4 Letter from the Chairman On behalf of the CDEC-SIC Board of Directors, I am pleased to present you with the 2012 version of the Central Interconnected System (SIC) Operation Statistics, published annually by the Center for Economic Load Dispatch (CDEC-SIC), and made available to all stakeholders and investors interested in the Central Interconnected System management. The information contained in these Operating Statistics covers the term from 2002 through 2011, both included. This publication delivers the most significant operation data of the SIC, the main national electricity system which serves nearly 92% of the country s population located in the geographic area between Rada de Paposo to the North and Isla Grande de Chiloe in the south was characterized by a poor rainfall, reaching a surplus probability of 84%, making it one of the statistically driest years ever. This drought was the continuation of an also dry 2010, which caused the authority to enact Decree No. 26 on February 2011, establishing preventive measures aimed to avoid future supply deficit and to ensure electricity supply at the SIC. Regarding relevant data on energy, power and capacity, it should be noted that the gross energy generation in 2011 increased by 6.7% as compared to 2010, totaling 46,142 GWh. On the other hand, energy sales totaled 43,804 GWh, 6.7% increase as compared to sales in Regarding power demand in 2011, the annual maximum value reached 6,881.4 MW, 6.2% increase over the demand recorded in 2010, while the maximum peak period demand reached 6,016.3 MW, representing a 4.1% growth for the same variable as measured in As of December 31, 2011 the installed capacity in the SIC system reached 12,715 MW, 4.7% higher than the one available at the end of This increase is largely explained by the hydro projects operation start-up, which totaled an amount close to MW. At the regulatory level, and pursuant to Supreme Decree No. 291/2007, in 2011 a new election process was established for the renewal of the CDEC-SIC Board. A meeting of the member companies was held in October, where representative directors were elected from each of the segments that are a part of the CDEC-SIC. This new Board took office in November last year. 2

5 Also in 2011, by decision of the Board, a professional lawyer joined the Secretariat of the CDEC-SIC as Secretary to the Board. On the other hand, the Board tasks in 2011 included the following activities: - Development of a Diagnosis and Improvement Study on the CDEC-SIC Operation Management, aimed to identify opportunities for improvements in the operational management of the CDEC-SIC, to ensure high performance standards in line with best international practices. This study, designed as an independent diagnosis about processes, structure and other key aspects for the good compliance with the obligations as established by the current legislation and, in particular, with regard to the safe and economical operation of the Central Interconnected System, was entrusted to a prestigious international consultant and was developed by the Operations Director, according to the criteria defined by the Board. The recommendations to be derived from this study should provide the basis for processes and infrastructure improvements that may be a part of this CDEC s future tasks. - Development of a CDEC-SIC organization study, designed by stages and oriented to define and establish the feasibility of this CDEC within the institutional framework of the current legislation, to act in the legal life and perform their functions as defined in Decree 291/2007, under a different type of organization to the one that at present provides administrative support. Such study is in progress and it has required various specialized consulting services, for which the Board approved a supplementary budget. - Proposal for amendments to the Internal Regulations of the CDEC-SIC in several areas, to adapt to the new needs of the system s internal organization and operation. - Agreements and definitions regarding the treatment adopted to address the impact on the system caused by the situation of unpaid bills related to the transfer of energy and power balance, by the companies Campanario Generación S.A. and Central Tierra Amarilla S.A. - Adoption of general criteria to implement a new organizational structure, to review the location of the CDC, and to implement a communications consultancy. In 2011, the interest of member companies to seek consensual solutions to the discrepancies that arise in the operation of the SIC was also raised, since only two differences were presented for consideration to the Panel of Experts: Decision Nº 12, November 2011, which solved the Discrepancy of Empresa Electrica Guacolda S.A. for the inclusion by Tolls Direction of CDEC-SIC of the company Campanario Generation S.A. in the August 2011 Transfer of power and energy Balance, filed in September, while Decision Nº 24, January, 2012, solved the Discrepancies with the DP Procedure: Calculation and Determination of Economic Transfers of Energy, filed in November. Regarding budget, it is worth highlighting the Board s approval of a 2012 budget with an increase of around 50% as compared to the previous year, in order to carry out the required innovations to the functional structure of the CDEC-SIC, as well as in the development and acquisition of technological tools in order to provide the entity with the flexibility allowing to continue successfully facing the duties and challenges of an industry in continued growth, particularly those related to preserve safety in the electrical system. I conclude by expressing my sincere thanks to all the people who work professionally at the CDEC - SIC, and to all those who have supported this organization s Board management, which I am honored to chair. I would also wish to acknowledge the task of the Operation and Tolls Director, and the Administration and Budget Director for their efforts towards an electricity service with the standards of quality and safety that the country demands. 6 Letter from the Director of Operations and Tolls I am pleased to present the industry and the general public with the Operations Statistics prepared annually by the Center for Economic Load Dispatch - Central Interconnected System - (CDEC - SIC). This document shows the most significant indicators and elements of SIC s operation, which on this occasion refer to the term When analyzing demand supply during 2011, a significant thermal component (54.7%) may be noted, as a consequence of poor hydrology at the main dams of the system after an equally dry year Under such a condition, in order to prevent supply deficit situations, in February 2011 the Ministry of Energy enacted Decree Nº26 which incorporated, among other, measures such as voltage reduction, formation and maintenance of a hydric reserve, promotion of consumption decrease and powers to the Operations Director to operate transmission facilities under special conditions, allowing to successfully overcome the tight supply situation of year Regarding new infrastructure, during 2011 production capacity of the hydraulic generating facilities increased by MW, while the thermal ones increased by 53.9 MW, discounting Central Ancud disconnection. On the other hand, the SIC s wind farm increased its installed capacity by 30.0 MW. The detail of this new generation capacity incorporation in 2011 is as follows: - On January 08, the Masisa bio-mass thermal power plant, owned by Masisa Ecoenergía and with a 11.0 MW capacity was delivered for operation. - On February 01, the expansion of Monte Redondo wind farm was enabled for operation, which consists in 5 new units of 2.0 MW each. As a result, as from such date this station has an installed capacity of 48.0 MW. - On March 26, the Mariposas hydroelectric power plant, owned by HidroLircay, with a 6.3 MW capacity was delivered for business operation. - On March 30, Guayacán hydroelectric power plant, owned by Coyanco, with a 12.0 MW capacity, was delivered for operation. - On April 18, Potencia S.A. reported a capital increase of its Olivos thermal power plant, reaching MW. 4

