Santa Claus is coming to town on Dec. 12 and 19 as the BID hosts the Santa s Village event downtown. Families can participate in the festivities, which include a small gift for each child and the opportunity to meet Santa Claus in a winter wonderland. All Santa s Village events are free to the public and will take place from 11 a.m. to 4 p.m. downtown off Pacific Boulevard. Also on Dec. 12, the Southeast Community Development Corporation ( SCDC ), in collaboration with the BID, will present a Technology Fair. The SCDC s new technology-capable RV will be unveiled, and there will be a computer giveaway. Throughout the month of December, sidewalk sales will be held in the downtown area Dec. 4 to 6 and Dec. 11 to 13. This year s theme, The Celebration of Christmas, was colorfully reflected on the self-propelled, illuminated floats that also included the City s official flower, the poinsettia, prominently on display. This year s celebrities included Carmen Villalobos, Pedro Rivera, Carmen Jara, Ailyn Mujica, Ninette Rios, El Mandril, Lianna Grethel, Humberto Luna, Jose Alonso El Plebe and Francisco Quiroz. Other stars included boxing gold medalist Paul Gonzalez, the Bob Barker Marionettes, international star Miguel Angel Rodriguez, Los Kitos Characters, Grupo Bravado and, of course, Santa Claus. Molina shared the spotlight with special guest star and parade marshall Bugs Bunny, one of the oldest and most beloved cartoon characters ever. The parade also showcased a large number of professionally built, self-propelled floats, equestrian units, mariachi groups, Aztec dancers, charro groups, clowns and the historic Wells Fargo stage coach. The newly formed Public Works Department will take the lead in helping to recycle Huntington Park residents used Christmas trees with its Christmas Tree Recycling Program. If you re celebrating Christmas this year, more than likely you will have a Christmas tree as a centerpiece decoration in your home. Christmas trees are a great way to celebrate Christmas, and most residents keep their trees through the New Year s holiday. However, old, dried-out trees can pose a fire threat for some. Although extremely rare, Christmas tree fires do occur and can be dangerous, reports the U.S. Fire Association (USFA). A typical, dried-out scotch pine tree can ignite and become completely ablaze in as quickly as three seconds, and by the five-second mark, fire can travel up the tree, filling the room with thick, black smoke and igniting the roof. At the 40-second mark, a room can be completely ablaze, fueled by wooden furniture, gifts and carpeting. The USFA recommends that residents buy fresh trees and keep them well-watered to help avoid premature drying. Dry trees pose the greatest risk of catching fire, and these fires are usually caused by faulty electricity or open flames from candles, lighters or matches. Early disposal of your Christmas tree will also help prevent a tragedy. To that end, the City and Waste Management will pick up residents trees from Saturday, Dec. 26 through Saturday, Jan. 16. Simply remove all tinsel, metal ornaments and metal stands from your tree. In order to be picked up, trees must measure a maximum of 6 feet in height. If your tree is more than 6 feet tall, cut the tree in half. Flocked trees will be picked up, but they cannot be recycled. Residents can leave trees at their curb with their garbage waste containers on their regular collection day for removal during the program period. 4 4 HUNTINGTON PARK VISTA Angel Montoya Returns to Huntington Park The City of Huntington Park welcomes back one of its favorite sons, Angel Montoya, as its latest assistant fire chief. Montoya assumed his new duties Aug. 7 and will begin his third tour of duty with the Los Angeles County Fire Department s Huntington Park station. I have been in and around the Huntington Park area all my life, Montoya said. This is like a second home to me. I really love it here and feel welcome. His career as a firefighter began in 1986 when he first joined the department as a firefighter/ paramedic. Subsequently, he served as a firefighter specialist, fire captain, battalion fire chief and now assistant fire chief during his 23-year career. I m not going to say that I have always wanted to be a firefighter, but I can say that I always wanted to help people, Montoya said. If I had not become a firefighter, I would probably become a nurse or maybe a police officer. Helping people is just in my blood. Prior to this appointment, Montoya served as assistant division fire chief for one of the department s largest field division consisting of 12 cities and 25 fire stations. He was also greatly involved with the creation of the urban search and rescue team and unit, which responds to specialized, countywide heavy and technical rescues. He was selected as the first bilingual public information officers for the department, in charge of the development and implementation of one of the first bilingual programs in the country. Montoya also served as a FEMA (Federal Emergency Management Agency) task force member. During that time, he responded as a team member to the Northridge Earthquake and Hurricane Iniki disasters. Montoya has been assigned to the Technical Services Division, in a complex position that encompasses training, technical operations, emergency medical services and homeland security sections. I want to let the residents of Huntington Park know that we are here to provide the best service possible, Montoya said. You will receive the same service that residents in Malibu or anywhere else