Contents Introduction: the EU budget 2014-2020 Types of EU funds 2014-2020 Preliminary considerations to seek EU funding Specific instruments 2 Supra topics en vogue Key factors (that you ll never find on paper ) 4 4

source: www.greens-efa.eu/yourguide-to-eu-funding-11778.html 5

Introduction: EU budget 2014-2020 ca. 20% of the 960 thousand million EUR will be spent on actions related to Climate Change 192.000.000.000 EUR source: European Commission, ec.europa.eu/budget/mff/index_en.cfm 6

Menu of EU funds Essentially, there are 3 kinds of funds: 1. European Structural and Investment Funds (ESI Funds) 2. Thematic Programmes and Initiatives 3. Funds for third parties (bulk of the action otside the EU) The above are deployed mainly via grants allocated upon (competitive) calls for proposals, including grants for both specific actions or for key actors operation. source: http://www.greens-efa.eu/your-guide-to-eu-funding-11778.html 7

Menu of EU funds Additionally, EU institutions commission public contracts via tenders (goods, works or services) Finally, there are EU financing mechanisms including loans, venture capital, seed capital or specific support funds, normally via an intermediary (banking) organisation. Another characterisation is by their management scheme: directly by the European Commission, (competent DG or associated agency (e.g. EASME, ex EACI, ex IEEA ) case of HORIZON2020, or LIFE shared management by delegation to the Member States, that in turn delegate to national or regional administration case of ELENA (or any other ESI) 8

Preliminary considerations: pros & cons Be aware of our own capacities: Knowledge, Expertise A minimum of own financial resources Have a clear idea of what we want to do (Logical Framework planning): Objectives and expected results (quantified, scheduled) Concrete actions Select an adequate funding type Do we need partners? Do we have (good) partners? European added value, Sustainability, Impact 9

Specific instruments: ESI European Regional Development Funds (ERDF) Co-funding depending on regional allocation and eligibility of each region (dev. transition less developed) E.g. Operational Programme 2014-2020 Priority 2.4: More efficient use of natural resources. Including: Energy efficiency improvement Increase of renewable energy use source: European Commission http://ec.europa.eu/regional_policy/what/future/pdf /partnership/es_position_paper_es.pdf 10

Specific instruments: ESI ERDF - Special instruments with EIB financing: ELENA European Local Energy Assistance. Covers up to 90% preparation costs of an investment programme over a 3 year period. Minimum leverage factor of 20 over the received funds. Aimed at facilitating tendering for ESCO contracting. 5 programmes in Spain, ER-DIBA pioneer since 2010 JESSICA Joint European Support for Sustainable Investment in City Areas. Soft financing for works and services to be supplied by ESCOs. In Spain, managed by IDAE and BBVA (current period till April 2015). Catalonia not eligible. 11

Specific instruments: HORIZON 2020 Integration of R+D, innovation, competitiveness in a single programme 3 pillars: Excellent Science; Industrial leadership; Societal Challenges Societal Challenge area Secure, clean & efficient energy Focus on challenges, topics more open (not as defined as in FP7) Integration of cross cutting issues (consumers participation, international cooperation, SMEs...) Consideration of the whole innovation cycle (use of TRLs). Impact!! Administrative effort simplification: 3 types of projects (RIA100%; IA 70%; CSA 100%) Single web site (participant portal) Contract signature timeline 8 months max. from proposal deadlines FAQs http://ec.europa.eu/easme/pda-faq-v1.pdf http://ec.europa.eu/easme/files/energy/h2020-energy-efficiency-faq.pdf 12

Specific instruments: HORIZON 2020 Energy Programme 2014-2015 on 20 th December 2013 published up to 18 Calls, with a total of 48 competitive topics 21EE, 22LCE, 5SCC calls in the period 2014 2015 (June) ec.europa.eu/programmes/horizon2020/en/h2020-section/secure-clean-and-efficient-energy EE topics focused on: A) Buildings and consumers B) Heating and cooling C) Industry and products D) Finance for sustainable energy LCE topics focused on: Renewable H&C Enhanced storage Sustainable biofuels Social, environmental & economic aspects 13

Specific instruments: HORIZON 2020 14

Specific instruments: HORIZON 2020 15

Specific instruments: LIFE (Env., ClimA) Environment sub programme, including the priorities: Waste management Resource efficiency, incl. land and forests green and circular economy The 2014-2017 period will still have national quotas. 2018-2020 will be totally competitive. Grants to specific projects (from 55% to 100%, depending on the kind of project) and a small part of the funds is kept for tenders and other expenditures. In any EU funding scheme: Small print of grants Key factors (in our opinion) % cofunding (per cost category and type of activity) Good identification of final beneficiaries and real motivation of each stakeholder (EC is not a client, performance evaluation will be external) Role, capacity and experience of the General Coordinator (adminstrative and financial management, problems that will arise, inter partners, between partners and the EC, fluency in English... ) Ultra competitive market, there are true specialists in proposals preparation, continuous lobbying in Brussels and EC Delegations Uneven competition In some countries there are national complementing funds Proactivity levels and expertise of promotion officers from certain countries, regions or even local administrations (both in Brussels and at home) 21
