CITY OF BEREA Proposed Charter Amendment expanding the terms of all Members of Council and the President of Council from two (2) to four (4) years, beginning with the 2019 regular election. CITY OF BEREA Proposed Charter Amendment to allow Council to establish, by ordinance, the method by which Members of Council are informed of Special Meetings. VILLAGE OF BROOKLYN HEIGHTS Proposed Charter Amendment Amending Article II, Sections 2.08(b), 2.13(b) and 2.13(c) to require that Council meet twice per month, on the first and third Tuesdays, instead of once per month on the first Tuesday of each month, and to allow ordinances, resolutions and amendments to the Charter be published and available in electronic and/or printed form. VILLAGE OF BROOKLYN HEIGHTS Proposed Charter Amendment Amending Article III, Section 3.01 to provide that the Mayor may have outside employment as long as that employment does not conflict or impede with carrying out the duties assigned by the Charter. VILLAGE OF BROOKLYN HEIGHTS Proposed Charter Amendment Amending Article IV, Section 4.03(a) to provide that commencing with the 2018 term, the Clerk/Treasurer's Office shall be located in the Village Hall, and that the Clerk/Treasurer shall work in the office within the Village Hall each week for a majority of the normal business hours for that week. VILLAGE OF BROOKLYN HEIGHTS Proposed Charter Amendment Amending Article V, Section 5.01 to create a Recreation and Community Service Department. 4 VILLAGE OF BROOKLYN HEIGHTS Proposed Charter Amendment Amending Article VIII, Section 8.05 to change the timeframe for holding recall elections from between thirty (30) and forty (40) days, to between ninety (90) and one hundred twenty (120) days from the time of the determination of the sufficiency of a petition for a recall of an elected official, and to change the petition filing deadline for candidates to succeed officers whose removal is sought, from twenty (20) to seventy-five (75) days prior to the election. VILLAGE OF CHAGRIN FALLS Proposed Municipal Income Tax (Increase) % levy increase on income, to a rate of 1.85% per annum, with the increase of 0.35% allocated solely to the Permanent Improvement Fund, and the existing 1.5% be allocated into the General Fund, effective January 1, VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article IV, Section 8(a) to provide that Council shall only hear exceptions or variances to the Planning and Zoning Code after the Board of Zoning Appeals has acted, and upon a written request by at least three Members of Council. VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article IV, Section 8 to add subsection (h) to require the vote of five of seven Members of Council to revise the predetermined allocation of income tax revenues by Ordinance for specific Village purposes, when exigent circumstances exist. VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article VII, Section 2(d), Article VII, Section 7, and Article VII, Section 10 to remove references to the Board of Cemetery Trustees and to place responsibility for cemeteries with the Chief Administrative Officer. VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article VII, Section 4 to eliminate the requirement for the Planning and Zoning Commission to meet at least once a month. VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article VII, Section 5 to provide that decisions of the Board of Zoning Appeals on requests for exceptions and variances to matters regarding zoning and building in the Municipality shall be final unless at least three Members of Council request in writing that Council set a public hearing to review the decision of the Board of Zoning Appeals. VILLAGE OF CHAGRIN FALLS Proposed Charter Amendment Amending Article X, Section 4 to require that any change made by ordinance in the Municipal Zoning Map, or which otherwise provides for a change in the permitted use of property, be subject to referendum by petition containing signatures of not less than five percent of the number of electors who voted for Governor at the most recent general election for the Office of Governor in the Municipality. CITY OF CLEVELAND Proposed Municipal Income Tax (Increase) - a 0.5% levy increase on income, to a rate of 2.5% per annum, for the purposes of general municipal operations, maintenance, new equipment, extension and enlargement of services and facilities and capital improvements of the City, and for the purposes of payment of debt charges and for the elimination of deficits existing in City funds and for all other lawful purposes, effective January 1, CITY OF CLEVELAND Proposed Charter Amendment Amending Section to change the name of the Police Review Board to Civilian Police Review Board; to increase the size of the Board from seven (7) to nine (9) members, of which five (5) members are to be appointed by the Mayor, and four (4) appointed by Council; to limit the terms of the members to two (2) four-year terms within 12 years; to provide that at least one member of the Board shall be between the ages of 18 