What is the difference in uptake between subsidies to the household (consumer incentives) versus output-based payment (provider incentives)? 3. What is the impact of group payment incentives (e.g., lower water bill if you form a group) on water connection and sustained payment of water bill? 4. Can you improve the performance of the system through different regulatory structures for commissions involving monitory and non-monitory incentives? 5. What is the impact of institutional capacity building on the provider to maintain service levels, in terms of: - Cost management - Asset management - Reliable service (24 hours, throughout the year) - Water quality standards - Equity (socio-economic) - Customer management
