13 PROLOGUE Leoncio García-Barrón, Vicente Jurado Doña & Arturo Sousa Editorial coordinators Among nowadays scientific subjects with more social diffusion are included those related with the climate change and its impacts. Mass media are permanently transferring to the public opinion summaries of reports elaborated by administrative institutions. Sometimes, scientists statements are selected in order to support striking headlines. This provokes a social alarm, not always accompanied by calm and comprehensive work of spreading that would generate medium-term environmental responsibility. The average reader knows there is consensus among climatologists about the process of global warming that, due to human activity, is currently taking place independently of the climate s natural variability. Nevertheless, given the complexity of the interactions in the climate system, and the various future scenarios to which the decisions of social behaviour may lead, official predictions are adequately exposed in probabilistic terms. In addition to this, official predictions are presented with a range of possible states in climatic evolution. It is the wrong dogmatic conception of science generalised in our society- that leads to the perception of the formulated uncertainties like plain ignorance by broad sectors of the population. As a consequence, the goal of producing commitment to adopt personal and collective measures is not achieved. On the other hand, the scientific bibliography about the subject gathers the results of investigations in different fields but -apart from some official reports- the journals with more international spreading tend to offer a detailed but biased vision, with little integration in the plural aspects related to the climate change. By this, we mean that there is a general spreading about the subject of climate change that frequently lacks explanatory accuracy. There is also specialised scientific spreading, but it is not integrated enough in a multidisciplinary context. Our aim is to execute a publication that incorpores the virtues of the different means of scientific communication, overcoming its limitations at the same time. The experience of organising interdepartamental courses of different levels (Ph. D., free configuration credits...) in the University of Seville and in the International University of Andalusia about the effects of climate change raised us the possibility of publishing this book, presenting an overview of the environmental manifestations and consequences of the same. It was at this point that we specified the purpose of this publication: contributing to the environmental training, academically supported on the basis of the last studies about climate. Additionally, it is the authors themselves who present these studies. We presented the proposal to the Environmental Council of the Andalusian Government, which received it favourably. The initial approach already anticipated a marked multidisciplinary character; because of this, professors from different University departments and professional specialists from institutions related to the topics to be developed, would have to contribute. Moreover, a geographic limitation was established, by means of which the general frame of reference was associated to Andalusia. These premises have marked the criteria of selection that have enabled the edition of this monography.
14 Andalusia is constituted by a broad and diverse territory. Broadly speaking, it is characterized by a Mediterranean climate, but there is a distinguishable western area with Atlantic influence. This area is subjected to Southwest low pressure systems, with warm, wet winds. The other area is markedly Mediterranean, being its main characteristics rainfall shortage and a higher pluviometric irregularity. The presence of mountain ranges and their orientation also contributes to the configuration of an important internal heterogeneity derived from its relief. The counterpoint of these mountain territories are vast areas of countryside in which human activity has modelled the landscape. All this justifies one of the highest vegetal biodiversities in the continent. The great deal of endemisms that appear are explained as traces of its geological history, sanctuary of the last major climate events, together with its peculiar biogeographic location. The book is, thus, a miscellany in which recent climate changes in Andalusia form the core. It is not an experts report, nor a comprehensive revision on the topic. Instead, it intends to be a first contribution to gather from a multidisciplinary perspective- the issues surrounding climate change. Consequently, the intention has been to integrate the results of a diverse group of technicians and researchers on the matter from a scientific perspective. Various authoritative specialists of different domains were contacted, and invited to send their originals. The initial selection included researchers and technicians that we knew had worked in some of the areas included in the publication, with direct or indirect relation to Andalusia. Once the texts were received, two specialists revised them; and after the appropriate observations and modifications had been made, the edition coordinators accepted the collaborations as they are published now. The range of institutions and University departments to which these collaborators belong allows the reader to see the diversity