1 Cuyahoga County Board of Elections Junta Electoral del Condado de Cuyahoga MAY 6, 2014 PRIMARY ELECTION / ELECCIÓN PRIMARIA DEL 6 DE MAYO DE 2014 ISSUES LIST / LISTA DE ASUNTOS State Issues / Problemas de Estado 1 ASTA20 COUNTY WIDE DISTRICT Issue One Proposed Constitutional Amendment TO FUND PUBLIC INFRASTRUCTURE CAPITAL IMPROVEMENTS BY PERMITTING THE ISSUANCE OF GENERAL OBLIGATION BONDS Proposed by Joint Resolution of the General Assembly To enact Section 2s of Article VIII of the Constitution of the State of Ohio A majority yes vote is required for the adoption of Section 2s. This proposed amendment would: 1. Authorize the state to issue bonds or other obligations to finance or assist in financing public infrastructure capital improvements for local governments and other governmental entities. Capital improvement projects would be limited to roads and bridges, waste water treatment systems, water supply systems, solid waste disposal facilities, storm water and sanitary collection, storage, and treatment facilities. 2. Determine that such capital improvements are necessary to preserve and expand the public infrastructure, ensure public health, safety and welfare, create and preserve jobs, enhance employment opportunities, and improve the economic welfare of the people of Ohio. 3. Limit the total principal amount of the state general obligations issued under the amendment to no more than $1.875 billion over a ten-year period, with no more than $175 million issued in each of the first five fiscal years and no more than $200 million in each of the next five fiscal years. Any principal amount that could have been issued in any prior fiscal year, but was not issued, may subsequently be issued. 4. Require that obligations issued under this amendment mature no later than thirty (30) years after their date of issuance, and that any obligation issued to retire or refund other obligations mature no later than the permitted maturity date for the obligations being retired or refunded. 5. Authorize the General Assembly to pass laws implementing this amendment, including laws establishing procedures for incurring and issuing obligations, and laws providing for the use of Ohio products, materials, services and labor to the extent possible. If approved, the amendment shall take effect immediately. A "YES" vote means approval of the amendment. A "NO" vote means disapproval of the amendment. Page 1 of 14

3 Asunto Uno Propuesta de Enmienda Constitucional FINANCIAR MEJORAS DE CAPITAL PARA INFRAESTRUCTURA PÚBLICA AL PERMITIR LA EMISIÓN DE BONOS DE OBLIGACIONES GENERALES Propuesta por Resolución Conjunta de la Asamblea General Promulgar la Sección 2s del Artículo VIII de la Constitución del Estado de Ohio Se requiere un voto afirmativo por mayoría para la adopción de la Sección 2s. Esta propuesta de enmienda: 1. Autorizaría al estado a emitir bonos u otras obligaciones para financiar o asistir en la financiación de mejoras de capital para la infraestructura pública de los gobiernos locales y otras entidades gubernamentales. 5 School Issues / Asuntos de la Escuela 2 BBRL10 BROOKLYN CSD -TAX ID # 1807 PROPOSED TAX LEVY (RENEWAL) BROOKLYN CITY SCHOOL DISTRICT Shall a levy renewing an existing levy be imposed by the Brooklyn City School District for the purpose of avoiding an operating deficit in the sum of $2,175,000 and a levy of taxes to be made outside the ten-mill limitation estimated by the County Fiscal Officer to average 6.7 mills for each one dollar of valuation, which amounts to 67 cents for each one hundred dollars of valuation, for a period of six years, commencing in 2014, first due in calendar year 2015? PROPUESTA PARA RECAUDACIÓN DE IMPUESTOS (RENOVACIÓN) DISTRITO ESCOLAR DE LA CIUDAD DE BROOKLYN Deberá el Distrito Escolar de la Ciudad de Brooklyn renovar un impuesto existente con el fin de evitar un déficit operativo en la cantidad de $2,175,000 y una recaudación de impuestos a realizarse fuera del límite de diez milésimos estimados por el Funcionario Fiscal del Condado para promediar 6.7 milésimos por cada dólar de valoración, lo cual representa 67 centavos por cada cien dólares de valoración, por un período de seis años, comenzando en el 2014, con su primer vencimiento en el año calendario del 2015? 3 BNRY20 NORTH ROYALTON CSD-TAX ID #1821 PROPOSED BOND ISSUE NORTH ROYALTON CITY SCHOOL DISTRICT Shall bonds be issued by the North Royalton City School District for the purpose of constructing, renovating, remodeling, rehabilitating, adding to, furnishing, equipping and otherwise improving buildings and facilities, and preparing, equipping and otherwise improving real estate, for school district purposes in the principal amount of $49,830,000, to be repaid annually over a maximum period of 35 years, and an annual levy of property taxes be made outsidethe ten-mill limitation, estimated by the County Fiscal Officer to average over the repayment period of the bond issue 2.56 mills for each one dollar of tax valuation, which amounts to 25.6 cents for each one hundred dollars of tax valuation, commencing in 2014, first due in calendar year 2015, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds? 7 4 BOFV20 OLMSTED FALLS CSD -TAX ID # 1822 PROPOSED BOND ISSUE OLMSTED FALLS CITY SCHOOL DISTRICT Shall bonds be issued by the Olmsted Falls School District for the purpose of rehabilitating, renovating, remodeling, adding to, furnishing, equipping and otherwise improving Olmsted Falls High School in the principal amount of $15,000,000, to be repaid annually over a maximum period of 30 years, and an annual levy of property taxes be made outside of the ten-mill limitation, estimated by the County Fiscal Officer to average over the repayment period of the bond issue 1.8 mills for each one dollar of tax valuation, which amounts to 18 cents for each one hundred dollars of tax valuation, commencing in 2014, first due in calendar year 2015, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds? 11 County Issues / Asuntos del Condado 7 CCUY10 COUNTY WIDE DISTRICT PROPOSED EXTENSION OF ALCOHOL AND CIGARETTE TAXES FOR SPORTS FACILITIES COUNTY OF CUYAHOGA For the purpose of paying the costs of constructing, renovating, improving, or repairing sports facilities and reimbursing a county for costs incurred by the county in the construction of sports facilities, shall excise taxes be levied by Cuyahoga County at the rate of three dollars on each gallon of spirituous liquor sold in the county, sixteen cents per gallon on the sale of beer at wholesale in the county, thirty-two cents per gallon on the sale of wine and mixed beverages at wholesale in the county, twenty-four cents per gallon on the sale of cider at wholesale in the county, and 2.25 mills per cigarette on the sale of cigarettes at wholesale in the county, for 20 years beginning August 1, PROPUESTA DE EXTENSIÓN DE LOS IMPUESTOS SOBRE EL ALCOHOL Y LOS CIGARRILLOS PARA FINANCIAR INSTALACIONES DEPORTIVAS CONDADO DE CUYAHOGA Con el fin de pagar los costos de construir, renovar, mejorar o reparar las instalaciones y reembolsar al condado por los costos en los que haya incurrido el condado por la construcción de instalaciones deportivas, deberá recaudar el Condado de Cuyahoga impuestos especiales a una tasa de tres dólares por cada galón de licores destilados vendido en el condado, dieciséis centavos por galón vendido al por mayor de cerveza en el condado, treinta dos centavos por galón vendido al por mayor de vino y bebidas combinadas en el condado, veinticuatro centavos por galón vendido al por mayor de sidra en el condado, y 2.25 milésimos por cigarrillo vendido al por mayor en el condado, por 20 años, comenzando el 1 de agosto de 2015?
