1 Developing Tourism in Peru Out of the Box Research and Consulting Roberto Chavez March, 2009 The case of Peru: Context Peru is one of the great tourist destinations of the world-- Machu Picchu was voted one of the seven world wonders. But 90% of 1.2m foreign visitors to Peru go only Cuzco and Machu Picchu due to lack of access to other regions. Yet Peru has10 other UNESCO cultural and natural world heritage sites, representing a huge untapped potential -- it is clearly underperforming in the tourism sector. Peru s tourism sector budget is targeted at tourism promotion instead of enabling investments in infrastructure and local capacity building. 1
2 The case of Peru: Issues Government investments are required to enable private sector support for tourism in underdeveloped regions. Sector and industry need financial support of the Ministry of Finance. But MoF had insufficient and inadequate information to decide on allocation of resources. Sector and industry need a) policy framework, b) local capacity building support, and c) small and medium scale enterprise support from Vice Ministry of Tourism. The case of Peru: Solution Assemble and analyze key indicators: tourism statistics, demographics, destinations, products and share of GDP. Matrix with info by UNESCO (World Cultural and Natural Heritage Sites); DAVOS (Global Travel and Tourism Survey); and, National Geographic (Traveler, Magazine, Geotourism). Analyze performance on Peru with regard to regional competitors and and comparator countries. Articulate national and regional long-term visions and short-term strategies with private, community and government stakeholders. 2

6 The Case of Peru: Next Steps GoP has articulated a national tourism strategy but provided only piecemeal investments. Need regional strategies and financial support. Cusco is implementing short-term strategy supported by restructured Vilcanota Valley project: US$1m are insufficient. Regional strategies require a) hydropower access; b) local capacity building; and, c) SME support at local level (US$10m total). 6
