BACKGROUND DR plays an important role in supporting the Haitian government in terms of response to the Jan 2010 earthquake The Haiti earthquake demonstrated the high degree of physical and social vulnerability of the island to seismic events There has been accelerated urban growth in recent years in the main cities in the DR, with a tendency to construct buildings with adequate techniques. The earthquakes of Chile and Japan further pushed the need to conduct an analysis of the situation in the DR with respect to seismic risk and the real possibility of suffering from an earthquake of greater magnitude. Policy decision to address the issues and orient efforts to reduction of risk in the DR. The DR government requested the support of UNDP, in the process of identifying action lines and strategies for seismic risk reduction.

In the DR, there was a large earthquake in 1946 with a 8.1 magnitude; in addition, there have been seismic movement which has affected the population in 1562, 1615, 1673, 1691, 1751, 1761, 1842, 1897 and 1946 On Sept 22nd 2003 there was an earthquake of magnitude 6.5, with a depth of 10 km, located 20 km north of Santiago de Los Cabelleros and 15 km south of Puerto Plata.

THE PROCESS In Feb 2010, by mandate of the President of the Republic then Dr. Dr. Leonel Fernández Reyna and under the instructions of the Minister of Economy, Planning and Development Juan Temístocles Montás the Department of Land Use Planning and Development initiated a process of analysis and institutional consultations to define strategic areas of action to reduce seismic risk.

Cont d The Department has the role as coordinating inter sectorally and inter institutionally the different levels of public administration and private entities at the municipal, provincial, regional and sectoral levels. (Law 496 06) In March 2010 two committees were convened for the analysis and discussion of proposals related to seismic risk reduction 1) the identification of short term actions 2) the development of a plan to reduce risk over medium and long term

DEFINITION OF THE PLAN The Seismic Risk Reduction Plan is understood as a set of political and technical guidelines that aim to provide strategic orientation to the authorities, institutions at all territorial levels and civil society in general, to reduce risk factors related to seismic hazards and promote the improvement of capacity in the areas of prevention, mitigation, response and recovery, as well as resilience in potentially affected communities.

PURPOSE OF THE PLAN Strengthen and improve the capacity of the National System for Prevention, Mitigation and Response, and their respective coordination and execution units. Create an enabling environment so government investments are safe and sustainable Promote mechanisms to use of standards in territorial planning and structure and infrastructure constructions that is in accordance with the characteristics of the zone. Reduce the financial vulnerability of the state from the need to invest considerable resources in disaster recovery and reconstruction process.

PURPOSE OF THE PLAN Avoid the loss of human life in the event of an earthquake Reduce the maximum impact of an earthquake on critical infrastructure and guarantee that said infrastructure will function in a crisis. Ensure governance processes of the state in situations of disasters Reduce economic loss from possible destruction of structures and infrastructure. Improve community resilience to respond and recover.

LINKS The National Plan for Seismic Risk Reduction is aligned with the National Plan for Prevention, Mitigation and Response to disasters (Law 147/02) The National Plan for Emergencies and the National Earthquake Contingency Plan It supports elements of the National Strategy for Development 2030, in strategy lines 4, with respect to the development of an effective national system for comprehensive risk management, incorporating the active participation of communities.