in the county get. It s my job to make sure that these residents get the same, quality service. Perez Memorial Park have been finalized. The center is part of the Perez Park Replacement Project, an ambitious plan struck between the City of Huntington Park and the Los Angeles Unified School District that will see the park relocated just north of its current location to make room for a new, much-needed high school. The Summer Youth Program provides children 6 to 12 years old a wide range of activities and events, including arts and crafts, water games, field trips and barbecues. It also includes a free lunch program for those 18 years old and younger. The district will begin construction of the new high school in early 2010 and will take approximately 12 months. A temporary park site will be available at Middleton Elementary School during the construction. 5 HUNTINGTON PARK VISTA 5 Huntington Park Police Explorers Win Big at Competition The Huntington Park Police Department s Explorers were big winners at the Central Coast Explorer Competition last September in Paso Robles. The Explorers took home the first-place trophy in the Night Time Traffic Stop event and had a fourth-place finish in the Night Time Suspicious Subject competition. The 10th annual event took place Sept. 25 to 27 at the Paso Robles Event Center just north of San Luis Obispo and featured 42 law enforcement agencies and more than 350 participants. The events are designed to test the strengths and limitations of a person s intelligence, personality, demeanor and physical abilities. The competition is very demanding physically and mentally and tests the dedication and conviction of the Explorers who aspire to be police officers one day. Explorers are given the opportunity to test their skills in real-life situations, including felony stops, DUI stops, vehicle searches, building searches and domestic violence situations. The events are held in both the day and night time. The competition also tests the Explorers teamwork through obstacle courses, relay races and a tug of war while their mental abili- ties are challenged through a medical emergency event and through a law enforcement written exam and oral interview. We re very proud of how our Explorers performed and represented the department and the City of Huntington Park, said Huntington Park Police Sgt. Chris Lisner. The Night Time Traffic Stop competition consists of a two-person team making a night-time enforcement stop and proceeds according to circumstances. The competition is designed to deteriorate as it progresses, adding additional stress to the team, and has a 15-minute time limit. The Night Time Suspicious Suspect competition consists of a twoperson unit making contact with a bizarre-acting subject in a highly volatile scenario designed to mimic a drug and high gang activity area. In 2004, California voters passed Proposition 1A to ensure that local property and sales tax revenues remain with local governments. These revenues are to be used as funding for public safety, health, libraries, parks and other local services and could only be borrowed by the state during a fiscal emergency. As part of the budget, the state legislature suspended Proposition 1A, and the suspension was signed by Gov. Arnold Schwarzenegger on July 28. This suspension allowed the state to borrow 8 percent of the City s property tax revenue that would be paid back, with interest, by June 30, Enter Proposition1A Securitization Program, a complex program instituted by the California Statewide Community Development Authority ( California Communities ) that will enable local communities to receive the borrowed funds in early 2010 through the selling of its receivables to local agencies. California Communities is a joint powers authority sponsored by the California State Association of Counties and the League of California Cities. The City of Huntington Park is a member of the League of California Cities, which includes all 480 cities in California. The City will receive 100 percent repayment of the approximate $612,000 in borrowed revenue in two installments on Jan. 5 and May 3, These funds may be used for any lawful purpose of the City and are not restricted by the program. 9 HUNTINGTON PARK VISTA 9 Community Development Department to Assist Homeless The City of Huntington Park and the Los Angeles Homeless Services Authority have joined to offer assistance to the homeless and those who may become homeless. The assistance will be funded through the American Recovery and Reinvestment Act of 2009, which provides funds for families who are either in danger of becoming homeless and those who are now homeless. The City has received $656,002 in funding for the Homelessness Prevention and Rapid Re-Housing Program through the Recovery Act, as it is known, and provide assistance to those in need, in part, because of the economic crisis the country is experiencing. There are two populations of persons facing housing instability that are eligible to receive funding under the HPRP: 1. Concert in the Park a Great Success In its continuing effort to provide fun, entertainment and a sense of community to its residents, the City of Huntington Park hosted another celebration on Oct. 11. The third annual Concert in the Park event was a huge success as several bands from throughout the area participated in the free concert at Robert H. Keller Park. The event is the brainchild of the City s Arts and Cultural Commission, which began the event in 2007 in order to provide a place where residents can take their children, celebrate