of scopes brought: Spanish National Institute of Meteorology, Spanish National Research Council (CSIC is the acronym in Spanish), Environmental Council of the Andalusian Government as well as the departments of History, Physical Geography, Applied Physics, Zoology, Plant Biology and Ecology and Landscape Architecture from the Universities of Almeria, Barcelona, Granada, Seville and Ankara. It is obvious that there not appear all the researchers who could have enriched the content of this monograph with their knowledge. Despite this, we can assert that, according to our criterion, the result obtained by the contributions of the different authors is very relevant. Not only because they come from qualified representatives of different disciplines, but also because of the elevated scientific level of each one of the chapters. The combination of all of them -from complementary perspectives- produces an accumulative affection that, in our opinion, makes this printed work an important contribution to the scientific knowledge of environmental climatology in Spain. It is not common to find works like the one we present. Therefore, we suggest to researchers from other autonomous regions to consider the possibility of editing similar publications to achieve a general vision of the climate effects regionalised in the different geographic areas. Three modules have been established in the distribution of the subject matters: - Temporal climate variability In order to link the climate change with the incidence of the antropic activity, previous knowledge about the climate temporal variability in geologic and historic epochs is necessary. Apart from this, it would be necessary to embody results from studies about the reported evolution of the instru-
15 mental records in Andalusian observatories. The first report of Intergovernmental Panel on Climate Change, in 1990, about the climate change detection indicated that we can examine the natural variability of the climate and look for traces of possible changes in the temporal series. - Environmental impacts The environmental consequences of climate change can be analysed from different fields: aquatic and land ecosystems, flora, fauna, hydric resources and wetlands, hydrogeology or health, among others. This central module constitutes an interconnected joint of chapters about predictable environmental impacts. The exposition of these effects triggered by antropic activity the alteration of the components of the climate system in particular- is also based on impacts that have already been detected. - Mitigation and adaptation This third module was conceptualised with a more technical character in the sense that it comprehends, apart from reports, the measures and proposals catered for by agencies and administrations with reference to climate change. We consider that, basing us on the scenarios and climate model predictions for the 21 st century, it is suitable that institutional responsibles pronounce themselves by exposing, among other issues, the Spanish implication in the Kyoto Protocol, Andalusian Information Subsystem for environmental Climatology, the Andalusian strategy for climate change, the role of forests as CO 2 drains... And all this should be framed within an environmental education plan. We wish to express our sincere gratitude to each one of the authors for their willingness to dedicate time and knowledge to contribute to this group work, with the confidence that the observation of the results that we present now be satisfactory for you and a compensation for previous efforts. We are conscious that it is not possible to cover all the topics connected to global change in a single volume of these characteristics. Some subjects have been left out, like those referred to climate change and sustainability. Sustainable development presents such a variety of scopes from different fields that its incorporation could divert too much from the initial approach, to the detriment of environmental impacts. Aspects like economic consequences in Andalusia (tourism, public works...), alternative models for the production of energy, and the optimization in the use of energetic resources (transport, bioclimatic arquitecture), pollution and industrial systems, etc. Although we grant these matters high importance, we have not developed them. Maybe we will be able to approach these aspects and similar ones, related in medium or long-term to the effects of social behaviour on global change. Hence, our intention has been to expose a selected series of works in order to contribute, from a multidisciplinary perspective, to offer a present and scientific vision of the implications of climate change and its environmental repercussions in Andalusia. It is the reader now who has to judge whether the selection of topics that constitute this publication are appropriate, as a whole, for the proposed objectives. Checking that we have accomplished the goal of spreading multidisciplinary knowledge will be our satisfaction. We have also provided a means to profound in relevant and current issues for the environmental training from scientific methodologies. We manifest our gratitude to the Department of the Environment of the Junta de Andalusia/ Environmental Council of the Andalusian Government, specially to the General Direction of Environmental Education for welcoming the proposal and for their support in the edition of this book.

