These championships began in 1980 and have produced athletes likes Carl Lewis (USA), Joaquim Cruz (BRA), Jackie Joyner-Kersee (USA) and Merlene Fraizer (JAM). DATES AND SITE OF THE XVII PANAMERICAN JUNIOR CHAMPIONSHIPS IN MEDELLIN The XVII Panamerican Junior Championships will be held August 23, 24, y 25 in the Athletic Stadium ALFONSO GALVIS DUQUE in the city Medellin. 2. PARTICIPATION General Rules The XVII Panamerican Junior Championships will comply with the IAAF Rules and the emerging situations will be decided by the Technical Delegate. Participants Athletes from the APA Member Federations whose Athletics Federations are afffiliated and in good standing with the IAAF will be able to participate in the Championships. Each country could enter a maximum of two athletes for every event and one masculine and one female relay team. Each Member Federation could entry a maximun of 6 athletes per relay (M and F) The final members of the relay and their order should be declared officially at the Technical Information Center (TIC) at least one hour before the event and before the first roll call of the relay events. Participation Requirements a) Born in the country he/she represents or b) Naturalized or 5 years residency in the country he/she represents c) Registered in the National Federation of the country he/she represents d) Be registered in the official list sent by his/her National Federation Age Categories - Junior Athletes: Any athletes aged 18 or 19 years on December 2012 (born in ) may compete in any event. - Youth Athletes: Any athlete aged 16 and 17 (born in 1996 or 1997) may compete in any event. However, the maximum number of events in which a youth can compete is 4

5 two individual events plus the relay. If the two individual events are Track Events, only two of these may be longer than 200m. - Younger athletes: No athlete younger than 16 years of age on December 31, 2013 (born in 1998 or later) may be entered. - On arrival, Team Leaders must present the athletes passports or other officials documents which indicate year of birth to confirm birthdates. For each athletes entered, the corresponding document(s) shall be photocopied by the LOC and kept as evidence. Preliminary submission of entries Member Federations of APA must submit their Preliminary Entries in the oficial forms prepared by the LOC and the deadline to do so is July 26, Final Entries The final entries which includes the personal information of each athlete, including the best time or performance in the last year for each event in which he/she is participating. These entries are due on August 15, 2013 in the appropriate forms prepared by the LOC. 6 Combined Events : Heptathlon Confirmations The Team Leader or the official representative of each Member federation must confirm in written form the final list of participants and the athletes names for each event before 12:00 noon of the previous day (day before the scheduled event). They must use the official form provided by the LOC and should be submitted at the Technical Official Information Center designated by the Local Organizing Committee of the Championships. Only athletes who have been officially registered in the entries for each event by their National Federations will be able to participate and compete. This is done to avoid the no show problems and guarantee complying with the appropriate schedule. The forms to scrath athletes wil be given to the Team Leaders during the Technical Meeting. 1. SCHEDULES COMPETITION SCHEDULE Each event will be done at the time which appears in the Competition Schedule. Technical Information Center TIC The TIC is located under the main tribune in the stadium where the delegates and Team Leaders should confirm the participation of their athletes, get information and results, present concerns, protests or appeals, request transportation or official communications regarding the development of the events. 2. INSTRUCTIONS FOR THE TEAM LEADERS OR OFFICIAL DELEGATES OF THE MEMBER FEDERATIONS Arrivals The Local Organizing Committee will have an information booth upon the arrival of each delegation and will coordinate the transportation to the hotels and the accreditation centers. 6

7 Room and Board The Local Organizing Committee will provide room and board to all the participants two days before the days of the competition and one day after the Championships for a total of five days. Cost and Payment A levy of $25.00 USD per day, for a maximum of five days, will be pay per member of the delegation within the quota (see table below) upon arrival before the LOC will issue the accreditation to each individual. Members outside the Quota The Team Leaders must submit the names and gender of the additional members of their delegation in order to organize the appropriate accommodations. They must pay a levy of $50.00 USD per individual per day, for a maximum of five days. The additional days, outside the normal five days, of any member of the delegation, including the athletes, must be cancelled upon arrival and prior to the accreditations. 8 Information for Accompanied Persons, Parents, Tourists The LOC has contracted a company, O.L.E. (Organizacion, Logistica de Eventos) that will be in charge of all the accommodations, local transportation, organization of meetings, congress and extracurricular events, including the handling of accompanied persons such as parents, friends, fans, tourist, etc. O.L.E. will be offering several packages to cater any needs for the accompanied persons. (57) oleeventos@hotmail.com Accreditations The Local Organization will be responsible of the accreditations of all the sportpersons who are members of the Official Delegations submitted by the National Member Federations. These accreditations must be the document shown upon arrival to all the venues used in the Championships. Attaches for every National Delegation The Local Organizing Committee will assign an attaché for each National Delegation who will serve as guides and facilitators during their stay in the City of Medellín. Competition Numbers Bibs Each athlete will receive four (4) numbers (bibs) which will be given to the Team Leaders at the Technical Meeting: Two (2) for the tanktop or chest and back of the competition vest (front and back), one (1) for their warm-up uniform and one (1) for their bag. These numbers must not be cut, folded or obscured in any way according to the IAAF Rules and Regulations. Infractions could result in disqualification of the athlete. To the participants in races, the hip numbers will be given at the Call Room.before they enter the track. They should be placed on both sides of the competition shorts. 8