7 - On April 28, the diesel thermal power plant Calle-Calle, owned by SGA, with a 13.0 MW capacity was delivered for operation. - On May 01, La Confluencia hydroelectric power plant, owned by Hidroeléctrica La Confluencia S.A., with a MW capacity was delivered for operation. - On May 02, La Higuera hydroelectric power plant, owned by Hidroeléctrica La Higuera S.A., with a MW capacity was delivered for operation, as well as Laguna Verde TV reconverted to Diesel, owned by AesGener, with a 47.0 MW capacity. - On June 05, Licán hydroelectric power plant, owned by Hidroeléctrica Licán S.A., with a 18.0 MW capacity was delivered for operation. - On June 20, ended the dismantling process and later move of Ancud power plant facilities, PMG with a 3.3 MW capacity, which was located at Ancud district, in Chiloé. As of such date, that area remains without contribution. - On July 11, unit 4 of Campanario power plant was enabled to operate in combined cycle. - On September 20, ended the commissioning tests of Loma Los Colorados II Biogas thermal power plant, owned by kdm Energía, with a 7.05 MW capacity. - On December 15, Punta Colorada wind farm, owned by Cía. Barrick Chile Generación Ltda., with a 20.0 MW capacity was delivered for operation. - On December 31, Chacayes hydroelectric power plant, owned by PacificHydro Chacayes S.A., with a MW capacity, was delivered for operation. Also, during 2011 the incorporation to the system of Distributed Generation Small Media (PMGD) for a total 31.0 MW has materialized. Thanks to all these incorporations and amendments to generating units, installed power at the SIC as of December 31, 2011, amounted to 12,715.2 MW, which represents 4.7% increase as compared to the one of December 31, Also, at the close of 2011, the following generating units were undergoing commissioning tests: - Energía Pacífico bio-mass thermal power plant, owned by Energía Pacífico S.A., with a 16.5 MW capacity, synchronized on July Lautaro thermal power plant, a bio-mass power plant owned by COMASA S.A., of 20 MW, synchronized on August Santa María thermal coal power plant, owned by Colbún and with a 347,3 MW capacity, which unit 1 was synchronized on September Arauco power plant, owned by Arauco Bioenergía, enhancement surplus amounting to about 24.0 MW. Regarding transmission works, the following facilities were commissioned on the following dates: - On February 25, the EDAC layout for Specific Contingencies at Polpaico-Cerro Navia 2x220 kv line started operating. - On March 26, STATCOM equipment is synchronized at C. Navia sub-station, being delivered for operation on November 9, in Slow MVA mode with +140 MVAr / -65 MVAr. - On April 03, CCEE Bank Nº 2 of 50 MVAr at A. Jahuel substation was delivered for operations. - On April 05, Santa Filomena sub-station of 220 kv was delivered for operations. - On April 06, the second section of Las Palmas sub-station was delivered, enabling Los Vilos-Las Palmas and Las Palmas- Pan de Azúcar 220 kv lines to operate. - On April 10, the new 220/110 kv 60 MVA transformer of Melipulli substation was delivered for operation. - On April 17, Diego de Almagro-Salado 110 kv Transmission Line was delivered for operation. - On April 20, Cardones sub-station new transfer bar was delivered for operation. 5