music and culture, and just have fun. This year s event featured five local bands that headlined the concert: the Ritmo, Sabor e Estilo Jazz band, the Celestial Caravan band, the Jealous Monkeys band, the Cardio Line band and the Mariachi Cielo Nuevo group. The diverse range of musical styles contributed to the uniqueness of the event as band after band took the stage to deliver their own personal styles of entertainment that was enjoyed by children and adults alike. Along with the free live entertainment, the event also featured food, raffles and a children s activity center. One of the main purposes of the event is to strengthen and reinforce the bond between the community and the City of Huntington Park through celebration. More than 300 people attended the event, which was sponsored by the City s Parks and Recreation Department. Keller Park is located at the center of Huntington Park and City Hall on Miles Avenue. It was renamed in a ceremony last year in memory of Officer Robert H. Keller, the only police officer to ever lose his life in the line of duty in Huntington Park. A plaque commemorating Keller s dedication to duty and ultimate sacrifice is situated at the entrance of the park that bears the likeness of the fallen police officer. Candidate Homes Grid Alternative s Solar Affordable Housing Program is still available to Huntington Park residents, and the company is working on making it easier to realize than before. Last June, the first Huntington Park home was converted from relying on traditional electric power sources to instead utilize the energy-efficient, environmentally safe solar panels. The conversion has been a great success. Roberto Garcia and Guadalupe Mariscal underwent the three-day conversion on their Hill Street home and have had no problems with the system to date, reports Grid Alternatives. The first electric bill that they received after the conversion in July was for a little over $1.50, said Outreach Coordinator Ely Flores. The system has had no problems either. One of the inherent problems surrounding this conversion program is that many H.P. residents are hesitant to commit to a loan that is required to finance the cost of the hardware. Qualifying residents are provided with a deferred, no-interest loan by the city in order to finance the conversion. Even though this loan is deferred until the time homeowners decide to sell their home, it is still a loan that must be repaid. Many residents shy away from the program because of the loan, Flores said. Even though there is no up-front cost to residents, people still are unwilling to apply for the loan because of the economy. To this end, Grid Alternatives, along with the City, are in the process of making it easier for residents to qualify for state assistance, which would mean qualifying homeowners would not need to apply for a loan for the conversion. We re still working out the details, but this would greatly assist some homeowners to qualify and, more importantly, not have to commit to a loan, Flores said. The collection of solar energy takes place during the day and manifests itself in the form of a credit from Southern California Edison, and at night, when power use goes up, the credited power is fed back into the home for the family to use. The program is a cooperative effort between the City of Huntington Park, Grid Alternatives and Southern California Edison. We re really hoping that with state funding, we ll be able to entice more residents to apply for this program, Flores said. The Brag About Your Bag campaign started in November and will culminate mid-december with A Day Without a Bag. City staff will distribute reusable bags, while supplies last, at a variety of events held in December. Huntington Park Recycling Coordinator Mario Rivas works with students, parents and members of the community lecturing on the litter problem caused by plastic bags not being recycled or properly disposed. Rivas was surprised when Middleton Elementary School parents got together to collect old plastic bags and make purses and handbags out of them. This parents group has found that reducing and even reusing plastic bags is fun and easy. Awarded Street Improvement Contract Huntington Park s Public Works Department has announced the selection of the Nobest Corporation as its primary contractor for its Miscellaneous Street Improvement project. The project, which will begin in early 2010, is an ambitious task that will identify and repair various street features that are in need of improvement. The City plans to cut, remove and properly dispose of curbs and gutters, sidewalks, driveways, alley approaches and cross gutters and then construct replacements for each feature. The significance of the census cannot be understated as many federal government programs and the funding that comes along with those programs are based on an accurate count of the city s residents. For those residents who may hesitate to release personal information, the city would like to assure them that the collected data will not be shared with any other government body. Immigration status is not the purpose of the census. The primary goal is to get an accurate count of residents in order to establish an accurate budget. The purpose of the census is to count the number of people who call the USA home, and the census bureau has no other agenda other than taking an accurate count. With an accurate count, the city will benefit from federal funding and programs that will be used to improve the quality of life for all residents of Huntington Park.
