del ser humano en las conductas de seguridad, así como el reconocer la responsabilidad que se tiene en el proceso de transporte, esto visto desde la identificación de sus emociones tanto positivas como negativas, reconociendo como la autoestima interviene en la conducta, y como favorecer una comunicación efectiva y afectiva, para una mejor relación laboral, personal y familiar. Inició en noviembre nuestro Diplomado Ejecutivo de Logística Competitiva aplicada a la Cadena de Suministro % práctico (2 visitas) y 30% teórico. Teniendo el aval académico del Tecnológico de Monterrey, con una quórum asistencia de 9 funcionarios estratégicos de la industria química y 1 asistente de manera virtual, este Diplomado se imparte por primera vez de forma empresarial, donde participaron los lideres encargados de la Cadena de Suministro, al final obtuvieron resultados importantes para ser más eficientes en sus procesos y costos. 48

The National Association of the Chemical Industry (ANIQ) has contributed to the awareness of the chemical industry by way of an extensive program of courses, including 32 held in ICIQ facilities and in member firms. Topics include regulation and safety in land transportation of hazardous materials and waste, two courses on inspection of tankers and on physical-mechanical aspects of trucking units. El centro de capacitación obtuvo su recertificación , por el Instituto Mexicano de Normalización y Certificación (IMNC) en la norma internacional ISO 9001:2008, por mantener un sistema de gestión de calidad y mejora de nuestros procesos. La ANIQ concluyo con la elaboración de los anexos del estándar de competencia Supervisión de las condiciones del transporte de substancias, materiales y residuos peligrosos, instrumento que nos servirá para certificar a los conductores que trasladan materiales y residuos peligrosos por carretera, se evaluarán sus conocimientos y habilidades, la asociación podrá certificar a los conductores en el SISTEMA DE EMERGENCIAS EN TRANSPORTE PARA LA INDUSTRIA QUÍMICA (SETIQ) Transportistas El SETIQ proporciona los elementos y herramientas necesarios para atender emergencias donde estén involucrados productos químicos de una manera coordinada y eficiente, cumpliendo con los códigos de ética y responsabilidad que se establecen en nuestro sistema de Administración de Responsabilidad Integral para el transporte. Esto hace que en la actualidad estén afiliadas 236 empresas transportistas. Operadores Logísticos Este 2014 fue relevante para la Asociación pero sobre todo para el Sistema de Emergencias en Transporte para la Industria Química (SETIQ), se afiliaron 7 operadores logísticos, los cuales están tomando un papel primordial dentro de la cadena de suministro, han crecido considerablemente por los servicios que le ofrecen a la Industria Química. El SETIQ a partir de este año está afiliando a operadores logísticos con almacén, estación de trasvase ferroviaria y terminal marítima. Es importante para el SETIQ que los prestadores de servicio de la industria química cuenten con buenas prácticas, estén capacitados y certificados en el almacenamiento y transporte de materiales peligrosos. 50

The Executive Diploma in Competitive Logistics applied to the Supply Chain commenced in November 70% practical (2 visits) and 30% theory. ANIQ concluded with preparation of attachments to the competency standard Supervision of conditions for transporting hazardous substances, materials and waste, which will enable us to certify drivers who transport hazardous materials and waste by road. After evaluating their knowledge and skills, the Association can certify drivers in TRANSPORTATION EMERGENCY SYSTEM FOR THE CHEMICAL INDUSTRY (SETIQ) Carriers SETIQ provides the required elements and tools to attend to emergencies involving chemical products in a coordinated, efficient manner, in compliance with ethics and liability codes established in our Responsible Care Administration System for transportation. As a result there are currently 236 affiliated carrier companies. Logistic Operators 2014 was an important year for the Association but above all for the Chemical Industry s Transportation Emergencies System (SETIQ). Comité de Cloro Durante el 2014 Se trabaja en el manual de atención de emergencias, la recuperación de cilindros con cloro vendidos como chatarra y la capacitación de organismos de auxilio. Las empresas fabricantes cuentan con altos estándares de seguridad y procedimientos. Así también, se ha trabajado para actualizar el directorio de las personas que apoyan en una emergencia y el inventario de los equipos con los que cuentan. Comité de Cianuro El 22 de agosto del 2014, se dio inicio a los trabajos referidos al Comité de Cianuro que la Asociación Nacional de la Industria Química (ANIQ) ha conformado, con la participación de la empresa socias como Dupont, Grupo Idesa, Evonik, Orión Productos. Se establecieron las bases para la creación del Comité y sus actividades, además de la Misión, Visión, Objetivos de corto, mediano y largo plazo, elaborar un manual de atención de emergencias y formar brigadas para atender emergencias con cianuro. Se invitará a participar a los socios que tengan relación con cualquier eslabón en la cadena de suministro donde se involucre el cianuro, con la intención de que puedan asistir y apoyar en los trabajos y actividades del comité. Emergencias Atendidas Durante el año 2014, el Sistema de Emergencias en Transporte para la Industria Química (SETIQ) atendió 83 emergencias en las que se involucraron sustancias peligrosas, con lo cual podemos establecer tendencias, horarios y zonas de riesgos, así como la duración y naturaleza de los incidentes. En el 2013 se registraron 14 incidentes por fuga por válvula de seguridad, fuga en la base de la válvula de relevo y rechazo de carrotanques, para el 2014 sólo se presentaron 5 incidentes, disminuyendo un 75% con relación al año anterior. 52