8 - On June 05, sub-station Melipulli T-55 of 220/110 kv, 60 MVA transformer, was delivered for operation. - On July 02, Capullo-B. Blanco 66 kv Transmission Line was delivered for operation. - On July 31, Sta. María-Charrúa circuit 1 of 220 kv Transmission Line was delivered for operation, thus the entire line with its 2 circuits became operational. - On August 20, Polpaico sub-station CER was delivered for operation. - On September 01, transformer 2 of 220/110/13.2 kv, 90 MVA of Maitencillo sub-station started operating. - On September 04, ATR2 525/230/66 kv, 750 MVA of Polpaico sub-station started operating. - On November 08, Nogales-Polpaico 220 kv Transmission Line started operating. Regarding regulations, during the year the following procedures prepared by the Operations and Tolls Director were filed to consideration for the CNE s approving report: - Facilities Enabling Procedure for Frequency Control, Tension Control, EDAC and Service Recovery Plans. - Procedure on Facilities interconnecting to the Interconnected System Minimum Technical Requirements. - Procedure for the Monitoring System. Such procedures, as established by the SyCS Technical Standard, were approved as regards the CDEC-SIC, waiting for approval by the National Energy Commission. On the other hand, and pursuant to the stipulations contained in DS 291/2007 and DS 26, the following DO/DP/DAP procedures were prepared: - Failure Cost Implementation Procedure to Determine the System s Marginal Costs. - Procedure to Determine the Estimated Daily Demand, Assignment of Daily Energy Available and of Rationing Daily Quota in the Event of Estimated System s Deficit. - Procedure for Accrual, management and use of Hydric Reserve according to Article of D.S Procedure for Assessment and Remuneration of economic effects caused by the formation, maintenance and use of Hydric Reserve according to Article of D.S Procedure for Calculation and Determination of Energy Economic Transfers. During 2011, there were two discrepancies with the Tolls Area, which were submitted to the Experts Panel consideration: The first one, which came up in September, resulted into Pronouncement N 12, of November, 2011 and resolved the Discrepancy filed by Empresa Eléctrica Guacolda S.A. to the consideration of the CDEC- SIC Tolls Area on Campanario Generación S.A. energy and power transfer balances of August, The second Pronouncement (Pronouncement 24), issued in January, 2012, resolved the Discrepancies regarding the CDEC-SIC s DP Procedure Calculation and Determination of Energy Economic Transfers, which had been filed in November by some companies within the framework of the procedure preparation by DP, according to Article 10 of D.S. 291/2007. During SCADA Project development, in 2011, the bidding process of such system took place, which was awarded to ABB-Ventyx. As a result, by the end of the year the Statement of Work was agreed and the project implementation was started. 6