and 30 when appointed; to provide that there shall be at least one (1) member from each police district; to provide that that no member shall be a current law enforcement officer, or a current or former employee of the Division of Police; to provide for posting of vacancies and application to fill those vacancies; to have the Board select the chair and vice-chair and limit their terms to two (2) consecutive one-year terms each, with eligibility again after two (2) years; to provide that the Board s budget be separate from that of the Department of Public Safety s administrative budget, to be overseen by the administrator and the Board; and to provide that Board members receive initial and annual training. VILLAGE OF GATES MILLS Proposed Charter Amendment amending Article VIII, Section 5 to renew an existing tax 1 mill tax levy for the public purpose of conserving, retaining, protecting and preserving land, water, forest, open, natural or wetland areas in this Municipality predominantly in their natural, scenic, open or wooded condition or as suitable habitat for fish, plants or wildlife, including the acquisition of such real property or interests therein as may be necessary to carry out that purpose, for five years. CITY OF LAKEWOOD Referendum on Ordinance No (by Petition): authorizing the execution and delivery of an agreement by and between the City of Lakewood, the Lakewood Hospital Association, and the Cleveland Clinic Foundation and authorizing and approving related matters. CITY OF LAKEWOOD WARD 3 PRECINCT I Local Option (Sunday Sales) Permitting the sale of beer, wine and mixed beverages by Dos Neighbors LLC dba The Bottlehouse Brewery and Mead Hall at Madison Avenue, Lakewood, OH VILLAGE OF LINNDALE Proposed Ordinance Gas Aggregation Granting the City the authority to aggregate the retail natural gas loads located in the Village of Linndale, and for that purpose, enter into service agreements to facilitate for those loads the sale and purchase of natural gas, such aggregation to occur automatically except where any person elects to opt out. CITY OF MAPLE HEIGHTS Proposed Charter Amendment Amending Article III, Section 1 to change the requirement that each Councilperson shall have resided continually in the district from which the Councilperson seeks election from not less than twelve (12) months immediately preceding his or her election, to not less than two (2) years immediately preceding his or her election. CITY OF MAPLE HEIGHTS Proposed Charter Amendment Amending Article III, Section 2(b) to extend the terms of the Council President and all District Council Members from two (2) years to four (4) years, and to provide for staggered terms beginning with General Election to be held in November, 2017, with Districts Two (2), Four (4) and Six (6) serving an initial term of two (2) years, and thereafter serving four (4) year terms. CITY OF MAYFIELD HEIGHTS Proposed Charter Amendment Amending Article III, Section 1 to provide for the elimination of the run off election for the office of Mayor. VILLAGE OF MORELAND HILLS Proposed Zoning Amendment Amending the Planning and Zoning Code to create new Chapter 1159, "Chagrin Northwest Residential & Planned Development Conservation District," and amending the Zoning Map of the Village of Moreland Hills to change the zoning classification of PP# s , , , , , and on Chagrin Boulevard from U-1 Dwelling House District to U-5 Chagrin Northwest Residential & Planned Development Conservation District. VILLAGE OF NORTH RANDALL Proposed Tax Levy (Renewal) 0.75 mill for the purpose of providing for and maintaining motor vehicles, communications and other equipment used directly in the operation of the Village s Police Department and payment of the salaries of permanent police personnel in the Village s Police Department for five years. VILLAGE OF NORTH RANDALL Proposed Tax Levy (Renewal) 0.75 mill for the purpose of providing for and maintaining fire apparatus and the payment of permanent, part-time or volunteer firefighters to operate the same for five years.. CITY OF NORTH ROYALTON Proposed Tax Levy (Additional) 1.7 mills for the purpose of providing emergency medical service for five years.. CITY OF NORTH ROYALTON Proposed Charter Amendment Amending Article XVIII to create a new Subsection (g) to allow for the deletion of obsolete language, rearrangement of numbers and titles, and correction of typographical errors in consultation with the Director of Law, and by Ordinance of Council. VILLAGE OF OAKWOOD Proposed Charter Amendment Amending Article VIII, Section 8.01 to require the Mayor shall be a registered elector of the Municipality; have resided continuously therein for a period of two (2) years immediately preceding the date of the election; and continue to be a bona fide resident of the Municipality during their term in office. CITY OF OLMSTED FALLS Proposed Tax Levy (Renewal) 1.9 mills for the purpose of providing for the payment of the salaries and salary-related expenses of permanent fire personnel in the City s Fire Department for five years.