Permanentemente los medios de comunicación trasladan a la opinión pública resúmenes sobre informes elaborados por instituciones administrativas y declaraciones de científicos. En ocasiones, la selección de titulares llamativos provoca una alarma, que no siempre va acompañada de una labor de divulgación serena y rigurosa, que a medio plazo genere actitudes de responsabilidad ambiental. El lector medio conoce el consenso entre los climatólogos acerca de que, con independencia de la variabilidad natural del clima, se está produciendo actualmente un proceso de calentamiento atmosférico debido a la actividad humana. Sin embargo, dada la complejidad de las interacciones del sistema climático y de distintos escenarios de futuro a que conducen las decisiones del comportamiento social, las predicciones oficiales se exponen adecuadamente en términos probabilísticos y se presenta con un abanico de estados posibles en la evolución climática. La errónea concepción dogmática de la ciencia, generalizada en nuestra sociedad, conlleva a que las incertidumbres formuladas sean percibidas por amplios sectores- como simple desconocimiento, y consecuentemente, no provoca el compromiso de adoptar medidas personales y colectivas ante el cambio climático. Por otra parte, la bibliografía científica recoge los resultados de investigaciones en los diversos campos pero, salvo algunos informes oficiales, las revistas de mayor difusión internacional ofrecen cada una de ellas, en general, una visión detallada pero parcial y poco integrada en los aspectos plurales relacionados con el cambio climático. Es decir, consideramos que en relación con el cambio climático, existe una divulgación general que frecuentemente no va acompañada de rigor explicativo, y una difusión científica especializada pero no suficientemente integrada en un contexto multidisciplinar. Nuestra pretensión es realizar una publicación en que se incorporen las virtudes de distintos medios de comunicación científica y, simultáneamente, se superen sus limitaciones. La experiencia de organizar en la Universidad de Sevilla y en la Universidad Internacional de Andalucía cursos interdepartamentales, de distinto nivel (doctorado, libre configuración, ) sobre efectos de cambio climático nos planteó la posibilidad de publicar un libro que, con el mayor nivel científico, presentara una visión conjunta de las manifestaciones y consecuencias ambientales del mismo. Ya entonces, precisamos la finalidad de la publicación: contribuir a la formación ambiental, académicamente fundamentada sobre la base de los últimos estudios relativos al clima, expuestos, en su caso, por los propios autores. Presentamos la propuesta a la Consejería de Medio Ambiente de la Junta de Andalucía que la acogió favorablemente. En el planteamiento inicial ya se preveía un marcado carácter multidisciplinar por lo que deberían contribuir profesores de distintos departamentos universitarios y profesionales especialistas de instituciones
18 relacionadas con los temas a desarrollar. Además se establecía una limitación geográfica, por lo que el marco de referencia general se asociaba a Andalucía. Estas premisas han marcado las líneas de selección que han permitido la edición de la presente monografía. La comunidad autónoma andaluza conforma un territorio amplio y diverso. Aunque a grandes rasgos se puede caracterizar por un clima de tipo mediterráneo, es posible distinguir un área occidental de influencia atlántica, sometidas a las borrascas del suroeste que aportan vientos cálidos y húmedos, y otra área marcadamente mediterránea cuya característica fundamental es la escasez de precipitaciones y mayor irregularidad pluviométrica. La presencia y orientación de los sistemas montañosos configuran también una importante heterogeneidad interna derivada del relieve. Como contrapunto de estos territorios montañosos destacan extensas zonas de campiñas donde la actividad humana ha modelado secularmente el paisaje. Todo ello justifica una biodiversidad vegetal de las más elevadas del continente, donde aparecen gran cantidad de endemismos, explicable como residuos de la historia geológica, refugio de los últimos grandes eventos climáticos, así como por su peculiar situación biogeográfica. El libro es, pues, una miscelánea que tiene como eje principal los cambios climáticos recientes en Andalucía. No se trata de un informe de expertos, ni tampoco de una revisión exhaustiva sobre esta materia. Más bien pretende ser una primera aportación que agrupe desde una perspectiva pluridisciplinar- la problemática del cambio climático. Por tanto, se procura integrar los resultados de un grupo diverso de investigadores y técnicos sobre la materia desde una perspectiva científica. Se contactó con diversos profesionales de distintos ámbitos, especialistas de reconocido prestigio, a los que se invitó a que enviaran sus originales. La selección inicial comprendía investigadores y técnicos de los que teníamos conocimiento de su producción en alguna de las áreas incluidas en la publicación, y con incidencia directa o indirecta en Andalucía. Una vez recibidos los textos, para su admisión se pasó a la revisión por dos especialistas; tras las oportunas observaciones los coordinadores de la edición aceptaron las colaboraciones como ahora se publican. La relación de instituciones y departamentos