9 An issue affecting the normal procedure of the area s payment chain was the non-compliance by Campanario S.A. and Central Tierra Amarilla S.A. of their obligations. As a result, on August 31, and pursuant to the stipulations of the SEC s RES. EXTA. N 2288, dated , the CDEC-SIC was forced to interrupt the condition of participant in the energy and power injection and withdrawal balances of Campanario Generación and all its units. On the other hand, on 13/10/2011 the condition of participant in the energy and power injection and withdrawal balances of the electric system of Central Tierra Amarilla was interrupted as of 17/10/2011. In 2011, the Tolls Area started the bidding process of eight new works for the enhancement of the Trunk Transmission System, contemplated in Supreme Decree N 115/2011, consisting in: In the organization s area, the assignment of further tasks and responsibilities to the CDEC-SIC s duties originated the need to lease and implement new facilities, both for office space as well as for the Dispatch & Control Center (CDC). At the end of 2011, these new offices were being implemented at the 11th and 12th floors of Teatinos 280. I end this summary of the most significant events occurred at the SIC during 2011, convinced that the competence and qualifications of our professional team, as well as the support by all coordinated companies will enable the CDEC-SIC to continue responding to the challenges posed by the sector s dynamics. - New Line Cardones Maitencillo 2x500 kv. - New Line Maitencillo Pan de Azúcar 2x500 kv. - New Line Pan de Azúcar Polpaico 2x500 kv. - New Line 2x500 Charrúa Ancoa: first circuit s installation. - New Line 2x220 Ciruelos Pichirropulli: first circuit s installation. - Lo Aguirre Selecting Sub-Station: Stage I. - CER installation at Cardones Sub-Station. - New Line Cardones Diego de Almagro 2x220 kv: first circuit s installation. On the other hand, regarding the award of the new transmission works, during 2011 the audit process of the Ancoa-Jahuel 500 kv Transmission Line first circuit construction work continued, while at the beginning of November the Nogales-Polpaico 220 kv Transmission Line started its operational stage. 11 INTRODUCTION GENERAL STATISTIC The Central Interconnected System of the Republic of Chile, consists of transmission systems and power plants that operate interconnected from the Rada de Paposo to the North (Second Region), to the Isla Grande de Chiloé in the South (Tenth Region) This system in the largest in the four systems that provide electrical energy to the Chilean territory, with an installed capacity up to December 31, 2011, of ,2 MW, and a supply coverage that reaches about 92.2 of the population. The Interconnected System of the Big North Region (SING) also functions along with the SIC in Chile as well as the Electrical System of Aysen and Magallanes for wich the following summary statistics and most relevant aspects are shown: 9

13 The following national map summarizes the most relevant statistics of each electric system. 11

14 This publication aims at summarizing the statistical information related to the operation of the Central Interconnected System, ordered by the Center for Economic Load Dispatch Central Interconnected System, CDEC-SIC and covers the last ten years of statistics, i.e., from 2002 to 2011, inclusive. The information presented includes the most relevant statistics of the operation as well as public values such as inflation rate, parity exchange rate, fuel price and other variables that affect, among other things, the decisions of operation in Central Interconnected System. For a better analysis the information has been divided into six chapters i.e. Chapter one: shows the background to the founding of the CDEC-SIC, and the laws relating to the functions assigned to it. Chapter two: includes information on the facilities of the various Power plants and transmitters, such as power and voltages, years of service and length of lines. Chapter three: refers to the operation of the system in the period of Shows the changing demands and gross sales of the SIC and how they were supplied by different companies and plants involved. It shows the courses of the reservoirs of the Central Interconnected System resulting from the decisions of operation to minimize costs of supply, taking into account the hydrological conditions prevailing in each opportunity. Also included is the annual consumption of fuels power plant. Chapter four: it is dedicated to describe in particular the relevant aspects of the operation of the Central Interconnected System during We discuss criteria for planning the operation, the hydrological conditions of operation and the decisions taken. Chapter five: summarizes the transfers between companies and includes an annual review of energy and power. It also shows the use of transmission system by calculating the payment of tolls and annual charges for end users. Chapter six: is about economic background used by the CDEC-SIC. It includes a history of inflation, parity exchange rate, fuel prices and monthly marginal average costs of SIC. CDEC-SIC Structure On December 31, 1999 the CDEC-SIC Ltda. Corporation is created and according to the Decree (D.S.) 327/97 the CDEC-SIC was structured until September 2009 as follows: Directory Tolls Department Operations Department Operations Department Planning Operations Department Dispatch and Control Department Administration Department 12

15 As per Decree 291/2007 imposed in October 2009, the CDEC_SIC structure was amended introducing a new Department of Management and Budget. This board consisted of representatives of each of the 17 member companies. It is made up by 10 representatives that corresponded to the five integrated segments as defined in the decree.