9 Team Clothing Athletes must use the official uniform of their National Team following the IAAF Rules and Regulations. The Award Ceremony is part of the Championships and the competitions, therefore they will be scheduled in the Program and the athletes must be present and participate in the Official National Uniform. Official Results The results of each event will be announced after each event in both English and Spanish. The results are considered officials as soon as they are are announced by the Certified Public Announcer. A copy of the results will be posted at the TIC and every Team Leader will receive a copy in the pigeonholes designated for each Member Federation. Classification Rounds Races: The heats groups for the first round will be prepared by the Technical Delegate following the IAAF guidelines and using the best performances of each athlete in the current year which should appear in the official entries submitted by the Member Federations. Moving from one round to another will follow IAAF Rule # 166. Vertical Jumps High Progression Event Gender Inicial Altitude 1 st Progression 2 nd Progression High Jump Masculine 1.80m 5cm. to 2.10cm. 3cm. High Jump Femenine 1.50m. 5cm. to 1.70cm. 3cm. Pole Vault Masculine 4.30m. 10cm. to 4.90cm. 5cm. Pole vault Femenine 3.00m. 10cm. to 3.60cm. 5cm. Decathlon y Heptathlon: The initial heights of high jump and pole vault will be agreed upon during the Technical Meeting by the delegates who have athletes participating in the events and they will use IAAF Rules and Regulations in Article # 181 regarding the altitude segments. Officials The officials and the auxiliary personnel necessary for the championships will be determined by the Colombia Athletics Federation and approved by the Association of Panamerican Athletics. 9

10 Awards Medal/Awards Ceremonies will take place periodically throughout the competition, as listed in the Schedule of Events. Medalists should report to the awards area fully dressed in the Official Uniform of their respective National Federation. Medals and Awards will be given by gender (M/F) as follows: Medals First Place Second Place Third Place Gold Medal Silver Medal Bronze Medal Trophies Champion Female - Masculine Second Place Runner-Up Female - Masculine Third Place Female Masculine Trophy will be awarded to the winner of the Heptathlon and Decathlon. Trophy will be awarded to the best Male and Female Athlete Protests and Appeals Protests concerning the result or conduct of an event must be made by either the athlete or the Team Leader within 30 minutes of the official announcement first to the Referee. An appeal to the Jury of Appeals must be made within 30 minutes of the official announcement of the decision made by the Referee, signed by the responsible official on behalf of the athlete, and shall be accompanied by a deposit of $100 USD or its equivalent in Colombian pesos which shall be forfeited if the protest is not upheld. All appeals shall be lodged at the TIC and will apply IAAF Article # 146. The appeal must be submitted to the person in charge of the TIC. The person who submits an appeal will receive a copy with the time when the appeal was received. The Jury of Appeals will respond in written form as soon as possible. The result will be announced in the bulletin board located in the TIC. Technical Information Center and Competition Information Desk A Technical Information Center (TIC) will be located at the Alfonso Galvis Duque Athletic Sports Center and a Competition Information Desk will be located in the Team Housing site. 10