universitarios a que pertenecen los autores permite detectar la diversidad de enfoques aportados: Instituto Nacional de Meteorología, Oficina Española para el Cambio Climático, Consejo Superior de Investigaciones Científicas, Consejería de Medio Ambiente de la Junta de Andalucía y los departamentos de Historia, Geografía Física, Física Aplicada, Zoología, Biología Vegetal y Ecología, Arquitectura Paisajística de las universidades de Almería, Barcelona, Granada, Sevilla y Ankara. Es evidente que no están todos los investigadores que con su colaboración hubieran enriquecido el contenido de la monografía. Sin embargo, podemos afirmar que, según nuestro criterio, el resultado obtenido por la aportación de los distintos autores es muy relevante, no sólo por provenir de cualificados representantes de diferentes disciplinas, sino también por el destacado nivel científico de cada uno de los capítulos. La conjunción de todos ellos, desde perspectivas complementarias, produce un afecto acumulativo que, creemos, hace de la monografía una importante contribución al conocimiento científico de la climatología ambiental en España. No es frecuente en la bibliografía encontrar obras como la que presentamos,
19 ya que suponen una perspectiva regional que necesita de otras monografías similares a la misma escala para alcanzar una visión general de los efectos climáticos en los distintos ámbitos geográficos. En la distribución de las materias se han establecido tres módulos: - La variabilidad temporal del clima Para poder relacionar el cambio climático con la incidencia de la actividad antrópica es necesario conocer previamente a variabilidad temporal del clima en épocas geológicas e históricas e incorporar resultados de estudios acerca de la evolución que se manifiesta en los registros instrumentales de observatorios andaluces. Ya el primer informe del Panel Intergubernamental de Expertos para el Cambio Climático, editado en 1990, sobre detección del cambio climático, indicó que en las series temporales podemos examinar la variabilidad natural del clima y buscar indicios de posibles cambios. - Efectos ambientales Las consecuencias medioambientales del cambio climático pueden analizarse desde distintos campos: ecosistemas acuáticos y terrestres, la flora, la fauna, los recursos hídricos y humedales, la hidrogeología o la salud, entre otros. Este módulo central constituye un conjunto interconectado de capítulos acerca de los previsibles efectos ambientales. La exposición de estos efectos ocasionados por la actividad antrópica, y en particular por la alteración de los componentes del sistema climático, se basa también en impactos ya detectados. - Mitigación y adaptación Este tercer módulo se planteó con un carácter más técnico en cuanto que comprende, además de informes, las medidas y propuestas contempladas por organismos y administraciones ante el cambio climático. Consideramos que basándonos en los escenarios y predicción de modelos climáticos para el siglo XXI, es conveniente que responsables institucionales expongan y se pronuncien, entre otras cuestiones, sobre la implicación española en el Protocolo de Kioto, el sistema de información de climatología ambiental de Andalucía y la estrategia andaluza ante el cambio climático, así como el papel de los bosques como sumideros de CO 2 Todo ello, enmarcado en un plan de educación ambiental. Deseamos expresar nuestro sincero agradecimiento a cada uno de los autores por su disposición a dedicar tiempo y conocimientos para contribuir a esta obra colectiva, en la confianza que la observación de los resultados que ahora presentamos les sea satisfactoria y compense anteriores esfuerzos. Somos conscientes que no es posible abarcar en un solo volumen de las características del que presentamos todos los temas conectados con el cambio climático. Han quedado fuera algunas materias, como las referidas a cambio climático y sostenibilidad. El desarrollo sostenible presenta tal variedad de enfoques desde diversos campos que su incorporación podría sesgar en exceso el planteamiento inicial, en detrimento de los impactos ambientales. Aspectos como las consecuencias económicas en Andalucía (turismo, obras públicas, ), modelos alternativos de producción de energía y de la optimización en el aprovechamiento de los recursos energéticos (transporte, arquitectura bioclimática, ), contaminación y sistemas industriales, etc., no han sido desarrollados a pesar de la importancia que les concedemos. Tal vez, en otra publicación futura podamos plantear estas y similares cuestiones relacionadas a medio o largo plazo con los efectos del comportamiento social sobre cambio global. Por tanto, nuestra pretensión ha sido exponer una serie seleccionada de trabajos que, desde una perspectiva multidisciplinar, contribuyan a ofrecer una visión actual y científica de las implicaciones del cambio climático y de sus repercusiones ambientales en Andalucía.
20 Corresponde a los lectores juzgar si la selección de los temas que constituyen esta publicación se adecua, en su conjunto, a los objetivos propuestos. Nuestra satisfacción será el comprobar que hemos contribuido a la difusión del conocimiento multidisciplinar y hemos aportado un medio que profundiza en aspectos de actualidad y relevancia para la formación ambiental desde metodologías científicas.
