1 Euro-Latin American Parliamentary Assembly Assemblée Parlementaire Euro-Latino Américaine Asamblea Parlamentaria Euro-Latinoamericana Assembleia Parlamentar Euro-Latino-Americana EURO-LATIN AMERICAN PARLIAMTARY ASSEMBLY Committee on Economic, Financial and Commercial Affairs MINUTES of the meeting of 22 November 2011, from 17:00 to 19:00, and 23 November 2011, from 10:30 to 11:30 Brussels The meeting opened at 17:00 on Tuesday, 22 November 2011, chaired jointly by Fausto Lupera Martínez (Andean Parliament) and Jean-Pierre Audy (EP, PPE), Co-chairs. 1. Adoption of draft agenda OJ v02-00 The draft agenda was approved as recorded in these Minutes. 2. Election of members to the Committee's Bureau Adolfo Rodríguez Saa (Parlasur, Argentina) was elected Co-Vice-Chair by the Latin- American component. 3. 2 4. Co-Chairs' announcements. The Co-chairs announced the objectives and procedure of the meeting. In answer to the request from some members of the Committee for representatives of civil society organisations taking part in the Euro-Latin American Civil Society Meeting, held on 21 November, to be allowed to contribute to the debate on point 6 of the agenda, the chair reminded them that the regulations do not envisage any such participation. It was agreed to submit the possibility of taking part to the Committee for its decision, under the relevant point of the agenda. 5. Common Draft Resolution: Globalisation and the Financial Crisis Co-rapporteur EP: José Manuel García-Margallo y Marfil (EPP) Co-rapporteur LAC: Fausto Lupera Martínez (Andean Parliament, Ecuador) The co-rapporteurs presented the draft resolution. Participants: António Fernando Correia de Campos (EP, S&D), Luís Yáñez-Barnuevo (EP, S&D), Roberto Requião Mello e Silva (Parlasur), Edvard Kožušník (EP, ECR), María Muñiz de Urquiza (EP, S&D), Jürgen Klüte (EP, GUE/NGL), Angel Ramón Barchini (Parlasur), Rodrigo Cabezas Morales (Parlatino), Ilda Figueiredo (EP, GUE/NGL). The co-rapporteurs gave a debate summary. The Co-chair reminded members that a period for amendments to the Draft Resolution is open until 17 February Consideration of the amendments and voting on them will take place at the Committee s next ordinary meeting. 6. Subject of debate: EU-LAC raw materials trade Co-rapporteur EP: Co-rapporteur LAC: Catherine Grèze (Verts/ALE) Óscar Arboleda Palacio (Parlandino, Colombia) The co-rapporteurs presented their respective working documents. Participants: Justo Pastor Cárdenas (Parlatino), Adolfo Rodríguez Saa (Parlasur), Jürgen Klüte (EP, GUE/NGL), Hildebrando Tapia Samaniego (Parlandino), Noemí Coto Estrada (Parlatino). The co-rapporteurs gave a summary of the debate and announced their intention to incorporate comments received in a revised version of the documents. At the close of debate, no one having opposed her participation, a representative of civil society groups that took part in the Euro-Latin American Civil Society Meeting on 21 November presented the conclusions of that meeting. 3 The meeting was adjourned at 19:00 and resumed on 23 November at 10:30, chaired by Catherine Grèze (Verts/ALE) in place of Jean-Pierre Audy (EP, EPP). 7. Current topic: Status of ratification of the EU-Central America Association Agreement and the EU-Colombia and Peru Trade Agreement; prospects for Ecuador and Bolivia; status of negotiations on the EU-Mercosur Association Agreement Mr. João Aguiar Machado, Deputy Director General of the Trade DG, reported on ratification procedures for the trade agreement signed with Colombia and Peru and the Association Agreement signed with Central America. It was emphasised that the goal is still to achieve an inter-regional agreement and that the agreement signed is, therefore, open to accession by Bolivia and Ecuador. The status of negotiations on an Association Agreement with Mercosur was also reported on. Sundry items Various Committee members supported the proposal to discuss the issue of food sovereignty and trade in agricultural raw materials as a current topic at the Committee s next meeting. 9. Date and place of the next meeting In accordance with the Programme of Activities of the 2012 Assembly, the next meeting of the Committee on Economic, Financial and Commercial Affairs must be held in connection with the next Plenary session, scheduled for 2-4 May 2011 in Santiago (Chile).