11 These information centers will serve as the link between the Local Organizing Committee (LOC) and the various delegations. The following will be available at the Centers: o Materials for the Technical Meeting o Distribution of the start lists and the results o Technical Information (Only at the TIC) o Communications and official information for the Delegates o Distribution of the Official Results o General Information o Transportation Schedule o Doping Control for National Records (Only at the TIC) o Protests and Appeals (Only at the TIC ) National records The certificates for the national records must be requested at the TIC. Medical Services All the official athletes participating in the event shall have an accident insurance policy. A Medical Team will be available for the Panamerican Championships participants. The LOC will have a Medical Team available at the Stadium only during the training sessions and the competion. Insurance Member Federations are responsible to have insurance for illness for the members of their Delegation with international coverage. 5. INSTRUCTIONS FOR THE ATHLETES Sports Implements The Local Organizing Committee (LOC) will provide a number of IAAF certified implements for all the events. Athletes may use their personal implements if they are certified by the Technical Director two (2) hours before the event and they can be appropriately identified and have the IAAF certification and pass the implement inspection. Pole Vaults Control 11

12 The personal pole vaults should be inspected by the Technical Jump Referee two (2) hours before the event. Training Schedule The LOC will Schedule the training sessions with the Team Leader of each delegation according to the needs and the availability of the facilities and the transportation. The Schedule will be available at the Technical Meeting. Call Room Schedule We will use only one Call Room located at the side entrance for all the athletes. Competitors in the Combined Events will report before the start of the morning and the afternoon sessions. Once in the Call Room, athletes will be identified by their accreditation card and their bib competition number. IAAF Rules and Regulations will be followed in shoes and spikes, uniforms, bags, personal belongings. In compliance with the LOC requirements, only in the high jump and javelin throw events a maximum of 9mm pyramid spikes could be used. In all the other events the spikes should not be longer than 6 mm pyramid. Access to the Call Room is restricted, therefore, delegates or team officials are not permitted in this area. All athletes must present themselves at the Call Room according to the following schedule. All times are prior to the actual time of the event: EVENT GROUP REPORT TO CALL ROOM ENTER COMPETITION SITE Track races and Walk 35 minutes 20 minutes Relays and Hurdles 40 minutes 20 minutes Jumps and Throws 60 minutes 40 minutes Pole Vault 70 minutes 60 minutes Officials will escort all athletes to the track or the field area designated for throws or jumps. The athletes will stand in the competition área for their presentation according to the protocol guidelines. After the completion of the events they will again be escorted by officials during the departure from their competition area. In the throws and the vertical jumps, the athletes who are not in the final competition will also be escorted out of their area. This will be the same procedure used in the high jump and the pole vault. 12

13 6. JURY OF APPEAL The Jury of Appeals will be constituted by the Association of Panamerican Athletics (APA) Executive Board Members. 7. TECHNICAL MEETING The Technical Meeting will be held on August 22 at 10:00 AM at the Tryp Hotel. No more than two (2) officials from each participating Member federation may take part in the Technical Meeting. We will discuss only technical issues related to the competition, confirmations, results, etc. 8. CEREMONIES Opening Ceremony A brief Opening Ceremony followed by a folklore show will take place in the competition stadium on Tursday August 22, 2013 at 1800 hrs (6:00PM) (TBC). A parade of flags is planned. Federations should bring three flags with them. One shall be used for the parade and the flag pole display and the others for the awards ceremonies. Each country must have at least two female and two male athletes plus a team official to march in the parade. Medal Ceremony After the competition, the top three finishers will be honored. Medal ceremonies will take place periodically throughout the competition, as listed in the Schedule of events. Medalists should report to the awards area under the stadium, fully dressed in the oficial uniform of their respective National Federation for the Medal Ceremony. Closing Ceremony A brief Closing Ceremony will be held inmediately following the last event of the Championships, followed by a Celebration Party for all the delegations, officials, volunteers, dignataries and directors. 9. DOPING CONTROL Doping control will be conducted in accordance with the IAAF Anti-Doping Regulations. 13

14 10. MEDIA SERVICES A Press Tribune will be located in the stadium s main stands for accredited media. Start Lists and results cand be picked up at the Media Center. Photographers may shoot outside the track fence or from the infield if they have a media vest. Media vests will be issued in the Media Center. 11. DEPARTURES Team departure flight information must be provided via the final entries. Should changes need to be made, please notify the person in charge of travel arrangements or Travel Agent on duty at the Welcome Desk at team housing. Transportation to the airport Jose Maria Cordova in Rio Negro will be provided The LOC of the Edmonton 2015 Panamerican Junior Championships will be hosting a Reception for the Panamerican Athletics Family on Friday August 23 at 1:00 PM at the Tryp Hotel. 13. The APA General Assembly (Congress) will be held Sunday August 25 at 12:30 PM at the Tryp Hotel. Lunch will be served. 14.
